ተገቢ ያልሆነ ዋጋ መጨመር

ለአንድ ሀገር የዋጋ ንረት መከሰት በዋነኝነት ሁለት ዓይነት ኢኮኖሚያዊ ገፊ ምክንያቶች ያሉ መሆናቸውን የስነ-ቁጠባ ባለሞያዎች ይገልፃሉ። እነዚህም ከፍላጎት መጨመር የመነጨ የዋጋ ንረት(demand push inflation) እና የማምረቻ ዋጋ መጨመር(cost push inflation) ናቸው። ከእነዚህ ምክንያቶች አንፃር ሲመዘን በሀገራችን የተከሰተው የዋጋ ንረት እዚህ ደረጃ ሊደርስ የሚያስችል ኢኮኖሚያዊ አመክንዮ የለውም ወደሚለው ድምዳሜም ይደርሳሉ ምሁራኑ።

ሀገራችን የምትከተለው የኢኮኖሚ ስርዓት የነፃ ገበያ ኢኮኖሚ ስርዓት ቢሆንም በየትኛውም ሀገር ቢሆን መንግስት ጣልቃ የማይገባበት የገበያ ኢኮኖሚ የለም። መጠኑ ይለያይ እንጂ ነፃ የገበያ ኢኮኖሚ የሚከተሉ የበለጸጉትም ሆኑ ታዳጊ ሀገራት የገበያ ጉድለት ሲያጋጥማቸው መንግስት ጣልቃ ገብቶ ጉድለቱን የሚሞላበት አሰራር አለ። ኢትዮጵያም ከዚህ ነባራዊ ሁኔታ ውጭ ልትሆን አትችልም።

በንግድ ውድድርና የሸማቾች ጥበቃ አዋጅ ቁጥር 813/06 በአንቀፅ 25 ሥር “አስፈላጊ ሆኖ ሲገኝ የንግና ኢንዱስትሪ ሚኒስቴር የዋጋ ቁጥጥር ሊደረግባቸው የሚገቡ መሰረታዊ የንግድ ዕቃዎች እና አገልግሎቶች ጥናት አድርጎ ለሚኒስትሮች ምክር ቤት አቅርቦ በማስፈቀድ ዝርዝራቸውንና ዋጋቸውን በሕዝብ ማስታወቅያ ሊያሳውቅ ይችላል፡፡” በማለት ተደንግጓል፡፡ በመሆኑም የንግዱ ማሕበረሰብ ይህ አሰራር ያለ መሆኑን ተገንዝቦ በተለይም በእንደዚህ ዓይነት አስቸጋሪ ወቅት ሊተገበር የሚችል በመሆኑ ነቅቶ መከታተልና መተግበር ይጠበቅበታል፡፡ የንግድ ሚኒሰቴርም ለሸማቹ ሕብረተሰብ የራስ ምታት የሆኑትን ምርቶች የዋጋ ቁጥጥር እንዲደረግባቸው እየለየ ሕጉ ባስቀመጠለት ሥልጣንና ኃላፊነት መሰረት እንዲሰራበት ለመጠቆም እንወዳለን፡፡

በአሁኑ ሰዓት በርካታ ወገኖች ካላቸው ጥቂት ነገር ለተቸገረው በማካፈል ለወገን አለኝታነታቸውን በማስመስከር ላይ ይገኛሉ፡፡ በአንፃሩ ደግሞ ወረርሽኙን እንደመልካም አጋጣሚ በመቁጠር በእጃቸው ላይ ያለን የግድ ዕቃ በሕገ-ወጥ መንገድ በመደበቅ ገበያው ላይ ሰው ሰራሽ ዕጥረት እንዲፈጠር በማድረግ ሸማቹ እንዳይረጋጋና አማራጭ እንዲያጣ ካደረጉ በኋላ ባሻቸው ዋጋ የሚሸጡ፤ በወቅቱ ወደገበያ ያቀረቡትን ዕቃም ቢሆን ተመሳጥረው ከፍተኛ የሆነ የዋጋ ተመን በመተመን ተገቢ ያልሆነ ትርፍ የሚያጋብሱ ግልሰቦች አሉ፡፡

ነገር ግን ይህ በሀገር እና በወገን ላይ ከፍተኛ ጫና በሚያሳድር መልኩ የሚደረግ የዋጋ ማናር ተግባር ከሐይማኖቶች አስተምህሮም ሆነ ከሞራል አንፃር ብናየው በየትኛውም መመዘኛ ተቀባይነት የሌለውና አስነዋሪ ድርጊት መሆኑ እርግጥ ነው፡፡ በመሆኑም ይህን ክፉ ጊዜ ተባብረንና ተደጋግፈን ማለፍ የሚገባን ሆኖ ሳለ በሀገርና በወገን ላይ ሌላ ተጨማሪ ችግር መፍጠር የአንድ መልካም ዜጋ መገለጫ አይደለምና በጥብቅ ልናስብበት ይገባል፡፡

