በተጨማሪ አለም አቀፍ ድርጅቶች ያለመከሰስ ከለላ እንዳላቸው ከተለያዩ አለም አቀፍ ስምምነቶች መረዳት ይቻላል፡፡ያለመከሰስ ከለላ ከሚሰጣቸው አለም አቀፍ ድርጅቶች መካከል የተባበሩት መንግስታት ድርጅት(የተ.መ.ድ) እና እንደ አለም አቀፍ የጤና ድርጅት ( World Health Organization)፣አለም አቀፍ የገንዘብ ፈንድ (International Monetary Fund)፣የአለም ባንክ (World Bank) የመሳሰሉት የተባበሩት መንግስታት ድርጅት ልዩ ተወካዮች (UN specialized agencies) ተጠቃሽ ሲሆኑ የተባበሩት መንግስታት ድርጅት ያለመከሰስ ከለላ በአባል ሀገራቱ ውስጥ ሊጠበቅለት እንደሚገባ በድርጀቱ ቻርተር አንቀፅ 105 ስር ሰፍሮ ይገኛል፡፡ በተጨማሪም በ1946 የተባበሩት መንግስታት ልዩ መብት እና ከለላ ኮንቬንሽን (Convention on the Privileges and Immunities of the United Nations 1946) ለድርጅቱ ከለላ እንደሚሰጠው ተደንግጎ ይገኛል፡፡
ያለመከሰስ ከለላ ያላቸው አካላት እነ ማን ናቸው?
የውጪ ሀገር መንግስታት፣ተወካዮቻቸው ማለትም ዲፕሎማቶች፣ቆንስላዎች እና ልዩ መልክተኞች እንዲሁም አለም አቀፍ ድርጅቶች እና ሰራተኞቻቸው በተለያዩ አለም አቀፍ ህጎችን እና ስምምነቶች መሰረት ያለመከሰስ ከለላ መብት አላቸው፡፡
በቬና የዲፒሎማቲክ ግንኙነት ኮንቬንሽን (1961 Vienna convection on diplomatic relation) በሀገራት የጋራ የዲፕሎማቲክ ግንኙነት ስምምነት ላይ መሰረት በማድረግ ለዲፕሎማቲክ መልዕክተኞች እና ለቤተሰባቸው አባላት ያለመከሰስ ከለላን ይሰጣል፡፡
በተባበሩት መንግስታት ልዩ መብት እና ከለላ ኮንቬንሽን (Convention on the Privileges and Immunities of the United Nations) እንደተደነገገው ለተቋሙ ስራ ወሳኝ ሚና ላላቸው ማለትም 1. የአባል ሀገራት ተወካዮች( representatives of Member States)በኮንቬንሽኑ አንቀፅ 3 ክፍል 11፣የተ.መ.ድ ሀላፊዎች( United Nations officials) በአንቀፅ 5 ክፍል 18 እና በተልዕኮ ላይ ላሉ የተ.መ.ድ ባለሞያዎች( experts on missions for the United Nations)በኮንቬንሽኑ አንቀፅ 6 ክፍል 22 መሰረት ከለላ እንደሚሰጥ ያስቀምጣል፡፡በተጨማሪ የተ.መ.ድ ዋና ፀሐፊ ከለላ የሚሰጣቸውን የተ.መ.