Climate change is altering the colour of the oceans

The colour of the Earth’s oceans has significantly altered over the past two decades, most likely due to human-induced climate change, according to a new study. Over 56 per cent of the oceans, more than the total land area on the planet, has experienced the shift in colour, it added. The study, ‘Global climate-change trends detected in indicators of ocean ecology’, was published in the journal Nature.
What makes the oceans colourful in the first place?
In most regions across the world, the oceans appear blue or navy blue for a reason. This happens due to “the absorption and scattering of light”.
When the sunlight falls on deep and clear water, colours with longer wavelengths, such as red, yellow and green, are absorbed by the water molecules but blue and violet, which have a much shorter wavelength, are reflected back.
When sunlight hits the ocean, some of the light is reflected back directly but most of it penetrates the ocean surface and interacts with the water molecules that it encounters.
The red, orange, yellow, and green wavelengths of light are absorbed so that the remaining light we see is composed of the shorter wavelength blues and violets.
But when the water isn’t deep or clean, an ocean can appear to be of a different colour.
For instance, along Argentina’s coastline, where major rivers merge into the Atlantic Ocean, the ocean exudes a brown tint because of dead leaves and sediments spewing from the rivers.
In other parts of the world, the oceans appear green, which happens due to the existence of phytoplankton on the upper surface of the water.
Phytoplanktons are microscopic marine algae that contain the green-coloured pigment chlorophyll.
The pigment helps them absorb sunlight, which they use to capture carbon dioxide from the atmosphere and convert it into sugars. Moreover, chlorophyll absorbs the red and blue portions of the light spectrum — or photosynthesis — and reflects green light.
What methods were used to carry out the study?
To conduct the study, Cael and his team first analysed data from Moderate Resolution Imaging Spectroradiometer (MODIS), aboard NASA’s Aqua satellite, which has been monitoring ocean colour since 2002 — the measurements are taken in terms of the amount of light coming off the surface of the oceans, at all seven of the different wavelengths of light, from violet to red.
The examination of 20 years worth of data indicated that in more than 50 per cent of the world’s oceans, the colour has changed.
Then, to check if the phenomenon has occurred due to climate change, researchers used a climate model – a computer representation of the Earth.
This model simulated the planet’s oceans under two scenarios: one with the addition of greenhouse gases, and the other without it.
The greenhouse-gas model predicted that a significant trend should show up within 20 years and that this trend should cause changes to ocean colour in about 50 percent of the world’s surface oceans — almost exactly what Cael found in his analysis of real-world satellite data.

Personal Data Protection Bill, 2023 cleared

The Lok Sabha on 7 August 2023 passed the Digital Personal Data Protection Bill, 2023, a first-ever legislation dedicated for digital privacy amid concerns of MPs regarding the removal of the data localisation mandate and increased government control.

The Bill was passed with an amendment to a minor drafting error. Once the Bill comes into effect, all digital platforms will be required to obtain unconditional, free, specific, and informed consent from users for processing their data.
They will also need to issue a notice explaining the purpose of data processing and the rights of the users.
The government will appoint a data protection board, an independent body that will examine personal data breaches and impose penalties.
The latest version of the Bill does not mandate local storage of personal data, providing a major relief to big tech firms like Google, Meta, and Amazon.
The government may, however, notify a list of countries in future, where data cannot be transferred.
The Bill prescribes penalties of up to Rs 250 crore for each instance of a data breach arising from a lack of reasonable safeguards on platforms.
The government may block the operations of entities not complying with the law even after two instances of penalties. The draft Bill of the final version was released for public consultation in November 2022.
Models for data protection laws
The EU model:
The GDPR focuses on a comprehensive data protection law for the processing of personal data.
It has been criticised for being excessively stringent, and imposing many obligations on organisations processing data, but is the template for most of the legislation drafted around the world.
In the EU, the right to privacy is enshrined as a fundamental right that seeks to protect an individual’s dignity and her right over the data that she generates.
The US model:
Privacy protection is largely defined as a “liberty protection” — focused on the protection of the individual’s personal space from the government, and, therefore, is viewed as being somewhat narrow in focus by virtue of enabling the collection of personal information as long as the individual is informed of such collection and use. The US template has been viewed as inadequate in key respects of regulation.
Unlike the EU’s GDPR, there is no comprehensive set of privacy rights or principles that collectively address the use, collection and disclosure of data in the US. Instead, there is limited sector-specific regulation. The approach towards data protection in the US is different for the public and private sectors.
The China model:
New Chinese laws issued over the last 15 months on data privacy and security includes the Personal Information Protection Law (PIPL), which came into effect in November 2021. It gives Chinese data principal’s new rights as it seeks to prevent the misuse of personal data.
The Data Security Law (DSL), which came into force in September 2021, requires business data to be categorised by different levels of importance and puts new restrictions on cross-border transfers.
These regulations will have a significant impact on how companies collect, store, use and transfer data, but are essentially focused on giving the government overreaching powers to both collect data and regulate private companies that collect and process information.