የንግድ ዕቃን ስለማከማቸት/መደበቅ

ዕቃን ማከማቸት እና መደበቅ ሰው ሰራሽ እጥረት በመፍጠር የገቢያ አለመረጋጋት እና የዋጋ ንረትን ከሚያስከትሉ ተግባራት መካከል የአንበሳውን ድርሻ ይይዛል። በንግድ ስራ ላይ የተሰማሩ ግለሰቦች የዕቃውን በገበያ ላይ ያለውን ተፈላጊነት ከግምት ውስጥ በማስገባት የአቅርቦት ችግር በሌለበት ሁኔታ የአቅርቦት ችግር ያለ በማስመሰል በግለሰብ ወይም በቡድን ደረጃ ሊያከማቹ እና ሰው ሰራሽ እጥረት ፈጥረው በከፍተኛ ዋጋ የመሸጥ ተግባር ሲፈፅሙ ይስተዋላሉ። ይህ የንግዱ ማህበረሰብም ሆነ ሸማቹ ያለአግባብ የንግድ ዕቃን የማከማቸት ተግባር በዜጎች ላይ ወይም እንደ አጠቃላይ በሀገር ኢኮኖሚ ላይ የሚያደርሰው ተፅእኖ በጣም ከባድ ነው።

በበንግድ ውድድርና የሸማቾች ጥበቃ አዋጅ አንቀፅ 24 ንዑስ አንቀፅ 1 መሰረት አንድ ነጋዴ ከመደበኛ የግብይት ስርዓት ውጭ ወይም ነጋዴ ያልሆነ ሰው ለግል ወይም ለቤተሰብ ፍጆታ ከሚውል መጠን በላይ በንግድ እና ኢንዱስትሪ ሚኒስቴር በገቢያ ላይ እጥረት ያለበት መሆኑ በወጣ የህዝብ ማስታወቂያ የተገለፀ የንግድ ዕቃን ማከማቸት ወይም መደበቅ ክልክል መሆኑ ተደንግጓል። ነገር ግን ከተገቢው የንግድ አሰራር ውጪ ማከማቸትም ሆነ መደበቅ የማይቻለው በገበያ ላይ ዕጥረት ያለበትን የንግድ ዕቃ ብቻ ሳይሆን ማንኛውንም የንግድ ዕቃ መሆኑን የአዋጁን አንቀፅ 23(3) እና 24ን በጣምራ በማንበብ መገንዘብ ይቻላል፡፡

ይኼውም በአንቀፅ 23(3) ላይ “ሚኒስቴሩና ቢሮዎች በነጋዴዎች የሚፈፀም የንግድ ዕቃዎች ክምችት ወይም የመደበቅ ተግባር ላይ ቁጥጥር ያደርጋሉ” ተብሎ መደንገጉ ሲታይ የተጠቀሱት ተቋማት በሕገወጥ ነጋዴዎች የሚደረግን የምርት ማከማቸትና መደበቅ እየተቆጣጠሩ የንግድ ሥርዓቱን ሚዛን የማስጠበቅ ኃላፊነት የተጣለባቸው መሆኑን ነው፡፡ በመሆኑም የንግዱ ማሕበረሰብ ማንኛውንም ዓይነት የንግድ ዕቃ መደበቅ ወይም ማከማቸት ክልክል መሆኑን ተገንዝቦ እራሱን ከእንደዚህ ዓይነት ተግባር መቆጠብ ይጠበቅበታል፡፡

የማከማቸት እንዲሁም የመደበቅ ተግባራት ላይ የሚሳተፉ ግለሰቦችን በተመለከተ የአዋጁ አንቀፅ 43 ንዑስ አንቀፅ 4 እና 5 ላይ የተቀመጡ ድንጋጋጌዎች የተከማቸውን እቃ እንዲሁም ማጓጓዣውን መውረስን ጨምሮ እስከ አምስት አመት የሚደርስ ፅኑ እስራት እና የገንዘብ ቅጣቶችን አስቀምጠዋል።

ኤጀንሲው አቋርጦት የነበረውን የዉክልና፣ የሽያጭና የስጦታ ማፍረሻ አግልግሎት መጀመሩን አስታወቀ

የፌደራል የሰነዶች ማረጋገጫና ምዝገባ ኤጀንሲ በአዲስ ሲስተም ዝርጋታ ምክንያት ለሳምንታት አቋርጦት የነበረውን የዉክልና፣ የሽያጭና የስጦታ ማፍረሻ አግልግሎት ከነሀሴ 1 ቀን 2013 ዓ.ም ጀምሮ በአዲስ አሰራር በሁሉም ቅርንጫፍ ጽ/ቤቶች መስጠት መጀመሩን አስታውቋል፡፡

