ब्रिटिश प्रधानमंत्री टरीजा मे को सत्ताधारी कंजर्वेटिव पार्टी की नेता के तौर पर इस्तीफा दे दिया। मे के इस्तीफे ने नए प्रधानमंत्री का नाम तय करने के लिए होने वाले दिलचस्प मुकाबले का रास्ता साफ कर दिया है। नए प्रधानमंत्री के सामने ब्रेग्जिट (यूरोपीय संघ से ब्रिटेन का बाहर निकलना) के बाबत ब्रिटेन और यूरोपीय संघ (ईयू) के बीच बातचीत को मुकाम तक पहुंचाने की चुनौती होगी। अपने ब्रेक्जिट करार की बार-बार की नाकामी को लेकर बढ़ते दबाव के बीच टेरेसा मे ने अपना पद छोड़ने का ऐलान किया था।

Extension of PM-KISAN
The Centre on 8 June 2019 notified a decision to extend the benefit of Rs 6,000 per year under the PM-KISAN scheme to all 14.5 crore farmers, irrespective of the size of their landholding, in the country. A decision in this regard was taken in the first Cabinet meeting of the new NDA government on May 31.

G20 agrees with digital tax
Group of 20 finance ministers agreed on 8 June 2019 to push ahead on compiling common rules that will close loopholes that global technology giants such as Facebook use to reduce their corporate taxes, a copy of the bloc's draft communique obtained by Reuters showed. Facebook, Google, Amazon, and other large tech companies have come under criticism for cutting their tax bills by booking profits in low-tax countries regardless of the location of the end customer, practices seen by many as unfair.

HDFC बैंक ने शीर्ष पर बनाई जगह
बाजार अनुसंधान संगठन Numr ने हाल ही में भारतीय बैंकों के लिए महानगरों और एनसीसीएस ए1 से संबंधित लोगों के बीच एक एनपीएस सर्वे किया है। इस सर्वे से सामने आई रिपोर्ट के अनुसार, सबसे ज्यादा 36 फीसद लोगों ने एचडीएफसी को अपना प्राथमिक बैंक बताया। इसके बाद दूसरे नंबर पर 33 फीसद के साथ स्टेट बैंक ऑफ इंडिया (SBI) रही। वहीं तीसरे नंबर पर आसीआईसीआई बैंक और चौथे नंबर पर एक्सिस बैंक रही।

उत्तर प्रदेश मे 17 अति पिछड़ी जातियों को मिलेगा एससी का दर्जा
उत्तर प्रदेश की योगी सरकार ने निषाद, मल्लाह और राजभर समेत 17 जातियों को अनुसूचित जाति का दर्जा देने का फैसला किया है। सरकार ने इसके लिए आदेश जारी कर दिया है। हालांकि समाज कल्याण विभाग द्वारा जारी किए गए आदेश में कहा गया है कि यह फैसला कोर्ट के अंतिम आदेश के अधीन होगा। यानी अगर कोर्ट का अंतिम निर्णय इन जातियों को अनुसूचित जाति में शामिल न करने का आता है, तो फिर से इन्हें अनुसूचित जाति के दायरे से बाहर कर दिया जाएगा।

India, US notify WTO of mutual resolution
GS Paper - 2 (International Relations)

India and the US have mutually resolved all six trade disputes pending at the World Trade Organisation (WTO), in line with the commitment made by the two countries during the US visit of Prime Minister Narendra Modi recently. Both countries have informed the WTO's dispute settlement body (DSB) about the resolution of all the pending disputes. The WTO has already issued a communication with regard to one of the disputes related to the imposition of additional customs duties by India on 28 US products.

The United States and India are pleased to notify the DSB (dispute settlement body), in accordance with Article 3.6 of the Understanding on Rules and Procedures Governing the Settlement of Disputes, that the parties have reached a mutually agreed solution to the matter raised in this dispute, according to a communication of the WTO dated 17 July 2023.
The two countries have urged the dispute panel that its report should be confined to a brief description of the case and information that a solution has been reached by the two.
The trade dispute which was resolved pertains to a complaint filed by the US in 2019 against India.
India had imposed additional customs duties on 28 US products including chickpeas, lentils and apples in retaliation to the US increasing duties on certain steel and aluminium products.
Against this resolution, India would remove additional duties on eight US products, including chickpeas, lentils and apples, which were imposed in 2019 in response to America's measure to increase tariffs on certain steel and aluminium products.
During the recent state visit of Prime Minister Narendra Modi to the US, both countries decided the termination of six WTO (World Trade Organisation) disputes and the removal of these retaliatory tariffs on certain US products.
Flashback