The legacy of the Voyager mission

The National Aeronautics and Space Administration (NASA) lost communication with Earth’s longest-running space probe, Voyager 2, the space agency detected a “heartbeat” signal from the spacecraft. Although too faint for extraction of data, the detected signal confirms that Voyager 2, which is about 19.9 billion kilometres away from Earth, is still operating.
Why were the Voyager spacecraft sent into space?
In 1972, NASA cancelled its plans of exploring the five outer planets (Mars, Jupiter, Saturn, Uranus and Neptune) with four highly complex spacecraft — the proposal, estimated to cost $ 1 billion, was scrapped due to budgetary constraints.
Instead, it proposed to send the Voyager probes, initially slated to explore only Jupiter and Saturn. In 1974, however, it was decided that if one spacecraft completes the mission, the other one would be redirected towards Uranus and then Neptune.
Interestingly, the spacecraft were scheduled for a take-off towards the end of the 1970s for a reason.
NASA chose the particular launch window to take advantage of a rare alignment of Jupiter, Saturn, Uranus and Neptune that occurs once every 175 years.
The alignment allowed the spacecraft to harness the gravity of each planet and swing from one to the next using relatively minimal amounts of fuel. NASA first demonstrated the technique with its Mariner 10 mission to Venus and Mercury from 1973 to 1975.
Voyager 2 was launched on 20 August 1977, two weeks before the 5 September Voyager 1 takeoff.
This reversal of order took place as the two spacecraft were put on different trajectories — Voyager 1 was set on a path to reach Jupiter and Saturn, ahead of Voyager 2.
What are the most notable achievements of the Voyager spacecraft?
Fifteen months after its launch, Voyager 1 reached its first target planet, Jupiter, on 5 March 1979, and was soon followed by Voyager 2, which arrived there on 9 July.
The most interesting discoveries made by Voyager 1 included the finding that Io, one of Jupiter’s moons, was geologically active.

Central think tank NITI Aayog and the United Nations Development Programme (UNDP) signed a memorandum of understanding to formalise a cooperative framework to fast-track India's pursuit to achieve its sustainable development goals (SDGs), the Aayog said.

The memorandum of understanding will focus on the two organisations' cooperation on a range of areas, including SDG localisation, data-driven monitoring, Aspirational Districts and Blocks, among others.
Over the years, NITI Aayog and UNDP's collaboration has grown from strength to strength. This partnership would foster data-driven policy interventions and programmatic action.
NITI Aayog is the nodal body for the monitoring of SDGs in India and reviews the process through a nationwide SDG index. The memorandum of understanding between the think tank and UNDP was signed for a period of years.
Midway to 2030, India's leadership is critical for making the SDGs a reality. India nearly halved multidimensional poverty between 2015-2016 and 2019-2021, demonstrating that despite complex challenges, accelerating progress towards the Goals is possible.
Through this memorandum of understanding with NITI Aayog, UNDP will also provide support for NITI Aayog's work on women's livelihoods, innovation, and Mission LiFE.

Prime Minister Narendra Modi announced the launch of the India-Middle East-Europe mega economic corridor. The project includes India, the UAE, Saudi Arabia, the European Union, France, Italy, Germany and the US.
What is the project?
The rail and shipping corridor is part of the Partnership for Global Infrastructure Investment (PGII) — a collaborative effort by G7 nations to fund infrastructure projects in developing nations. PGII is considered to be the bloc’s counter to China’s Belt and Road Initiative.
The project will aim to enable greater trade among the involved countries, including energy products.
It could also be one of the more ambitious counters to China’s massive infrastructure program, through which it has sought to connect more of the world to that country’s economy, AP said.
The corridor will include a rail link as well as an electricity cable, a hydrogen pipeline and a high-speed data cable, according to a document prepared by European Commission President Ursula von der Leyen.
The document also called the project “a green and digital bridge across continents and civilizations.”
Why is the project being proposed?
First, it would increase prosperity among the countries involved through an increased flow of energy and digital communications.
Second, the project would help deal with the lack of infrastructure needed for growth in lower- and middle-income nations.
Third, it could help “turn the temperature down” on “turbulence and insecurity” coming out of the Middle East
