Raigad landslide brings back focus on Madhav Gadgil report

A landslide in Maharashtra’s Raigad district claimed 27 lives, flattened an entire village, and brought back into focus the 2011 Dr Madhav Gadgil report on conservation of the Western Ghats. Deputy chief minister Devendra Fadnavis said as per the recommendation of the report, the mapping of all the landslide-prone villages in the state, including those on the Western Ghats, was carried out during his tenure as the Chief Minister of the state between 2014 and 2019 and was submitted to the Union government.

What does the report state?

In 2010, then Union Environment Minister Jairam Ramesh appointed the Western Ghats Ecology Expert Panel (WGEEP), to be chaired by ecologist Dr Madhav Gadgil. The commission submitted its 552-page report to the Centre in August 2011.
The report recommended classifying 64 percent of the Western Ghats, spread over six states, into Ecologically Sensitive Zones called ESZ 1, ESZ 2 and ESZ 3. It also recommended designating the entire region as an Ecologically Sensitive Area (ESA).
Almost all developmental activities like mining, construction of thermal power plants, dams were to stop along with the decommissioning of similar projects that have completed their shelf life in ESZ 1.
It said that both the Athirappilly and Gundia hydel project sites should not be accorded environmental clearance as they fall in this zone.
For Goa, WGEEP recommended an indefinite moratorium on new environmental clearances for mining in ESZs 1 and 2, a phasing out of mining in Ecologically Sensitive Zone 1 by 2016, and continuation of existing mining in Ecologically Sensitive Zone 2 under strict regulation with an effective system of social audit.
In the Ratnagiri and Sindhudurg districts of Maharashtra, the panel advised that in ESZs 1 and 2, no new polluting (red and orange category) industries, which would include coal-based power plants, should be permitted to be established, and the existing red and orange category industries should be asked to switch to zero pollution by 2016.
Further, it found that plains and coastal tracts in these districts were under “severe environmental and social stress”.
In all the zones, genetically modified crops should not be allowed, use of plastic bags be prohibited, Special Economic Zones should not be permitted, new hill stations should not be allowed, changing the land use from farmland to non-farm land and the stoppage of diversions of rivers to protect the ecology of the region, and public lands should not be converted into private lands.
The report also suggested a bottom-to-top approach instead of a top-to-bottom approach in governance of the environment, indicating decentralization and more powers to local authorities.
It recommended theestablishment of a Western Ghats Ecology Authority under the Environment (Protection) Act, 1986, as a professional body to manage the ecology of the region and to ensure its sustainable development.
What was the need for this report?

The Gadgil commission was formed by the Ministry of Environment in 2010 to study the impact of population pressure, climate change and development activities on the Western Ghats.
Accorded the World Heritage status by UNESCO, the Western Ghats are a 1,600-km-long mountain chain running the western coast of the country covering six states — Gujarat, Maharashtra, Goa, Tamil Nadu, Karnataka and Kerala.
These Ghats are home to high mountain forests, which moderate the tropical climate of the region and present one of the best examples of the monsoon system on the planet.
They are home to 325 globally threatened flora, fauna, bird, amphibian, reptile and fish species. About 60 percent of the mountain range is in Karnataka.

Super Blue Moon of Raksha Bandhan

The Raksha Bandhan full moon on 30-31 August was unusual: it was both a “blue moon” and a “super moon” and therefore, a “Super Blue Moon”, a rare trifecta of astronomical events.

What is a supermoon?

The orbit of the moon around the earth is not circular; it is elliptical, that is, an elongated or stretched-out circle. It takes the moon 27.3 days to orbit the earth.
It is 29.5 days from new moon to new moon, though. This is because while the moon is orbiting the earth, both the earth and the moon are also moving around the sun — and it takes additional time for the sun to light up the moon in the same way as it does at the beginning of every revolution around the earth.
The new moon is the opposite of the full moon — it is the darkest part of the moon’s invisible phase, when its illuminated side is facing away from the earth.
The point closest to earth in the moon’s elliptical orbit is called perigee, and the point that is farthest is called apogee.
A super moon happens when the moon is passing through or is close to its perigee, and is also a full moon. (This happens with a new moon as well, just that it is not visible.
A full moon occurs when the moon is directly opposite the sun (as seen from earth), and therefore, has its entire day side lit up. The full moon appears as a brilliant circle in the sky that rises around sunset and sets around sunrise. The moon appears ‘full’ not just on Purnima, but also on the night before and after the full moon night.
What is a blue moon?

Though the expression “once in a blue moon” implies a rare or unusual occurrence, a blue moon is not that rare an astronomical phenomenon.
There are a couple of definitions of a blue moon, but the one that is most commonly understood — and is endorsed by NASA — describes the situation when a full moon is seen twice in a single month.
Because the new moon to new moon cycle lasts 29.5 days, a time comes when the full moon occurs at the beginning of a month, and there are days left still for another full cycle to be completed.
Such a month, in which the full moon is seen on the 1st or 2nd, will have a second full moon on the 30th or 31st. According to NASA, this happens every two or three years.
The first full moon of August 2023 occurred on 1 August. That was also a super moon, but the super moon of 30-31 August will be bigger because the moon is now closer to the perigee.
Will the moon actually appear blue?