In 2018, the US imposed an import duty of 25 per cent on steel products and 10 per cent on certain aluminium products on grounds of national security. In retaliation, India in June 2019 imposed customs duties on 28 American products.
The US is the largest trading partner of India. In 2022-23, the bilateral goods trade increased to USD 128.8 billion as against USD 119.5 billion in 2021-22. The six disputes include three initiated by India and as many by the US.
These included a complaint by India against the US with regard to the imposition of countervailing duties on certain hot rolled carbon steel flat products from India.
On 9 September 2016, India filed a case against the US pertaining to domestic content requirements and subsidies instituted by the governments of the states of Washington, California, Montana, Massachusetts, Connecticut, Michigan, Delaware and Minnesota, in the energy sector.
Another dispute filed by the US against India was related to domestic content requirements under the Jawaharlal Nehru National Solar Mission for solar cells and solar modules. In 2018, the US filed a case against India's alleged export subsidy measures.
Similarly on 3 July 2019, the US filed a dispute against New Delhi on imposition of additional duties with respect to certain products originating in the US.

No-confidence motion against government

The ongoing strife in Manipur in Parliament, which has brought the monsoon session to a standstill, opposition parties belonging to the Indian National Developmental Inclusive Alliance (INDIA) bloc have taken a significant step. They decided to move a no-confidence motion against the government, with a particular focus on the situation in the northeastern state.

What is a no-confidence motion?

A no-confidence motion is a parliamentary process that allows the opposition to challenge the government's majority and ability to govern. If the motion is passed, the government must resign.
Any member of the Lok Sabha can move a no-confidence motion. However, the motion must be supported by at least 50 members of the House.
A no-confidence motion must be in writing and must be signed by the member moving it.
The motion must be submitted to the Speaker of the Lok Sabha on any day on which the House is sitting.
The Speaker of the Lok Sabha will decide whether to admit the motion for discussion and debate.
If the motion is admitted, the Speaker will then decide on the date and time for the discussion. The Speaker may grant time for the discussion of the motion (under sub-rule (2) and (3) of rule 198 of Lok Sabha Rules.

How many no-confidence motions have been moved in the Lok Sabha?

Since independence, 27 no-confidence motions have been moved in the Lok Sabha.
The first no-confidence motion was moved against Prime Minister Jawaharlal Nehru in 1963.
PM Indira Gandhi faced the most no-confidence motions (15), followed by Lal Bahadur Shastri and PV Narasimha Rao (three each).
The Atal Bihari Vajpayee government lost the no-confidence motion by a margin of one vote (269–270) in April 1999.
The most recent no-confidence motion was moved against the Narendra Modi government in 2018.

Digital India projects extended

Cabinet on 16 August 2023 approved extension of Digital India project with an outlay of Rs 14,903 crore. The minister said that the extended Digital India project will add on to the work done under the previous version of the scheme.

Prime Minister in the cabinet meeting has approved Digital India programme with outlay of Rs 14,903 crore.
Under the project 5.25 lakh IT professionals will be reskilled and upskilled and 2.65 lakh persons will be trained in IT.
Under the extended Digital India project, nine more super computers will be added under the National Supercomputing Mission (NCM). The minister said that 18 super computers have been deployed under NCM.
The Digital India programme was launched in July 2015 to enable the digital delivery of services to citizens.
The programme is now extended to a period of five years starting from 2021-2022 to 2025-2026.
The government will support over 1,200 startups from Tier-II, and –III cities during the extended period.

New non-poor emerging in India

Prime Minister Narendra Modi said in his Independence Day address that in the first five-year term of his government, “13.5 crore of my fellow poor brothers and sisters have broken free from the chains of poverty and entered the new middle class”. The 13.5-crore number cited by the PM appears in the second National Multidimensional Poverty Index report that was published by Niti Aayog on 17 July 2023 (Some highlights in chart). The first such report was published in 2021.

What is the Multidimensional Poverty Index (MPI)?

The national MPI measures deprivations across the three dimensions of health and nutrition, education, and standard of living.
Within health, it tracks three variables: nutrition, child and adolescent mortality, and maternal health.
In education, it tracks two variables: years of schooling, and school attendance. And in standard of living, it tracks seven variables such as sanitation, drinking water, bank account, etc.
The index is based on the methodology used by the Oxford Poverty and Human Development Initiative (OPHI) and United Nations Development Programme (UNDP) to construct the Global MPI. OPHI and UNDP are technical partners in the formulation of the national index.
But India’s MPI is not exactly the same as the Global MPI. For instance, India’s MPI has 12 variables, while the Global MPI has 10. The two additional variables in India’s MPI are maternal health and bank account.
How does this reduce poverty?

