Muammar Gaddafi loved Barrack Obama like a son.

When Obama became the president of the United States 🇺🇸, Gaddafi was one of the first African leaders who congratulated him and praised him.

Gaddafi probably believed his prophecy has come to pass, because he wrote in his Green Book 📗 published in 1975 that, “Black people will rule the world”.

Gaddafi also offered his support to Blacks in America in 1985, he assured them he will support them to have their own independent state and economy. When Minister Louis Farrakhan met Gaddafi in the 1980s, he offered his financial assistance to help sustain some Black communities economically in America, Gaddafi gave out about $5 million dollars with 0% interest to help support some Black people in America.

Gaddafi stood by South Africans during their fight against Apartheid regime in South Africa 🇿🇦 —he supported them militarily, morally and financially! He supported every single Black liberation movements in Africa 🌍 and in the Diaspora!

Muammar Gaddafi upholds the legacy of the father of Pan-Africanism and the first Prime Minister of Ghana 🇬🇭, Dr. Kwame Nkrumah's dream of a United States Of Africa. Gaddafi single-handedly funded African Union in order protect Africa from the influences of the colonialists.

Gaddafi helped put up Africa's first telecommunication satellite 🛰📡 to enable Africans have easy access to the internet and to avoid paying over $500 million dollars to Europe 🇪🇺 annually!

Gaddafi enjoyed comradeship with many Black leaders like Robert Mugabe of Zimbabwe 🇿🇼, Nelson Mandela of South Africa 🇿🇦, Thomas Sankara of Burkina Faso 🇧🇫, Idi Amin Dada of Uganda 🇺🇬, Sani Abacha of Nigeria 🇳🇬 etc —in the Diaspora, he was a good friend of legendary boxer 🥊 Muhammed Ali, he adored Malcolm X and Martin Luther King Jr etc

During the United Nations (UN) Summit in 2009, Gaddafi once again formerly congratulated Obama and praised him and even called him son.

We true Libyans can not measure nor count the blessings, love and opportunities Gaddafi showered on us, we didn't kill him, we loved him and still do —the western media 📺📰 told damnable lies about Gaddafi and Libya in 2011.

Our voices were not heard, we were not given the chance to tell our own stories, those who killed brother leader controls the media, and nowadays he who controls the media controls the world. Yes Gaddafi wasn't perfect, but he was not a bad person as the western rogue dictators portrayed him!

There was no Arabs, Blacks or White in Gaddafi's Libya, we all lived together as one, even slavery was punishable by death in Libya. Those who are trading captured African migrants in open slave markets today are not Libyans, they are illegal settlers and terrorists mercenaries whom the NATO brought into Libya to toppled Gaddafi's regime! They want to claim Libya for themselves!

Gaddafi personally loved Obama, perhaps due to his friendship and love for revolutionary African leaders whom he shared comradeship with, and due to the fact that other POTUS considered Gaddafi an enemy of the United States, he believed Obama would be different since he is Black. Little did brother leader knew Obama would team up with NATO to destroy Libya and get him killed.

“I would like to seize this opportunity to congratulate our son, Obama, because this is the first time that he is attending the UN General Assembly in this capacity as the president of the United States 🇺🇸, and we greet him because he also represents the hosting country of this gathering”. Gaddafi to Obama in 2009.

But to Obama, Hillary Clinton and the western cabals, including their ostensible media outlets... Gaddafi was a wicked horrible dictator and mad dog of the desert. These people are the real dictators, hypocrites and the biggest liars on the planet!

If Gaddafi was the problem as the western dictators claimed, why did Libya crumbled and became a failed state after they assassinated Gaddafi?

Now Libya's gold reserves are gone, billions of dollars is missing in Libya's foreign reserves and the same people who invaded Libya are now scrambling for Libyan oil 🛢⛽

ከትላንት ጥቅምት 22 ጀምሮ በአዲስ አበባ የጭነት፣ ማሽነሪዎች እና መሰል ተሽከርካሪዎች እንቅስቃሴ የሰዓት ገደብ ክልከላ ተግባራዊ መደረግ ጀምሯል።

የጭነት፣ ማሽነሪዎች እና መሰል ተሽከርካሪዎች እንቅስቃሴ ወደ ነበረበት መመለሱን ተከትሎ ለአፈፃፀም ይረዳ ዘንድ መመሪያ 03/2011 በመጫን አቅም ልክ መጠን ከባድና ቀላል ተሽከርካዎች በማለት የሰዓት ገደብ ክልከላውን ለይቶ አስቀምጧል፡፡

በመመሪያው መሰረት ማንኛውም የጭነት፣ የማሽነሪዎች እና መሰል ተሽከርካሪዎች ከማለዳ 12፡30 እስከ ረፋዱ 4፡00 ሰዓት እንዲሁም ከቀኑ 10፡00 እስከ ምሽቱ 2፡00 ሰዓት ወደ ከተማ ውስጥ መግባትም ሆነ በከተማ ውስጥ መንቀሳቀስ እንዲሁም ጭነት መጫንና ማራገፍ አይችሉም።

