A landslide in Maharashtra’s Raigad district claimed 27 lives, flattened an entire village, and brought back into focus the 2011 Dr Madhav Gadgil report on conservation of the Western Ghats. Deputy chief minister Devendra Fadnavis said as per the recommendation of the report, the mapping of all the landslide-prone villages in the state, including those on the Western Ghats, was carried out during his tenure as the Chief Minister of the state between 2014 and 2019 and was submitted to the Union government.
What does the report state?
In 2010, then Union Environment Minister Jairam Ramesh appointed the Western Ghats Ecology Expert Panel (WGEEP), to be chaired by ecologist Dr Madhav Gadgil. The commission submitted its 552-page report to the Centre in August 2011.
The report recommended classifying 64 percent of the Western Ghats, spread over six states, into Ecologically Sensitive Zones called ESZ 1, ESZ 2 and ESZ 3. It also recommended designating the entire region as an Ecologically Sensitive Area (ESA).
Almost all developmental activities like mining, construction of thermal power plants, dams were to stop along with the decommissioning of similar projects that have completed their shelf life in ESZ 1.
It said that both the Athirappilly and Gundia hydel project sites should not be accorded environmental clearance as they fall in this zone.
For Goa, WGEEP recommended an indefinite moratorium on new environmental clearances for mining in ESZs 1 and 2, a phasing out of mining in Ecologically Sensitive Zone 1 by 2016, and continuation of existing mining in Ecologically Sensitive Zone 2 under strict regulation with an effective system of social audit.
In the Ratnagiri and Sindhudurg districts of Maharashtra, the panel advised that in ESZs 1 and 2, no new polluting (red and orange category) industries, which would include coal-based power plants, should be permitted to be established, and the existing red and orange category industries should be asked to switch to zero pollution by 2016.
Further, it found that plains and coastal tracts in these districts were under “severe environmental and social stress”.
In all the zones, genetically modified crops should not be allowed, use of plastic bags be prohibited, Special Economic Zones should not be permitted, new hill stations should not be allowed, changing the land use from farmland to non-farm land and the stoppage of diversions of rivers to protect the ecology of the region, and public lands should not be converted into private lands.
The report also suggested a bottom-to-top approach instead of a top-to-bottom approach in governance of the environment, indicating decentralization and more powers to local authorities.
It recommended theestablishment of a Western Ghats Ecology Authority under the Environment (Protection) Act, 1986, as a professional body to manage the ecology of the region and to ensure its sustainable development.
What was the need for this report?
The Gadgil commission was formed by the Ministry of Environment in 2010 to study the impact of population pressure, climate change and development activities on the Western Ghats.
Accorded the World Heritage status by UNESCO, the Western Ghats are a 1,600-km-long mountain chain running the western coast of the country covering six states — Gujarat, Maharashtra, Goa, Tamil Nadu, Karnataka and Kerala.
These Ghats are home to high mountain forests, which moderate the tropical climate of the region and present one of the best examples of the monsoon system on the planet.
They are home to 325 globally threatened flora, fauna, bird, amphibian, reptile and fish species. About 60 percent of the mountain range is in Karnataka.

