መንግስት ላለፉት ሁለት ዓመታት የዋጋ ንረት እና የኑሮ ውድነትን ጫናን ለመቀነስ ከፊስካል ፖሊሲ አማራጮች መካከል ከፍተኛ የሆነ የቀረጥ እና የግብር እፎይታ እንዲሁም የሸቀጥ እና የአገልግሎት ዋጋ ድጎማዎችን እያደረገ ነው።


የቀረጥ እና የግብር እፎይታ እንዲሁም የሸቀጥ እና የአገልግሎት ዋጋ ድጎማዎች ከፍተኛ ቢሊዮኖችን ያሳጣም እንዲሁም ከካዝና ያስወጣ ቢሆንም ዝቅተኛ የገቢ ባለቤት የሆነው የህብረተሰብ ክፍል የኑሮ ውድነት ፈተናው ቋሚ መስሏል።

የመንግስት ሰራተኛው በቁጥር ብዙ አይደለም! በተለምዶ የመንግስት ሰራተኛው ላይ የሚደረግ የፊሲካል ፖሊሲ ማሻሻያዎች ገበያውን እና ማክሮ ኢኮኖሚውን እንደሚያናጋው የሚቀርበው መከራከሪያ ሙሉ ለመሉ አሳማኝ አይደለም።


የመንግስት የተረጋጋ እና የማይቆራረጥ የገቢ ምንጮቹ መካከል ከመንግስት ሰራተኛው የሚሰበሰበው ግብር አንዱ እንደሆነ ቢታወቅም መሰረታዊ የገቢ አሰባሰቡ ከተፈተሸ በገበያው ብዙ ወደ ግብር ስርዓት ያልገባውን ክፍል በመቃኘት የዘርፉን አቅም ማሳደግ ይቻላል።


የግል እና የአክሲዮን ድርጅቶች ለሰራተኞቻቸው የኑሮ ውድነትን መሰረት በማድረግ የክፍያ ማካካሻ አካሄድ የሚከተሉ አሉ! ነገር ግን የመንግስት ሰራተኞች የደሞዝም (Salary) ሆነ ደሞዝ የሚገዛው (Wages) ላይ መሻሻያ አይታይም።


#ለምሳሌ፦ ኮቪድ የገባ ሰሞን ድርጅቶች የግብር እፎይታ (ከ70 ቢሊየን ብር በላይ አቻ ያለው) እና የቫት ወጪ አጠቃቀም ላይ ማበረታቻ ቀርቦላቸው ነበር።


ለውይይት ያህል ነው! የመንግስት ሰራተኛው በጊዚያዊነት የግብር ማሻሻያ አልያም የግብር እፎይታ ቢደረግለት ስለሚኖረው አዎንታዊ አልያም አሉታዊ ጉዳይ እናውራበት።