በመመሪያው ክፍል ሁለት ስለሰዓት ገደብ እና ስለፈቃ በሚያትተው ጽሁፍ መሰረት ማናቸውም ቀላል የጭነት ተሽከርካሪዎች ማለትም ከ25 እስከ 35 ኩንታል (ከ2.5 እስከ 3.5 ቶን) የመጫን አቅም ያላቸው ተሽከርካሪዎች ከጠዋቱ 12፡30 እስከ ረፋዱ 4፡00 እንዲሁም ከቀኑ 10፡00 እስከ ምሽቱ 2፡00 እንቅስቃሴ የሚገደቡ ይሆናል፡፡

ይህ ማለት ከሰዓት ክልከላው ውጭ ያለው ጊዜ ከረፋዱ 4፡00 እስከ ከቀኑ 10፡00 ድረስ መንቀሳቀስ የሚችሉ ይሆናል፡፡

በተጓዳኙ ከባድ ተሽከርካሪዎች ማለትም ከ35 ኩንታል (ከ3.5 ቶን) በላይ የመጫን አቅም ያላቸው ተሽከርካሪዎች ደግሞ ከማለዳው 12፡30 እስከ ምሽቱ 2፡00 ሰዓት ወደ ከተማ መግባትም ሆነ በከተማ ውስጥ መንቀሳቀስ እንዲሁም ጭነት መጫንና ማራገፍ እንደማይቻሉ በመመሪያው ተቀምጧል፡፡

የጭነት፣ ማሽነሪዎች እና መሰል ተሽከርካሪዎች እንቅስቃሴ ለመወሰን የወጣ መመሪያ ቁጥር 03/2011 በሰኔ 2011 ዓ.ም ፀድቆ ተግባራዊ መደረጉ የሚታወስ ነው፡፡

ቅጣትን በተመለከተ ፦

" የሰዓት ክልከላውን የሚጥሱ አካላት ከ5 መቶ እስ 6 ሺህ በገንዘብ እና ከ1 ወር እስከ 3 ወር መንጃ ፈቃድ በማገድ ያስቀጣል " - አአትቢ

የጭነት፣ ማሽነሪዎችና መሰል ተሸከርካሪዎች እንቅስቃሴ ወደ ነበረበት መመለሱን ተከትሎ ክልከላውን በሚጥሱ አካላት ላይ ከ5 መቶ እስ 6 ሺህ በገንዘብ እና ከ1 ወር እስከ 3 ወር የመንጃ ፈቃድ እገዳ ያስጥላል።

አሽከርካሪዎች በተለይ የከባድ ጭነት፣ ማሽነሪዎችና መሰል ተሽከርካሪዎችን የሚነዱ በሙሉ መረጃውን በማወቅ መመሪያውን እንዲያከንሩ ተብሏል።

የህግ አስከባሪዎችም መመሪያውን በሚጥሱ አካላት ላይ በተቀመጠው የቅጣት ወሰን መሰረት እንዲፈፀም ማሳሰቢያ ተሰጥቷል።

የጥብቅና አገልግሎት ተጠቃሚዎች (ደንበኞች) እና የጠበቆችን መብት በተሻለ ሁኔታ ለማስከበር፣ የጥብቅና ሙያ አገልግሎት በአንድ አገር የፍትሕ ሥርዓት ዉስጥ ያለዉን የጎላ ሚና እና የሚያስፈልገዉን የሙያ ነጻነት ከግምት ዉስጥ በማስገባት እንዲሁም አገራችን የደረሰችበትን የኢኮኖሚ፣ ማህበራዊና ፖሊቲካዊ ዕድገት ታሳቢ ያደረገ የመንግስትና የባለሙያዉን ተዋፅኦ ያማከለ የጋራ አስተዳደር ሥርዓት መዘርጋትን ዓላማ ያደረገ አዲስ የፌዴራል ጥብቅና አገልግሎት አሰጣጥ እና አስተዳደር አዋጅ ቁጥር 1249/2013 በሕዝብ ተወካዮች ም/ቤት ፀድቆ ከሐምሌ 29 ቀን 2013 ዓ.ም ጀምሮ ተፈጻሚ ሆኗል፡፡

በዚሁ አዋጅ አንቀጽ 57 ንዑስ አንቀጽ 1 መሠረት ፈቃድ የተሰጣቸዉ ሁሉንም የፌዴራል ጠበቆች እና የጥብቅና ድርጅቶች በአባልነት ያቀፈ የኢትዮጵያ ጠበቆች ማህበር የተቋቋመ ሲሆን በዚሁ አዋጅ አንቀጽ 57 ንዑስ አንቀጽ 4 መሰረት ደግሞ ማንኛዉም ፈቃድ የወሰደ ጠበቃና የጥብቅና ድርጅት ያለምንም ቅድመ ሁኔታ የማህበሩ አባል እንደሚሆን ሕጉ በአስገዳጅ ሁኔታ አስቀምጧል፡፡ በዚህም መሰረት ማህበሩ የጥብቅና ፈቃድ አሰጣጥና አስተዳደር ሥራን በጋራ ለመምራት ይችል ዘንድ ጠቅላላ ጉባኤ በመጥራት አመራሮቹን መምረጥና የተለያዩ አሰራሮችና አደረጃቶችን ቀርጾ ወደ ሥራ መግባት ይጠበቅበታል፣

