भारत और बांग्लादेश का संयुक्त सैन्य अभ्यास संप्रीति VIII, 14 मार्च, 2019 को तंगेल, बांग्लादेश में संपन्न हुआ। भारत-बांग्लादेश सयुक्त सैन्य अभ्यास में भारतीय सेना की ओर से राजपूताना राइफल्स की 9वीं बटालियन का कंपनी ग्रुप तथा 36 ईस्ट बंगाल बटालियन बांग्लादेश की कंपनी ने भाग लिया। समापन समारोह में मुख्य अतिथि भारतीय उच्चायुक्त महामहिम श्रीमती रीवा गांगुली दास ने दोनों देशों के बीच विशेष संबंधों पर प्रकाश डाला।

New policy for highway projects
The government has unveiled a policy for resolving stalled highway projects worth nearly Rs 30,000 crore, including those where proceedings have been initiated against the companies before the bankruptcy tribunal. The move is aimed at unlocking money of both lenders and private players, including crisis-hit IL&FS, which is caught in about 28-30 projects as work has come to a standstill due to shortage of funds. According to a road transport ministry circular issued on March 9, agencies such as NHAI can foreclose the contract by signing a supplementary agreement. It said the authority will a make full and final payment to the private player for the “value of work done” or 90% of the debt due, whichever is lower.

The NITI Aayog and the United States Agency for International Development (USAID) organized the first workshop on development of the India Energy Modelling Forum (IEMF), which has been envisaged as a pan-stakeholder platform for debating ideas, scenario-planning & discussing the India's energy future. The two-day workshop, being held with the support of the Pacific Northwest National Laboratory (PNNL), was organized under the Sustainable Growth Pillar of the India-U.S. Strategic Energy Partnership. भारतीय दिवाला एवं दिवालियापन बोर्ड (आईबीबीआई) ने 19 मार्च 2019 को भारतीय प्रतिभूति एवं विनिमय बोर्ड (सेबी) के साथ एक सहमति पत्र (एमओयू) पर हस्ताक्षर किए। आईबीबीआई और सेबी दरअसल दिवाला एवं दिवालियापन संहिता, 2016 और इससे संबंधित नियम-कायदों पर कारगर ढंग से अमल किए जाने के पक्ष में हैं, जिन्होंने डेट एवं इक्विटी के आपसी ताल्लुकात को नए सिरे से परिभाषित किया है और जिनका उद्देश्य उद्यमिता एवं डेट मार्केट को बढ़ावा देना है। आईबीबीआई और सेबी ने सहमति पत्र के तहत संहिता के बेहतर कार्यान्वयन के लिए एक-दूसरे के साथ सहयोग करने पर सहमति जताई है। हालांकि, इस संबंध में लागू कानूनों द्वारा तय की गई सीमाओं को ध्यान में रखना होगा। उपर्युक्त एमओयू पर सेबी के कार्यकारी निदेशक श्री आनंद बैवर और आईबीबीआई के कार्यकारी निदेशक श्री रितेश कावडि़या ने मुम्बई में हस्ताक्षर किए।

जीएसटी काउंसिल ने 19 मार्च 2019 की बैठक में रियल एस्टेट सेक्टर के लिए की गई दरों में कटौती की व्यवस्था को लागू करने की योजना को मंजूरी दे दी है। बैठक के बाद मीडिया से बातचीत में राजस्व सचिव ए बी पांडेय ने कहा कि राज्यों से बातचीत कर डिवेलपर्स को नई व्यवस्था के तहत आने के लिए जरूरी समय मुहैया कराया जाएगा। उन्होंने कहा कि बिल्डर्स निर्माणधीन रिहायशी प्रोजेक्ट के लिए दो टैक्स स्लैब में किसी का चयन कर सकते हैं।