No. Sometimes, smoke or dust in the air can scatter red wavelengths of light, as a result of which the moon may, in certain places, appear more blue than usual. But this has nothing to do with the name “blue” moon.
Speaking of colours, you may have noticed that the moon appears more yellow/ orange when it is lower in the sky (closer to the horizon).
This is because moonlight travels for longer through the atmosphere at this stage, and along the way, more of the shorter, bluer wavelengths of light are scattered, leaving more of the longer, redder wavelengths.
NASA points out that dust or pollution can end up deepening the reddish colour of the moon.

IPBES report on Biodiversity loss

In the most extensive study on invasive species carried out till date, the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) in its new publication – the “Assessment Report on Invasive Alien Species and their Control’’ – has found that there are 37,000 alien species, including plants and animals, that have been introduced by many human activities to regions and biomes around the world, including more than 3,500 invasive alien species and that invasive alien species have played a key role in 60% of global plant and animal extinctions recorded.

Highlight of the report

The report, which was released on 4 September 2023, said that invasive alien species are one of the five major direct drivers of biodiversity loss globally, alongside land and sea use change, direct exploitation of organisms, climate change, and pollution.
The report has noted that the number of alien species (species introduced to new regions through human activities) has been rising continuously for centuries in all regions, but are now increasing at unprecedented rates, with increased human travel, trade and the expansion of the global economy.
Not all alien species establish and spread with negative impacts on biodiversity, local ecosystems and species, but a significant proportion do – then becoming known as invasive alien species.
About 6% of alien plants; 22% of alien invertebrates; 14% of alien vertebrates; and 11% of alien microbes are known to be invasive, posing major risks to nature and to people, the IPBES has said.
The report further noted that many invasive alien species have been intentionally introduced for their perceived benefits, “without consideration or knowledge of their negative impacts’’ – in forestry, agriculture, horticulture, aquaculture, or as pets.
Nearly 80% of the documented impacts of invasive species on nature’s contribution to people are negative.
The water hyacinth is the world’s most widespread invasive alien species on land. Lantana, a flowering shrub, and the black rat are the second and third most widespread globally. The brown rat and the house mouse are also widespread invasive alien species.
The report said that the annual costs of invasive alien species have at least quadrupled every decade since 1970, as global trade and human travel increased. In 2019, the global economic cost of invasive alien species exceeded $423 billion annually.
These trends are projected to accelerate as the global economy expands, land and seas are used more intensively, and demographic change takes place, the report said.
Invasive alien specieslike Aedes albopictus and Aedes aegyptii spread diseases such as malaria, Zika and West Nile Fever, while others also have an impact on livelihood such as the water hyacinth in Lake Victoria in East Africa led to the depletion of tilapia, impacting local fisheries.
The IPBES report has further warned thatwarming temperatures and climate change could favour the “expansion of invasive species’’.
Flashback

The IPBES released its report following a week- long plenary from 28th August, with representatives of the 143 member States which have approved the report.
IPBES is an independent intergovernmental body established to strengthen the science-policy interface for biodiversity and ecosystem services, working in a similar way to the IPCC, which is the UN’s climate science body.
The study, which has taken place over a period of four years, has been by 86 leading experts from 49 countries, drawing on more than 13,000 references.

Indore ranks first in Clean Air Survey 2023

Union Minister for Environment, Forest and Climate Change Bhupender Yadav awarded first rank to the Information Technology hub of Madhya Pradesh, Indore, in the Swachh Vayu Sarvekshan-2023 (or Clean Air Survey), conducted by the Central Pollution Control Board.

Under the first category (million-plus population), Indore ranked first, followed by Agra and Thane. Amravati secured first rank in the second category (3-10 lakh population), followed by Moradabad and Guntur.
Similarly, for the third category (less than 3 lakh population), Parwanoo secured the first rank, followed by Kala Amb and Angul.
The fourth International Day of Clean Air for Blue Skies (Swachh Vayu Diwas 2023) aims to create stronger partnerships, increase investment, and share responsibility for overcoming air pollution, with the global theme of "Together for Clean Air."
About NCAP

The Ministry of Environment, Forest and Climate Change (MoEF&CC) has been implementing the National Clean Air Programme (NCAP) as a national-level strategy, outlining the actions for reducing the levels of air pollution at city and regional scales in India since 2019.
The NCAP aims to systematically address air pollution by engaging all stakeholders and ensuring necessary action.
A total of 131 cities have been identified for the implementation of the city-specific action plans under this programme, for reducing air pollution by up to 40 per cent by FY26.
NCAP focuses on the preparation and implementation of national-level action plans, state-level action plans, and city-level action plans for the targeted 131 cities.

The NCAP Ministry has also launched "PRANA", a portal for monitoring the implementation of NCAP.
In this portal, action plans of cities, states, and line ministries will be reflected and monitored for their implementation status.
In addition, best practices adopted by cities are shared on the PRANA portal for adoption by other cities.
