πCabinet committee on Economic Affairs (CCEA) has approved a scheme called Atmosphere & Climate Research-Modelling Observing Systems & Services (ACROSS) to be continued for next five years.
πWith improved forecasts, it will be easy for predicting the timings, intensity, frequency of disasters like cyclones, heat waves, thunderstorms, excessive rainfall etc., that is progressively growing uncertain with increasing climate change.
πIncreasing programmes will drive the employment benefits and provide the much-needed opportunities to learn in a sphere that remains neglected for long.
πIt will provide an impetus to utilizing the sizable number of scientific and technical talents available therein, along with most vital administrative support for sustaining the same.
πACROSS scheme pertains to the atmospheric science programs of the Ministry of Earth Sciences (MoES).It is an umbrella scheme
πIt addresses different aspects of weather and climate services, which includes warnings for cyclone, storm surges, heat waves, thunderstorms etc.
πThe scheme will provide improved weather, climate and ocean forecast and services, thereby ensuring transfer of commensurate benefits to the various services.
πIt will also provide a sizable number of scientific and technical staff along with requisite administrative support, thereby generating employment.
πTo ensure last-mile connectivity of the weather based services to the end -user, a large number of agencies like the Krishi Vigyana Kendras of ICAR, Universities and local municipalities are roped in thus generating employment opportunities to many people.

πIt is an umbrella scheme covering the Integrated Child Development Services (ICDS) (Anganwadi Services, Poshan Abhiyan, Scheme For Adolescent Girls, National Creche Scheme).
πAlso called National Nutrition Mission, was launched by the government on the occasion of the International Womenβs Day on 8th March, 2018.
πIt was announced in Union Budget 2021-22 by merging supplementary nutrition programmes and the POSHAN Abhiyaan.
πIt was launched to strengthen nutritional content, delivery, outreach and outcome, with renewed focus on developing practices that nurture health, wellness and immunity to disease and malnutrition in the country.
πThe Abhiyaan targets to reduce Stunting, undernutrition, Anemia (among young children, women and adolescent girls) and reduce low birth weight by 2%, 2%, 3% and 2% per annum respectively.
πIt also targets to bring down stunting among children in the age group 0-6 years from 38.4% to 25% by 2022.

βοΈProduction Linked Incentive Scheme (PLI) for Large Scale Electronics Manufacturing
βοΈThe scheme proposes a financial incentive to boost domestic manufacturing and attract large investments in the electronics value chain including electronic components and semiconductor packaging.
βοΈUnder the scheme, electronic manufacturing companies will get an incentive of 4 to 6% on incremental sales (over base year) of goods manufactured in India and covered under target segments, to eligible companies over a period of next 5 years.
βοΈThe scheme shall only be applicable for target segments namely mobile phones and specified electronic components.
βοΈThe government estimates that with the PLI scheme, domestic value addition for mobile phones is expected to rise to 35-40% by 2025 from the current level of 20-25% and generate additional 8 lakh jobs, both direct and indirect.
βοΈThe production of mobile phones in the country has surged eight-times in the last four years from around Rs 18,900 crore in 2014-15 to Rs 1.7 lakh crore in 2018-19 .
βοΈScheme for Promotion of Manufacturing of Electronic Components and Semiconductors
βοΈUnder the scheme, a financial incentive of 25% of capital expenditure has been approved by the Union Cabinet for the manufacturing of goods that constitute the supply chain of an electronic product.
βοΈThe SPECS notified for manufacturing of electronics components and semiconductors has a budget outlay of Rs 3,285 crore spread over a period of eight years.
βοΈThe government estimates that the push for manufacturing of electronics components and electronic chips will create around 6 lakh direct and indirect jobs.
βοΈModified Electronics Manufacturing Clusters Scheme
βοΈThe EMC 2.0 has a total incentive outlay of Rs 3,762.25 crore spread over a period of 8 years with an objective to create 10 lakh direct and indirect jobs under the scheme.
βοΈThe EMC 2.0 scheme will provide financial assistance up to 50% of the project cost subject to a ceiling of Rs 70 crore per 100 acres of land for setting up of Electronics Manufacturing Cluster projects.
βοΈElectronic manufacturing clusters to be set up under the scheme will be spread in an area of 200 acres across India and 100 acres in the North East part of the country.