This rise in temperatures has had some severe fallouts, including an uptick in the occurrence of extreme weather events.
For instance, droughts ravaged numerous parts of Asia in 2022. China particularly suffered the most as last year, the Yangtze River Basin, located in the country’s southwest, experienced the worst drought in the last six decades.
This not only affected crops and vegetation, as well as the drinking water supply but also caused an economic loss of about $ 7.6 billion.
Many other regions were hit by severe floods and extreme monsoon rainfalls. Pakistan is the most notable example – it received 60 percent of normal total monsoon rainfall within just three weeks of the start of the 2022 monsoon season, and the heavy rains resulted in urban and flash floods, landslides, and glacial lake outburst floods across the country.
More than 33 million people were affected, over 1,730 people died and almost eight million people were displaced, according to the report.
Apart from natural disasters, climate change has exacerbated glaciers melting in Asia due to high temperatures and dry conditions.
Four glaciers in the High Mountain Asia region, centred on the Tibetan Plateau, have recorded significant mass losses, with an accelerating trend since the mid-1990s.
At the same time, these four glaciers show an overall weaker cumulative mass loss than the average for the global reference glaciers during the period 1980–2022.
Even thesea surface temperatures in Asia are getting warmer than ever before. The report pointed out that in the north-western Arabian Sea, the Philippine Sea and the seas east of Japan, the warming rates have exceeded 0.5 degree Celsius per decade since the 1980s. It is about three times faster than the global average surface ocean warming rate.
India in report
In India, heavy rainfalls “lasting from May to September triggered multiple landslides and river overflows and floods, resulting in casualties and damage”.
In total, this flooding resulted in over 2,000 deaths and affected 1.3 million people — the disaster event caused the highest number of casualties of any disaster event in 2022 in India.
The report also said economic loss due to disasters relating to floods exceeded the average for the 2002–2021 period. Pakistan incurred a loss of over $ 15 billion, followed by China, over $ 5 billion, and India, over $ 4.2 billion.
Another extreme weather event that became a mainstay in Asia last year was heat waves.
The report noted that India and Pakistan experienced “abnormally warm conditions” in the pre-monsoon season (March–May), the report mentioned. China, Hong Kong and Japan also saw the mercury rising to record high levels in 2022.

The Intergovernmental Panel on Climate Change (IPCC) concluded its elections, marking the beginning of the seventh assessment cycle. The elections commenced, during the IPCC’S 59th session held in Nairobi, Kenya. In the process, the body elected James Skea, professor of sustainable energy at Imperial College, London, as the new IPCC Chair.
About IPCC
It was established in 1988 by the World Meteorological Organisation (WMO) and the UN Environment Programme (UNEP)
The IPCC produces comprehensive assessment reports (ARs) that are considered the most authoritative source of scientific knowledge on climate change.
So far, it has released six ARs — the final synthesis report of the sixth AR came out in March 2023 — and with the latest elections, the body has initiated a new cycle of producing the next AR.
What does the IPCC Chair do?
The primary role of the IPCC Chair is to oversee the reports which come out in each assessment cycle.
Together with the IPCC Bureau, the Chair also sets the research agenda, which could include the release of additional special reports on specific topics.
The Chair is required to possess a rare combination of scientific and diplomatic skills, which are needed to get the approvals of governments on the report summaries.
The tenure of the Chair usually lasts five to seven years, depending on the duration of the assessment cycle, and they can serve up to two terms only — India’s RK Pachauri remains the only person till now to serve two terms as the Chair. In each of these cycles, the body also produced several special reports on specific topics. Not only this, IPCC also publishes methodology reports during these cycles, in which it provides guidelines for governments to estimate their greenhouse gas emissions and removals.

Report on ‘sub-categorisation’ of OBCs

The long awaited report of a commission set up to examine the sub-categorisation of Other Backward Classes (OBCs) was submitted to President Droupadi Murmu. The four-member commission headed by Justice G Rohini, a retired Chief Justice of Delhi High Court, was appointed on 2 October 2017, and received as many as 13 extensions to its tenure.
Why was this Commission set up?
The commission was set up in recognition of the perceived distortions in the affirmative action policy, which was seen as leading to a situation in which a few castes cornered the bulk of benefits available under the 27% quota for OBCs, and tasked with suggesting corrective actions.
The report of the commission is widely expected to be politically sensitive and the contents of the report have not been made public as yet.
What is the need for sub-categorisation of OBCs?
OBCs get 27% reservation in central government jobs and admission to educational institutions.
There are more than 2,600 entries in the Central List of OBCs, but over the years, a perception has taken root that only a few affluent communities among them have benefited from the quota.
Therefore, there is an argument that a “sub-categorisation” of OBCs — quotas within the 27% quota — is needed in order to ensure “equitable distribution” of the benefits of reservation.
Even as the Justice Rohini Commission was examining the matter, a five-judge Constitution Bench of the Supreme Court in August 2020 intervened in the sub-categorisation debate, ruling that the 2005 decision of another five-judge Bench in ‘E V Chinnaiah vs State of Andhra Pradesh’ must be revisited.
‘Chinnaiah’ had held that no special sub-quota can be introduced within the quota for SCs and STs for the benefit of castes or tribes that were more backward than the others on these lists.
The 2020 verdict of the SC referring ‘Chinnaiah’ to a larger Bench was passed in ‘State of Punjab vs Davinder Singh’ in which the court examined the validity of a 2006 Punjab law that created sub-classification within the SCs, and sought to reserve half the SC quota for certain identified castes.
The commission’s brief was originally to:
Examine the extent of inequitable distribution of benefits of reservation among the castes or communities included in the broad category of OBCs with reference to such classes included in the Central List.
Work out the mechanism, criteria, norms and parameters in a scientific approach for sub-categorisation within such OBCs.
Take up the exercise of identifying the respective castes or communities or sub-castes or synonyms in the Central List of OBCs and classifying them into their respective sub-categories.
It was set up with tenure of 12 weeks ending 3 January 2018, but was given repeated extensions.
On 30 July 2019, the commission wrote to the government that it had “noted several ambiguities in the list… [and] is of the opinion that these have to be clarified/ rectified before the sub-categorised central list is prepared”.
Thus, on 22 January 2020, a fourth item was added to the terms of reference: “To study the various entries in the Central List of OBCs and recommend correction of any repetitions, ambiguities, inconsistencies and errors of spelling or transcription.”