ድ ሀላፊዎች ዝርዝር እና የይለፍ ወረቀት( laissez-passer) የሚሰጣቸውን ሀላፊዎች ለአባል ሀገራቱ እንደሚያሳውቅ ኮንቬንሽኑ ያስቀምጣል፡፡እንዲሁም ዋና ፀሐፊው እና ረዳት ፀሐፊው ሙሉ ያከመከሰስ ከለላ ያላቸው ሲሆን ከለላ የተሰጣቸውን አካላት ያለመከሰስ ከለላ ማንሳት( waive the immunity )ለዋና ፀሐፊው የተሰጠ ስልጣን ነው(አንቀፅ 6 ክፍል 23) ፡፡ የ1948ቱ የልዩ ኤጀንሲዎች ልዩ መብት እና ከለላ ኮንቬንሽን (Convention on the Privileges and Immunities of the Specialized Agencies ) ተመሳሳይ ድንጋጌዎችን አካቶ ይገኛል፡፡
ወደ ኢትዮጵያ የህግ ማዕቀፍ ስንመለስ የፌደራል ፍርድ ቤቶችን ስልጣን በሚወስነው አዋጅ ቁጥር 1234/13 አንቀፅ 4/6/ እና 5/1/ሠ ዓለም አቀፍ የዲፕሎማቲክ ሕጎችና ልምዶች እንዲሁም ኢትዮጵያ አባል የሆነችባቸው ሌሎች ዓለም አቀፍ ስምምነቶች እንደተጠበቁ ሆነው፤ የውጭ ሀገር አምባሳደሮች፣ቆንስላዎች፣የዓለም አቀፍ ድርጅቶች፣የውጭ መንግሥታት ወኪሎች ተጠያቂ በሆኑባቸው ወይም/እና ልዩ መብትና ጥበቃ ያላቸው በኢትዮጵያ ውስጥ የሚኖሩ የውጭ ሀገር ሰዎች ተከራካሪ በሆኑበት ጉዳዮች የፌደራል ፍርድ ቤቶች የወንጀል እና የፍትሀ ብሄር የዳኝነት ስልጣን እንዳላቸው ይደነግጋል፡፡በልላ በኩል የወንጀለኛ መቅጫ ስነ ስርዓት ህግ ቁጥር 39/4 በአለም ዓቀፍ ህግ ዲፕሎማቲክ ከለላን መሰረት ተከሳሹ የማይከሰስ እንደሆነ ወይም በህግ መብቱ የተሰጠው እንደሆነ የፖሊስ የምርመራ መዘገብን ለመዝጋት አንድ ምክንያት ሊሆን ይችላል፡፡
በኢፌድሪ ህገ መንግስት አንቀፅ 9/4 መሰረት ኢትዮጵያ ያፀደቀቻቸው ዓለም ዓቀፍ ስምምነቶች የሀገሪቱ ህግ አካል ናቸው፡፡ ኢትዮጵያ የ1946 የተባበሩት መንግስታት ድርጅት ልዩ መብት እና ከለላ ኮንቬንሽንን(Convention on the Privileges and Immunities of the United Nations) በ1947 እና የቬና ዲፕሎማቲክ ግንኙነት ኮንቬንሽን ( 1961 Vienna convection on diplomatic relation) በ1974 ተቀብላ ያፀደቀች በመሆኑ እንዲሁም የተ.መ.ድ አባል ሀገር በመሆኗ የውጪ ሀገር መንግስታት ወኪል ዲፕሎማቶች እና የተባበሩት መንግስታት ድርጅት እና የተወሰኑ ሀላፊዎቸን መከሰስ ከለላ ለማክበር ግዴታ ገብታለች፡፡በመሆኑም የኢትዮጵያ ፍርድ ቤቶች የፍርድ ስልጣን ከእነዚህ አለም አቀፍ ስምምነቶች ጋር በተጣጣመ መልኩ መሆን ያለበት እና ያለመከሰስ ከለላን ያከበረ መሆን ይኖርበታል ማለት ነው፡፡