ፍትሕ ሚኒስቴር አዋጁ ከፀናበት ጊዜ ጀምሮ በሚቆጠር 6 ወር ጊዜ ዉስጥ የመጀመሪያዉን የማህበሩን ጠቅላላ ጉባኤ ስብሰባ የመጥራት እና ማህበሩ በአግባቡ ተደራጅቶ ሥራ እስከሚጀምር ድረስ ለመነሻ የሚሆን በጀት የመመደብ፣ ጽ/ቤት የማዘጋጀት እና በሰለጠነ የሰዉ ሃይል ማደረጀትን ጨምሮ የተለያዩ ግብዓቶችን የማሟላት እንዲሁም ማህበሩን ሥራ ለማስጀመር የሚያስችሉ የተለያዩ አደረጃጀቶችና ኮሚቴዎችን አቋቁሞ የሽግግር ሥራዉን የማሳለጥ ኃላፊነት ተሰጦታል፡፡
ስለሆነም ሚኒስቴር መ/ቤቱ በሕግ የተጣለበትን ኃላፊነት ለመወጣት በሽግግር ወቅት ያለዉን የአዲሱን አዋጅ አፈጻጸም የሚከታተል ቀደም ሲል ሥራ ላይ ከነበሩ የተለያዩ የሕግ ባለሙያ አደረጃጀቶች የተወከሉ ጠበቆችን በዋናነት ያካተተ አስተባባሪ ኮሚቴ ጥቅምት 19 ቀን 2014 ዓ.ም በፍትሕ ሚኒስትሩ ክቡር ዶ/ር ጌዲዮን ጢሞቲዎስ ተሰይሞ ወደ ሥራ ገብቷል፡፡

የመንግስት ሕግና ፍትሕ አገልግሎት ሚኒስትር ድኤታ እና የአስተባባሪ ኮሚቴዉ ሰብሳቢ የሆኑት አቶ አለምአንተ አግደዉ እንደገለጹት ኮሚቴዉ የሽግግር ጊዜ ሥራዎችን የማስተባበር፣ በሂደቱ ዉስጥ የእያንዳንዱን ጠበቃ ተሳትፎ የማረጋገጥ፣ ለዚሁ ሥራ የሚሆን በጀትና ግብዓት የማሟላት ሥራዎችን በአጭር ጊዜ በማከናወን ማህበሩ ሥራዉን የሚጀምርበትን ሁኔታ የማመቻቸትና አዋጁ የወጣበትን ዓላማ ለማሳካት እንደሚሰራ ገልጸዋል፡፡

በሌላ በኩል ማህበሩ ኃላፊነቱን ተረክቦ ሥራ እስከሚጀምር ድረስ በአዲሱ የፌዴራል ጥብቅና አገልግሎት ፈቃድ አሰጣጥና አስተዳደር አዋጅ ቁጥር1249/2013 አንቀጽ 98(2)፣ አንቀጽ 98፣ አንቀጽ 100 እና አንቀጽ 101 መሠረት የፍትሕ ሚኒስቴር ቀደም ሲል የተዘረጉ አሰራሮችና አደረጃጀቶችን በመጠቀም ነገር ግን አዲሱን አዋጅ እና ከአዲሱ አዋጅ ጋር የማይቃረኑ በቀድሞዉ አዋጅ መሰረት የወጡ ደንቦችና መመሪያዎችን መሰረት በማድረግ የጥብቅና ፈቃድ አሰጣጥና አስተዳደር ሥራዉን ሲያከናዉን እንደሚቆይ ሚኒስትር ድኤታዉ ገልፀዋል፡፡

በመጨረሻም የአዲሱ አዋጅ ተግባራዊነት ለጥብቅና አገልግሎት ተጠቃሚዎች ፣ ለጠበቆች ለራሳቸዉ እና አጠቃላይ ለፍትሕ ሥርዓቱ ዉጤታማነት ካለዉ ፋይዳ አንጻር እያንዳንዱ ጠበቃ በሽግግር ወቅት በሚከናወኑ ሥራዎችና ሁነቶች ላይ በንቃት እንዲሳተፍ፤ የሚመለከታቸዉ ባለድርሻ እና አጋር አካላትም ተገቢዉን ድጋፍና ትብብር እንዲያደርጉ አቶ ዓለምአንተ አግደዉ ጥሪ አስተላልፈዋል፡፡