On 30 July 2019, the commission wrote to the government that it had “noted several ambiguities in the list… [and] is of the opinion that these have to be clarified/ rectified before the sub-categorised central list is prepared”.
Thus, on 22 January 2020, a fourth item was added to the terms of reference: “To study the various entries in the Central List of OBCs and recommend correction of any repetitions, ambiguities, inconsistencies and errors of spelling or transcription.”

WHO report on tobacco control measures

Bengaluru finds special mention in a World Health Organisation (WHO) report on tobacco control measures released. Hundreds of enforcement drives, putting up ‘No Smoking’ signs, and creating awareness about the effects of smoking and second-hand smoke resulted in a 27% reduction in smoking in public places in the city, the report said. Across the world, there are 300 million fewer smokers today, with the prevalence of smoking declining from 22.8% in 2007 to 17% in 2021.
Measures of the report
Fifteen years ago, WHO had developed the MPOWER measures – monitor tobacco use and prevention policies; protect people from tobacco smoke; offer help to quit tobacco; warn about dangers of tobacco; enforce bans on tobacco advertising; and raise taxes on tobacco products.
The report assesses the implementation of these measures.
What does the report say?
In the 15 years since the MPOWER measures were first introduced, 5.6 billion people in the world – or 71% of the entire population – remain protected by at least one of the measures. This has increased from just 5% of the population in 2008.
The number of countries implementing at least one MPOWER measure has increased from 44 countries in 2008 to 151 in 2022. At least four countries – Brazil, Turkiye, Netherlands, and Mauritius – have implemented all the measures.
WHO urges all countries to put in place all of the MPOWER measures at best-practice level to fight the tobacco epidemic, which kills 8.7 million people globally, and push back against the tobacco and nicotine industries, who lobby against these public health measures.
With a focus on second-hand smoking, the report says that almost 40% countries now have completely smoke-free indoor public spaces.
The report has some bad news as well.
There are at least 44 countries in the world that still do not implement any MPOWER measure.
There are 53 countries that do not completely ban smoking in healthcare facilities. And only half of the countries have smoke-free workplaces and restaurants.
The director general of WHO, Dr Tedros Adhanom Ghebreyesus, also flagged the dangers of e-cigarettes.
In the report, he said, “But progress so far is being undermined by the tobacco industry’s aggressive promotion of E-cigarettes as a safer alternative to cigarettes.
How does India fare?
When it comes to India, the report states that the country has the highest level of achievement when it comes to putting health warning labels on tobacco products and providing tobacco dependence treatment.
With 85% of cigarette packs carrying health warnings both on the front and back, India figures among the top 10 countries in terms of the size of health warnings. The cigarette packets in the country also carry a toll-free number for a quit-line.
India has also banned the sale of e-cigarettes, and banned smoking in healthcare facilities and educational institutions.
The report ranks the implementation of these bans an 8 out of 10 in healthcare facilities, 6 in schools, and 5 in universities.