ያለመከሰስ ከለላ ያላቸው አካላት ያለባቸው ግዴታ
ያለመከሰስ ከለላ ያላቸው አካላት ከሚሰጣቸው ልዩ መብት እና ጥበቃ ጎን ለጎን የተቀባይ ሀገርን ህግ እና ደንቦች የማክበር ግዴታ እንዳለባቸው በአለም አቀፍ ህጎች ሰፍሮ ይገኛል፡፡ ለምሳሌ በ1961 የዲፕሎማቲክ ግንኙነት ኮንቬንሽን አንቀፅ 41 ላይ እንደ ተደነገገው ልዩ መብት እና ጥበቃ ያላቸው ሰዎች የተቀባይን ሀገር ህግ የማክበር እንዲሁም በሀገሪቱ የውስጥ ጉዳይ ጣልቃ ያለመግባት ግዴታ እንዳለባቸው ያስቀምጣል፡፡
እንዲሁም የተባበሩት መንግስታት ድርጅት የአለምን ሰላምና ደህንነት የማስጠበቅ አላማውን ለማሳካት በሚሰራው ስራም ሆነ የእርዳታ ተግባር በማንኛውም ሀገር የውስጥ ጉዳይ ጣልቃ እንደማይገባ የቻርተሩ አንቀፅ 2/7(United Nations not to intervene in matters which are essentially within the domestic jurisdiction of any state) ይገልፃል፡፡ ይህም ድርጅቱ የሀገራትን ሉዓላዊነት የማክበር ግዴታ እንዳለበት ያሳያል፡፡
ያለመከሰስ ከለላ ያላቸው አካላት ላይ ሊወሰድ የሚችል እርምጃ
የውጪ ሀገር መንግስታት እና የአለም ዓቀፍ ድርጅቶች ተወካዮች ያለመከሰስ ከለላን ያለግባብ በመጠቀም የሀገሪቱን ህግ ቢጥሱ እንዲሁም በሀገሪቱ የውስጥ ጉዳይ ጣልቃ ቢገቡ ሀገሪቱ ልትወስድ የምትችለው እርምጃ በአለም አቀፍ ስምምነቶች እንዲሁም ልማዳዊ ህጎች ተካቶ ይገኛል፡፡
የውጪ መንግስታትን በተመለከተ በሀገር ውስጥ ጉዳይ ጣልቃ መግባት የዲፕሎማቲክ ግንኙነት እስከ ማቋረጥ የሚደርስ እርምጃ ሊያስወስድ የሚችል ሲሆን የሀገር እና የድርጅት ተወካዮች ላይ ደግሞ ሁለት አይነት እርምጃዎች ሊወሰዱ ይችላሉ፡፡የመጀመሪያው የህግ መተላለፉን የፈፀመው አካል ያለመከሰስ ከለላ እንዲነሳ(waiver of immunity) እና በህግ ተጠያቂ እንዲሆን ላኪ ሀገርን መጠየቅ ሲሆን ሁለተኛ እርምጃ ደግሞ ተወካዩን የማይፈለግ ሰው( persona non grata) በማለት ከሀገር ማስወጣት ናቸው፡፡ ተቀባይ ሀገር ተወካዩን በማንኛውም ሰዓት ውሳኔዋን ሳታብራራ ከሀገር እንዲወጣ ማድረግ ትችላለች/The receiving State may at any time and without having to explain its decision, notify the sending State that the head of the mission or any

