በስልጠናው ላይ በስልጠና ንድፍ ሂደት ላይ ምን ይካተታል? የስልጠና ተቋማት የስልጠና ይዘት አዘገጃጀት ላይ እንዴት ይሳተፋሉ? ውጤታማ የሥልጠና ፕሮግራም ለመፍጠር የሚያስፈልጉ ተግባራት ምንድን ናቸው? የሚሉ ሀሳቦች ተነስተዋል።