በተመሳሳይ በበጀት አመቱ በሁሉም ቅርንጫፍ ጽ/ቤቶች በውልና ውክልና ዘርፍ 530,836 የሚሆኑ አገልግሎቶች በኦን-ላይን ሲስተም የአሰራር ሥርዓት ታግዘው መሰጠታቸውን ኤጀንሲው ይፋ ያደረገው መረጃ ያሳያል፡፡

ተቋሙ በተለያዩ አገልግሎት ዘርፎች 909,292 ጉዳዮችን ለማከናወን በእቅድ ይዞ 833,190 ጉዳዮችን በማከናወን የዕቅዱን 91.6 % ለማሳካት መቻሉንም ነው የገለፀው፡፡

ከተሰጠው አገልግሎት 649 ሚሊየን ብር መሰብሰቡን የገለፀው ኤጀንሲው ይህም የእቅዱን 108 በመቶ ያሳካ ሲሆን ከባለፈው ተመሳሳይ ወቅት ጋር ሲነጻጸር በ127 ሚሊዮን ብር ወይም 24.33 በመቶ ያህል ብልጫ ማሳየቱን ጠቅሷል።

ሐሰተኛ ሰነድ ይዘው የተገኙ 261 ሐሰተኛ ማስረጃዎች ጥቅም ላይ እንዳይውሉ በማድረግ ሊደርስ የነበረዉን ጉዳት ለማስቀረት መቻሉም ታውቋል፡፡

በተመሳሳይ ኤጀንሲው ከሁሉም የመንግስትና የግል ባንኮች ውክልና እና ሽያጭን ማጣራት የሚያስችል ሲስተም ሙሉ ለሙሉ ተግባራዊ ማድረጉንም ገልጿል፡፡

Purpose of the job

The legal and corporate affairs head is responsible for developing and leading corporate legal strategy to promote and protect the company’s interests. Main duties & responsibilities

Advising the Board of Directors and other members of the executive management of the impact on the activities and proposed activities of the company of proposed local, state, and federal laws and regulations and judicial and administrative decisions.

Assessing the merits of major court cases filed against the company and approves, with the advice of the appropriate function head, settlement of such court where warranted.

Providing accurate and timely counsel to the company in a variety of legal topics (commercial law, mergers, and acquisitions, corporate, etc.)

Providing legal consulting in policy development and training about prevention.

Developing and leading corporate legal strategy to promote and protect the company’s interest

Overseeing the delivery of legal service and resources to accomplish corporate goals strategies and priorities.

Managing other members of the legal section.

Overseeing the development or implementation of compliance-related policies and procedures throughout the company.

Maintaining current knowledge of alteration in legislation

Overseeing the periodic review of national, regional, and international laws, procedures, and guides as well as reports with an eye to the hidden risk of non-compliance

Directing the communication of compliance-related issues with employees across all divisions of the organization and address all concerns they may have about legal, ethical, or compliance matters.

Defining and developing the approach for the mandatory compliance training in collaboration with the training teams.

Overseeing the preparation publication and distribution of authorized commercial partners to achieve clarity o commercial compliance requirements.

Job Requirements:

Broad and thorough knowledge of the compliance and ethics profession, theories, and standards.

Expert knowledge of professional compliance and investigation standards; and ability to apply policy and legal concepts to issues.

Commitment to the highest ethical and professional standards.

Excellent written and oral communication skills.

Ability to communicate complex information to all levels of management and administration in a clear and concise manner both written and verbal.

Gashe Yohannes Heroui (1940-2011) was a teacher, judge, and legal scholar. He is widely considered by many of his colleagues and seasoned lawyers who knew or worked with him as one of the greatest Ethiopian jurists with immeasurable integrity. He was extremely generous, selfless, greatly liked and respected by all those who knew him in his personal life us well. This financial scholarship is, therefore, in memory of his commitment and achievements to the Ethiopian legal system.
This financial scholarship is available only for law students who are currently pursuing their undergraduate program in any university. The principal aim of this scholarship program is to offer financial support to current undergraduate law students and to encourage qualified students to continue their studies.

The application letter, a maximum of two pages, should specifically discuss three evaluation criteria: financial need, academic achievements, and career goals. Additional information on recent research projects, off-campus and on-campus activities and accomplishments, and educational plans that would aid the Financer in reaching his decision can also be included.