It must be noted that this is a multidimensional poverty index and, as such, is not comparable to India’s traditional and official way of estimating poverty.
However, the Global MPI 2023 report, which too was released in July, states that 415 million people in India moved out of poverty between 2005-06 and 2019-21.
The Global MPI pegs India’s poverty ratio at 16.4% as against 14.96% in Niti Aayog’s MPI. This difference is on account of the two additional metrics, and some differences in definitions.
Does the reduction in poverty add to India’s middle class?

There is no official definition of the middle class in India. It is, therefore, difficult to say whether those who escape poverty necessarily join the middle class, or to what extent.
Estimates of India’s middle class provided by private research organisations peg the middle class at income levels that are considerably higher than those of the people who are coming out of poverty.
For instance, in a report, ‘The rise of India’s middle class’, published in July, People Research on India’s Consumer Economy (PRICE) divided all households into four categories: Destitutes, Aspirers, Middle Class and Rich. “…Households which are classified as Middle Class have an annual income in the range of Rs 5 lakh to Rs 30 lakh (at 2020-21 prices),” the report said. Destitute households were those with an annual income less than Rs 1.25 lakh.
According to PRICE’s survey, as of 2021, out of a population of 1,416 million, 196 million Indians were categorised as ‘Destitutes’, 432 million were the ‘Middle Class’, and 732 million were ‘Aspirers’.

Govt forms committee on simultaneous elections

The government has constituted a committee headed by former president of India Ram Nath Kovind to explore the possibility of “one nation, one election” on 1 September 2023. Over the years, the Prime Minister has pushed for the idea of simultaneous Lok Sabha and state assembly polls.

What are the arguments around holding simultaneous elections?

There are pros and cons here. Making polls simultaneous would address various concerns, such as reducing the cost of holding elections and limiting all elections to a single season.
At present, there is an election in one state or the other at almost any given time, and those who favour simultaneous polls argue that the Model Code of Conduct gets in the way of the government announcing projects or policy plans.
Against the idea, the arguments include the complexity of such an exercise, the widely held view that simultaneous polls would benefit the nationally dominant party at the cost of regional players, and the complications that would arise if any of the governments were to collapse before completing its term. Leave alone state legislatures, even the central government could fall.
Of the Lok Sabhas since 1952, many were dissolved ahead of schedule — such as in 1971, 1980, 1984, 1991, 1998, 1999 and 2004.
There would also be logistical issues, requiring about twice as many electronic voting machines and Voter Verifiable Paper Audit Trail machines.
Has the idea of simultaneous polls been explored before?

The Election Commission had suggested back in 1983 that such a system be worked out.
The Law Commission headed by Justice B P Jeevan Reddy, in its 170th Report in May 1999, stated, “We must go back to the situation where the elections to Lok Sabha and all the Legislative Assemblies are held at once”.
In 2003, then Prime Minister Atal Bihari Vajpayee took up the issue with Congress president Sonia Gandhi. She appeared initially receptive, but the idea did not take off from there.
In 2010, BJP leader LK Advani met with then Prime Minister Manmohan Singh, and then wrote in his blog: “I found both of them (PM and Finance Minister Pranab Mukherjee) receptive to a proposal I have been advocating for quite some time: fixed term legislatures and simultaneous Lok Sabha and Assembly polls.”
Sunil Arora also said in 2019, that the EC would be supportive of the idea. “Yes, we would also prefer it. And this is not a bureaucratic statement, just saying we agree in principle, etc.”

G20 agrees to give African Union membership

Group of 20 nations agreed to grant the African Union permanent membership status, and leaders are expected to announce the decision during a summit in India. The move would give the 55-member African Union, which is currently classified as an “invited international organization,” the same status as the EU. It’s part of a drive to provide African countries with a stronger voice on global issues such as climate change and emerging-market debt, particularly as emerging markets in the so-called Global South take on a more prominent role in world affairs.

Prime Minister Narendra Modi, who is hosting the G20 summit, has made it a priority to grant the African Union full membership.
Countries like Germany, Brazil, and Canada have also expressed their support for African Union membership to the G20.
The G20 or Group of 20 is an intergovernmental forum of the world's major developed and developing economies.

The European Union is keen to take some credit for the G20 step. Leaders from the bloc plan to hold a high-level meeting with African leaders on the sidelines of the summit, which is being skipped by Chinese President Xi Jinping and Russian leader Vladimir Putin.
Dubbed a “mini-summit,” the Europe-Africa meeting will include a discussion of the consequences of Russia’s war against Ukraine on global food security — a situation that threatens to escalate after Putin refused to revive a UN-backed deal to allow grain shipments after talks with Turkish President Recep Tayyip Erdogan.
Other topics include efforts to reform the global financial architecture, improving conditions for private investments and infrastructure projects in Africa, as well as the situation in the Sahel region.