እራሱን በገንዘብ ለመሸጥ ጨረታ ያቀረበው ግለሰብ በፖሊስ ተያዘ
በሀገረ ናይጀሪያ ባለፉት እሁድና ቅዳሜ እራሱን ለመሸጥ በማህበራዊ ሚዲያ ሲቀሰቅስ የነበረው ግለሰብ በፖሊስ መያዙ ተሰምቷል፡፡
የሀገሪቱ እስላማዊ ፖሊስ ለቢቢሲ እንዳስታወቀው ከሆነ የ26 አመት እድሜ ያለው አልዩ ኢድሪስ የተባለ ግለሰብ፤ ማህበራዊ ሚዲያን ተጠቅሞ እኔን መግዛት የሚችልና የሚፈልግ ካለ እራሴን ለመሸጥ ዝግጁ ነኝ እያለ ሲቀሰቅስ ነው የያዝነው ብሏል፡፡
ግለሰቡ እራሱን ለመሸጥ ያቀረበው ገንዘብ ደግሞ 20 ሚሊዮን ናይራ ወይም 49 ሺህ የአሜሪካን ዶላር ነው፡፡
እንደግለሰቡ አባባል ከሆነ ደግሞ እራሱን ለመሸጥ የወሰነው በከባድ ድህነት ውስጥ እንደሚኖር ከገለጸ በኋላ አማራጮችን ብዙ ፈለኩ ነገር ግን ለጊዜው የመጣልኝ ሃሳብ ይሄው ብቻ ነበር ብሏል፡፡
በምትኩ ደግሞ የጠየኩትን ገንዘብ ከፍሎ እኔን ለሚገዛኝ ሰው ሰራተኛው በመሆን አገለግለዋለሁ ሲል ይናገራል ግለሰቡ፡፡
ምናልባት እኔ ለራሴ የገመትኩትን ወይም የጠየኩትን 20 ሚሊዮን ናይራ ዋጋ ከፍሎ የሚገዛኝ ሰው ካገኘሁ፤ 10 ሚሊዮን ናይራ የሚሆነውን ለወላጆቼ እሰጣለሁ፤ 5 ሚሊዮን ናይራ ለመንግስት ግብር እከፍላለሁ፤ 2 ሚሊዮን ናይራ የሚሆነውን ደግሞ እኔን ሊገዛኝ የሚችለውን ሰው ላገናኘኝ ደላላ ወይም ማንኛም ሰው እሰጣለሁ፤ የተቀረውን ግን ለራሴ የኪስ ገንዘብ አደረርገዋለሁ የሚል እቅድ እንደነበረውም ለጋዜጠኞች አንድ በአንድ አስረድቷል፡፡
ነገር ግን የሀገሪቱ እስላማዊ ፖሊስ አንድ ሰብዓዊ ፍጡር እራሱን በገንዘብ ለክቶ ወይም መዝኖ መሸጥም ይሁን መግዛት ፈጽሞ የተከለከለ በመሆኑ ግለሰቡ እንዲያዝ ተደርጓል ብሏል፡፡

ግለሰቡ እራሱን ለመሸጥ ያቀረበው ገንዘብ ደግሞ 20 ሚሊዮን ናይራ ወይም 49 ሺህ የአሜሪካን ዶላር ነው፡፡

Be a national Member State of the African Union.
Have already obtained a Master’s Degree in Law from any recognized University. Preference will be given to applicants with expertise in International Maritime Law; Law of the Sea, International Trade Law and International Criminal Law, international justice mechanisms, reparation and other remedies for victims of human rights violations.
