देश की सबसे लाभकारी सरकारी कंपनी
देश की सबसे बड़ी तेल एवं गैस उत्पादक कंपनी ऑयल एंड नेचुरल गैस कॉरपोरेशन (ओएनजीसी) इंडियन ऑयल कॉरपोरेशन (आइओसी) को पीछे छोड़कर फिर से देश की सबसे लाभकारी कंपनी बन गई। शेयर बाजारों में सूचीबद्ध कंपनियों की ओर से जारी किए गए नतीजों के मुताबिक 2018-19 में ओएनजीसी का शुद्ध लाभ 34 फीसद बढ़कर 26,716 करोड़ रुपये पर पहुंच गया।

अभी भी भारतीय बैंकों पर है NPA का दबाव
ग्लोबल रेटिंग एजेंसी फिच ने कहा है कि भारतीय बैंकिंग सेक्टर फंसे कर्ज (एनपीए) और पूंजीगत कमी की समस्या से अभी भी दबाव में है। एजेंसी का कहना है कि पिछले वित्त वर्ष के शुरुआती नौ महीने (अप्रैल-दिसंबर, 2018) के दौरान बैंकों का एनपीए घटकर 10.8 फीसद रहा, जो उससे पिछले वित्त वर्ष (2017-18) की पूरी अवधि में 11.5 फीसद रहा था।

India rejects OIC stand
Three months after New Delhi had toned down its criticism of the Organisation of Islamic Cooperation’s (OIC) reference to Jammu and Kashmir, India on 3 June 2019 raised the decibel and rejected the OIC’s reference to Kashmir as “unacceptable” and said that the grouping has “no locus standi”.

Draft education policy revised
The Centre 3 June 2019 revised the draft National Education Policy by dropping a contentious clause that proposed to make Hindi mandatory in schools. The draft education policy led to a massive outcry, especially in Tamil Nadu, where the DMK and other political parties accused the Centre of imposing the language on non-Hindi speaking states.

U.N. bid to curb N.Korean missile tests
A U.N. agency's bid to curb North Korea's missile programme with an airspace safety audit and at the same time revive its air traffic has been delayed amid U.S. concerns that it may breach U.N. sanctions. Airlines currently take indirect routes to avoid North Korea due to the threat of surprise missile tests, which have been witnessed by some passengers on commercial flights.

UN report on sustainable development
Hunger is growing and the world is not on track to end extreme poverty by 2030 and meet other U.N. goals, mainly because progress is being undermined by the impact of climate change and increasing inequality, a U.N. report said. The report on progress toward achieving the 17 U.N. goals notes achievements in some areas, including a 49% fall in child mortality between 2000 and 2017 as well as electricity now reaching nearly 90% of the world’s population.

India will host a UN conference on combating desertification in September. At present, 23% of the world’s geographical area is affected by degradation while India faces this problem in nearly 30% of its land due to multiple reasons including deforestation.

New non-poor emerging in India
GS Paper - 3 (Economy)

Prime Minister Narendra Modi said in his Independence Day address that in the first five-year term of his government, “13.5 crore of my fellow poor brothers and sisters have broken free from the chains of poverty and entered the new middle class”. The 13.5-crore number cited by the PM appears in the second National Multidimensional Poverty Index report that was published by Niti Aayog on 17 July 2023 (Some highlights in chart). The first such report was published in 2021.

What is the Multidimensional Poverty Index (MPI)?

The national MPI measures deprivations across the three dimensions of health and nutrition, education, and standard of living.
Within health, it tracks three variables: nutrition, child and adolescent mortality, and maternal health.
In education, it tracks two variables: years of schooling, and school attendance. And in standard of living, it tracks seven variables such as sanitation, drinking water, bank account, etc.
The index is based on the methodology used by the Oxford Poverty and Human Development Initiative (OPHI) and United Nations Development Programme (UNDP) to construct the Global MPI. OPHI and UNDP are technical partners in the formulation of the national index.
But India’s MPI is not exactly the same as the Global MPI. For instance, India’s MPI has 12 variables, while the Global MPI has 10. The two additional variables in India’s MPI are maternal health and bank account.
How does this reduce poverty?

It must be noted that this is a multidimensional poverty index and, as such, is not comparable to India’s traditional and official way of estimating poverty.
However, the Global MPI 2023 report, which too was released in July, states that 415 million people in India moved out of poverty between 2005-06 and 2019-21.
The Global MPI pegs India’s poverty ratio at 16.4% as against 14.96% in Niti Aayog’s MPI. This difference is on account of the two additional metrics, and some differences in definitions.
Does the reduction in poverty add to India’s middle class?

There is no official definition of the middle class in India. It is, therefore, difficult to say whether those who escape poverty necessarily join the middle class, or to what extent.
Estimates of India’s middle class provided by private research organisations peg the middle class at income levels that are considerably higher than those of the people who are coming out of poverty.
For instance, in a report, ‘The rise of India’s middle class’, published in July, People Research on India’s Consumer Economy (PRICE) divided all households into four categories: Destitutes, Aspirers, Middle Class and Rich. “…Households which are classified as Middle Class have an annual income in the range of Rs 5 lakh to Rs 30 lakh (at 2020-21 prices),” the report said. Destitute households were those with an annual income less than Rs 1.25 lakh.
According to PRICE’s survey, as of 2021, out of a population of 1,416 million, 196 million Indians were categorised as ‘Destitutes’, 432 million were the ‘Middle Class’, and 732 million were ‘Aspirers’.

Supreme Court restores party symbol for Ladakh

The Supreme Court on 6 September 2023 restored to the National Conference, its party symbol – the plough – after the Ladakh administration refused to allot the symbol to the party’s candidates for the upcoming election to the Ladakh Autonomous Hill Development Council (LAHDC) in Kargil.

How did the matter of the symbol for NC candidates reach the courts?

With the announcement of the LAHDC polls for Kargil, the election commissioner for the UT of Ladakh refused to allot the symbol of the plough to the NC.
In its arguments against reserving the plough symbol for the NC, the Ladakh administration said that no state party, including the NC, is a recognised party in Ladakh, and that the NC could therefore not claim its plough symbol in the UT.
However, the NC challenged this decision in the High Court of J&K and Ladakh and the courts ruled in their favour.
The NC and Congress have a seat-sharing agreement for the upcoming election to 26 seats in the Hill Council. Polls for the council were slated for 10 September 2023 however the 6 September 2023 order by the Supreme Court is likely to push the election further.
What is the LAHDC?

The Ladakh Autonomous Hill Development Councils were constituted under the Ladakh Autonomous Hill Development Councils Act, 1997.
For effective governance in the districts comprising Ladakh – Leh and Kargil – two councils were constituted in 1995 (LAHDC, Leh) and 2003 (LAHDC, Kargil). The law was deemed to come into force from June 1995.
What are the powers of the LAHDC?

Powers to both councils include drafting development plans for the region, formulation of budgets for both districts, implementation of movement schemes, promotion of language and culture, public health, education, local road transport and its development among other concerns.
Small-scale industries, non-conventional energy and tourism also form part of the 28 subjects under the LAHDC’s ambit in governance in the Ladakh region.
The Hill Councils also have the authority to levy and collect taxes and other fees in their jurisdiction.