दक्षिण अफ्रीकी देश मोजाम्बिक में आए भयंकर समुद्री तूफान से बड़ी तबाही मची है। एक हजार से ज्यादा लोगों के तूफान में मारे जाने की आशंका है। तूफान ने पड़ोसी जिम्बाब्वे में भी खूब तबाही मचाई है। वहां दर्जनों लोगों की मौत हो गई है और 150 से ज्यादा लोग लापता हो गए हैं। समुद्री तूफान इडाई को मोजाम्बिक के बेरा शहर में अपने साथ तबाही लेकर आया। तेज हवा और अचानक बाढ़ से जानमाल का काफी नुकसान हुआ है। बाढ़ का पानी अपने साथ हजारों घरों और सड़कों को बहा ले गया है।

The Insolvency and Bankruptcy Board of India (IBBI) signed a Memorandum of Understanding (MoU) on 19 March 2019 with the Securities and Exchange Board of India (SEBI). The IBBI and the SEBI seek effective implementation of the Insolvency and Bankruptcy Code, 2016 (Code) and its allied rules and regulations, which have redefined the debt-equity relationship and aims to promote entrepreneurship and debt market. They have agreed under the MoU to assist and co-operate with each other for the effective implementation of the Code, subject to limitations imposed by the applicable laws. The MoU was signed by Shri Anand Baiwar, Executive Director, SEBI, and Shri Ritesh Kavdia, Executive Director, IBBI, at Mumbai.

शिक्षा के क्षेत्र में सुधारों पर जोर देते हुए, इसे समावेशी बनाने और विभिन्न श्रेणियों के लोगों की आकांशाओं को ध्यान में रखते हुए, प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने ‘केंद्रीय शैक्षिक संस्थान (शिक्षक संवर्ग में आरक्षण) विधेयक, 2019’ नामक एक विधेयक पेश करने की मंजूरी दे दी है। मंत्रिमंडल के निर्णय से अनुसूचित जातियों/अनुसूचित जनजातियों/सामाजिक और शैक्षिक रूप से पिछड़े वर्गों से संबंधित लोगों की काफी पुरानी मांगों का हल होगा और संविधान के तहत उनके अधिकार सुनिश्चित होंगे।

India and the United Arab Emirates (UAE) have signed a pact to establish a framework to promote the use of the rupee and UAE Dirham (AED) for cross-border transactions. The MoU on establishing a framework for the use of local currencies for transactions between India and the UAE aims to put in place a Local Currency Settlement System to promote the use of INR (Indian rupee) and AED (UAE Dirham) bilaterally, the RBI said. The MoU covers all current account transactions and permitted capital account transactions.

The framework for the use of local currencies for transactions between India and the UAE aims to put in place a Local Currency Settlement System (LCSS).
The creation of the LCSS would enable exporters and importers to invoice and pay in their respective domestic currencies, which in turn would enable the development of an INR-AED foreign exchange market.
This arrangement would also promote investments and remittances between the two countries.
The use of local currencies would optimise transaction costs and settlement time for transactions, including for remittances from Indians residing in UAE.
New Delhi is likely to use this mechanism to pay for crude oil as well as other imports from the UAE, which is currently made in US dollars. India is the third largest oil importer in the world and the UAE was its fourth biggest supplier of crude last year.
The RBI had last year announced a framework for settling global trade in rupees, primarily targeting trade with Russia. But this is yet to take off in a substantive manner.

Bilateral trade between India and the UAE was around $85 billion in FY23. New Delhi is looking to work out a way to hedge exchange rate risks in the rupee-based trade to limit losses for Indian exporters.
The move to ink the pact with the UAE is part of a concerted policy effort by India to internationalise the rupee to bring down the dollar demand as a means to insulate the domestic economy from global shocks.
Government had earlier indicated that apart from Russia, countries in Africa, the Gulf region, Sri Lanka and Bangladesh had also expressed interest in trading in rupee terms.
The RBI’s plan to settle international trade in the local currency will let importers make payments in the rupee, which will be credited to the special account of the correspondent bank of the partner country, while exporters will be paid from the balances in the designated special account.
The Central bank is also in the process of issuing a Standard Operating Procedure to all banks so that e-BRC (electronic bank realisation certificate) becomes easy to use.