Have a minimum of one (1) year of relevant legal experience.

ከትላንት ጥቅምት 22 ጀምሮ በአዲስ አበባ የጭነት፣ ማሽነሪዎች እና መሰል ተሽከርካሪዎች እንቅስቃሴ የሰዓት ገደብ ክልከላ ተግባራዊ መደረግ ጀምሯል።
የጭነት፣ ማሽነሪዎች እና መሰል ተሽከርካሪዎች እንቅስቃሴ ወደ ነበረበት መመለሱን ተከትሎ ለአፈፃፀም ይረዳ ዘንድ መመሪያ 03/2011 በመጫን አቅም ልክ መጠን ከባድና ቀላል ተሽከርካዎች በማለት የሰዓት ገደብ ክልከላውን ለይቶ አስቀምጧል፡፡
በመመሪያው መሰረት ማንኛውም የጭነት፣ የማሽነሪዎች እና መሰል ተሽከርካሪዎች ከማለዳ 12፡30 እስከ ረፋዱ 4፡00 ሰዓት እንዲሁም ከቀኑ 10፡00 እስከ ምሽቱ 2፡00 ሰዓት ወደ ከተማ ውስጥ መግባትም ሆነ በከተማ ውስጥ መንቀሳቀስ እንዲሁም ጭነት መጫንና ማራገፍ አይችሉም።
በመመሪያው ክፍል ሁለት ስለሰዓት ገደብ እና ስለፈቃ በሚያትተው ጽሁፍ መሰረት ማናቸውም ቀላል የጭነት ተሽከርካሪዎች ማለትም ከ25 እስከ 35 ኩንታል (ከ2.5 እስከ 3.5 ቶን) የመጫን አቅም ያላቸው ተሽከርካሪዎች ከጠዋቱ 12፡30 እስከ ረፋዱ 4፡00 እንዲሁም ከቀኑ 10፡00 እስከ ምሽቱ 2፡00 እንቅስቃሴ የሚገደቡ ይሆናል፡፡
ይህ ማለት ከሰዓት ክልከላው ውጭ ያለው ጊዜ ከረፋዱ 4፡00 እስከ ከቀኑ 10፡00 ድረስ መንቀሳቀስ የሚችሉ ይሆናል፡፡
በተጓዳኙ ከባድ ተሽከርካሪዎች ማለትም ከ35 ኩንታል (ከ3.5 ቶን) በላይ የመጫን አቅም ያላቸው ተሽከርካሪዎች ደግሞ ከማለዳው 12፡30 እስከ ምሽቱ 2፡00 ሰዓት ወደ ከተማ መግባትም ሆነ በከተማ ውስጥ መንቀሳቀስ እንዲሁም ጭነት መጫንና ማራገፍ እንደማይቻሉ በመመሪያው ተቀምጧል፡፡

በዚሁ አዋጅ አንቀጽ 57 ንዑስ አንቀጽ 1 መሠረት ፈቃድ የተሰጣቸዉ ሁሉንም የፌዴራል ጠበቆች እና የጥብቅና ድርጅቶች በአባልነት ያቀፈ የኢትዮጵያ ጠበቆች ማህበር የተቋቋመ ሲሆን በዚሁ አዋጅ አንቀጽ 57 ንዑስ አንቀጽ 4 መሰረት ደግሞ ማንኛዉም ፈቃድ የወሰደ ጠበቃና የጥብቅና ድርጅት ያለምንም ቅድመ ሁኔታ የማህበሩ አባል እንደሚሆን ሕጉ በአስገዳጅ ሁኔታ አስቀምጧል፡፡ በዚህም መሰረት ማህበሩ የጥብቅና ፈቃድ አሰጣጥና አስተዳደር ሥራን በጋራ ለመምራት ይችል ዘንድ ጠቅላላ ጉባኤ በመጥራት አመራሮቹን መምረጥና የተለያዩ አሰራሮችና አደረጃቶችን ቀርጾ ወደ ሥራ መግባት ይጠበቅበታል፣
ፍትሕ ሚኒስቴር አዋጁ ከፀናበት ጊዜ ጀምሮ በሚቆጠር 6 ወር ጊዜ ዉስጥ የመጀመሪያዉን የማህበሩን ጠቅላላ ጉባኤ ስብሰባ የመጥራት እና ማህበሩ በአግባቡ ተደራጅቶ ሥራ እስከሚጀምር ድረስ ለመነሻ የሚሆን በጀት የመመደብ፣ ጽ/ቤት የማዘጋጀት እና በሰለጠነ የሰዉ ሃይል ማደረጀትን ጨምሮ የተለያዩ ግብዓቶችን የማሟላት እንዲሁም ማህበሩን ሥራ ለማስጀመር የሚያስችሉ የተለያዩ አደረጃጀቶችና ኮሚቴዎችን አቋቁሞ የሽግግር ሥራዉን የማሳለጥ ኃላፊነት ተሰጦታል፡፡
ስለሆነም ሚኒስቴር መ/ቤቱ በሕግ የተጣለበትን ኃላፊነት ለመወጣት በሽግግር ወቅት ያለዉን የአዲሱን አዋጅ አፈጻጸም የሚከታተል ቀደም ሲል ሥራ ላይ ከነበሩ የተለያዩ የሕግ ባለሙያ አደረጃጀቶች የተወከሉ ጠበቆችን በዋናነት ያካተተ አስተባባሪ ኮሚቴ ጥቅምት 19 ቀን 2014 ዓ.ም በፍትሕ ሚኒስትሩ ክቡር ዶ/ር ጌዲዮን ጢሞቲዎስ ተሰይሞ ወደ ሥራ ገብቷል፡፡
የመንግስት ሕግና ፍትሕ አገልግሎት ሚኒስትር ድኤታ እና የአስተባባሪ ኮሚቴዉ ሰብሳቢ የሆኑት አቶ አለምአንተ አግደዉ እንደገለጹት ኮሚቴዉ የሽግግር ጊዜ ሥራዎችን የማስተባበር፣ በሂደቱ ዉስጥ የእያንዳንዱን ጠበቃ ተሳትፎ የማረጋገጥ፣ ለዚሁ ሥራ የሚሆን በጀትና ግብዓት የማሟላት ሥራዎችን በአጭር ጊዜ በማከናወን ማህበሩ ሥራዉን የሚጀምርበትን ሁኔታ የማመቻቸትና አዋጁ የወጣበትን ዓላማ ለማሳካት እንደሚሰራ ገልጸዋል፡፡
በሌላ በኩል ማህበሩ ኃላፊነቱን ተረክቦ ሥራ እስከሚጀምር ድረስ በአዲሱ የፌዴራል ጥብቅና አገልግሎት ፈቃድ አሰጣጥና አስተዳደር አዋጅ ቁጥር1249/2013 አንቀጽ 98(2)፣ አንቀጽ 98፣ አንቀጽ 100 እና አንቀጽ 101 መሠረት የፍትሕ ሚኒስቴር ቀደም ሲል የተዘረጉ አሰራሮችና አደረጃጀቶችን በመጠቀም ነገር ግን አዲሱን አዋጅ እና ከአዲሱ አዋጅ ጋር የማይቃረኑ በቀድሞዉ አዋጅ መሰረት የወጡ ደንቦችና መመሪያዎችን መሰረት በማድረግ የጥብቅና ፈቃድ አሰጣጥና አስተዳደር ሥራዉን ሲያከናዉን እንደሚቆይ ሚኒስትር ድኤታዉ ገልፀዋል፡፡
በመጨረሻም የአዲሱ አዋጅ ተግባራዊነት ለጥብቅና አገልግሎት ተጠቃሚዎች ፣ ለጠበቆች ለራሳቸዉ እና አጠቃላይ ለፍትሕ ሥርዓቱ ዉጤታማነት ካለዉ ፋይዳ አንጻር እያንዳንዱ ጠበቃ በሽግግር ወቅት በሚከናወኑ ሥራዎችና ሁነቶች ላይ በንቃት እንዲሳተፍ፤ የሚመለከታቸዉ ባለድርሻ እና አጋር አካላትም ተገቢዉን ድጋፍና ትብብር እንዲያደርጉ አቶ ዓለምአንተ አግደዉ ጥሪ አስተላልፈዋል፡፡

የጥብቅና አገልግሎት ተጠቃሚዎች (ደንበኞች) እና የጠበቆችን መብት በተሻለ ሁኔታ ለማስከበር፣ የጥብቅና ሙያ አገልግሎት በአንድ አገር የፍትሕ ሥርዓት ዉስጥ ያለዉን የጎላ ሚና እና የሚያስፈልገዉን የሙያ ነጻነት ከግምት ዉስጥ በማስገባት እንዲሁም አገራችን የደረሰችበትን የኢኮኖሚ፣ ማህበራዊና ፖሊቲካዊ ዕድገት ታሳቢ ያደረገ የመንግስትና የባለሙያዉን ተዋፅኦ ያማከለ የጋራ አስተዳደር ሥርዓት መዘርጋትን ዓላማ ያደረገ አዲስ የፌዴራል ጥብቅና አገልግሎት አሰጣጥ እና አስተዳደር አዋጅ ቁጥር 1249/2013 በሕዝብ ተወካዮች ም/ቤት ፀድቆ ከሐምሌ 29 ቀን 2013 ዓ.ም ጀምሮ ተፈጻሚ ሆኗል፡፡
በዚሁ አዋጅ አንቀጽ 57 ንዑስ አንቀጽ 1 መሠረት ፈቃድ የተሰጣቸዉ ሁሉንም የፌዴራል ጠበቆች እና የጥብቅና ድርጅቶች በአባልነት ያቀፈ የኢትዮጵያ ጠበቆች ማህበር የተቋቋመ ሲሆን በዚሁ አዋጅ አንቀጽ 57 ንዑስ አንቀጽ 4 መሰረት ደግሞ ማንኛዉም ፈቃድ የወሰደ ጠበቃና የጥብቅና ድርጅት ያለምንም ቅድመ ሁኔታ የማህበሩ አባል እንደሚሆን ሕጉ በአስገዳጅ ሁኔታ አስቀምጧል፡፡ በዚህም መሰረት ማህበሩ የጥብቅና ፈቃድ አሰጣጥና አስተዳደር ሥራን በጋራ ለመምራት ይችል ዘንድ ጠቅላላ ጉባኤ በመጥራት አመራሮቹን መምረጥና የተለያዩ አሰራሮችና አደረጃቶችን ቀርጾ ወደ ሥራ መግባት ይጠበቅበታል፣

ስለሆነም ሚኒስቴር መ/ቤቱ በሕግ የተጣለበትን ኃላፊነት ለመወጣት በሽግግር ወቅት ያለዉን የአዲሱን አዋጅ አፈጻጸም የሚከታተል ቀደም ሲል ሥራ ላይ ከነበሩ የተለያዩ የሕግ ባለሙያ አደረጃጀቶች የተወከሉ ጠበቆችን በዋናነት ያካተተ አስተባባሪ ኮሚቴ ጥቅምት 19 ቀን 2014 ዓ.ም በፍትሕ ሚኒስትሩ ክቡር ዶ/ር ጌዲዮን ጢሞቲዎስ ተሰይሞ ወደ ሥራ ገብቷል፡፡
የመንግስት ሕግና ፍትሕ አገልግሎት ሚኒስትር ድኤታ እና የአስተባባሪ ኮሚቴዉ ሰብሳቢ የሆኑት አቶ አለምአንተ አግደዉ እንደገለጹት ኮሚቴዉ የሽግግር ጊዜ ሥራዎችን የማስተባበር፣ በሂደቱ ዉስጥ የእያንዳንዱን ጠበቃ ተሳትፎ የማረጋገጥ፣ ለዚሁ ሥራ የሚሆን በጀትና ግብዓት የማሟላት ሥራዎችን በአጭር ጊዜ በማከናወን ማህበሩ ሥራዉን የሚጀምርበትን ሁኔታ የማመቻቸትና አዋጁ የወጣበትን ዓላማ ለማሳካት እንደሚሰራ ገልጸዋል፡፡

በመጨረሻም የአዲሱ አዋጅ ተግባራዊነት ለጥብቅና አገልግሎት ተጠቃሚዎች ፣ ለጠበቆች ለራሳቸዉ እና አጠቃላይ ለፍትሕ ሥርዓቱ ዉጤታማነት ካለዉ ፋይዳ አንጻር እያንዳንዱ ጠበቃ በሽግግር ወቅት በሚከናወኑ ሥራዎችና ሁነቶች ላይ በንቃት እንዲሳተፍ፤ የሚመለከታቸዉ ባለድርሻ እና አጋር አካላትም ተገቢዉን ድጋፍና ትብብር እንዲያደርጉ አቶ ዓለምአንተ አግደዉ ጥሪ አስተላልፈዋል፡፡