πIt consists of two major components by the Department of Water Resources, River Development and Ganga Rejuvenation, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP).
πHKKP, in turn, consists of four sub - components, being Command Area Development (CAD), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water Development.
πIn addition, the Watershed Development part is being implemented by the Department of Land Resources.
πAnother component of PMKSY, Per Drop More Crop, is being implemented by the Department of Agriculture and Farmers Welfare.
πAll the States & Union Territories including North Eastern State**s are covered under the programme.

πUnder the mission, the Central government in coordination with the district administration has taken measures to bring about multi-layered phased development of the rural gram panchayats and villages on the lines of urban cities with proper civic amenities keeping the soul of villages intact.
πA βRurban clusterβ, would be a cluster of geographically contiguous villages with a population of about 25000 to 50000 in plain and coastal areas and with a population of 5000 to 15000 in desert, hilly or tribal areas.
πThese clusters typically illustrate potential for growth, have economic drivers and derive locational and competitive advantages.
βοΈ Objectives:

πThe National Green Tribunal (NGT) in its recent order has directed the constitution of a βFly Ash Management and Utilisation Missionβ.
πThe Main Objective of the mission is to coordinate and monitor issues relating to the handling, and disposal of fly ash and associated issues, and to ββmake the roadmaps and progress in fly ash utilisation available for all thermal power plants and their clusters.
πThe Mission is to be jointly headed by the Secretaries of the Union Ministry of Environment, Forest & Climate Change (MoEF&CC) and Union Ministry of Coal and Power.
πThere will also be Chief Secretaries of concerned states on board.
πThe secretary of MoEF&CC will be the nodal agency for coordination and compliance.
βοΈFly Ash
πFly ash is an unwanted unburnt residue of coal combustion in a coal thermal power plant.
π It is emitted along with flue gases during the burning of coal in a furnace and collected using electrostatic precipitators.
πThe fly ash collected with the help of precipitators is converted into a wet slurry to minimise fugitive dust emissions.
πIt is then transported to the scientifically designed ash ponds through slurry pipelines.
πHowever, the gross under-utilisation of this by-product over the years has led to the accumulation of 1,670 million tonnes of fly ash.

πThe Ministry of Heavy Industries (MHI) has announced the Scheme on Enhancement of Competitiveness in the Indian Capital Goods Sector-Phase-II for providing assistance to the common Technology Development and Services Infrastructure.
πThe goal of Phase II of the Scheme is to expand and enlarge the impact of the Phase I pilot scheme, thereby providing more impetus through the creation of a strong and globally competitive capital goods sector that contributes at least 25% to the manufacturing sector.
πIn November 2014, the scheme on 'Enhancement of Competitiveness in the Indian Capital Goods Sector was notified to encourage technology development and infrastructure creation.
πThe scheme has budgetary support of Rs.975 crore and an industry contribution of Rs.232 crore.
Technology Innovation Portals are used to identify technologies.
πThe establishment of four new advanced centers of excellence, as well as the expansion of existing centers of excellence.
πSkill development in the capital goods sectorβa creation of qualification packages for skill levels six and above.
πThe establishment of 4Common Engineering Facility Centers (CEFCs) and the augmentation of existing CEFCs.
πExisting Testing and Certification Centers will be augmented.
πTen Industry Accelerators for Technology Development will be set up.
πThe sector does not require an industrial license.
πOn the automatic route, FDI (Foreign Direct Investment) of up to 100 percent is permissible (through RBI).
πThe amount of payment to the foreign collaborator for technology transfer, design and drawing, royalty, and so on has no limit.
πThe maximum basic customs duty rate is often 7.5-10%.
πIndia has signed numerous FTAs (Free Trade Agreements) at lower duty rates.
πLower duty rates are also possible through the Project Imports facility.
πExports are encouraged by allowing duty-free imports of raw materials, consumables, components, and subassemblies through various DGFT (Directorate General of Foreign Trade) schemes administered by the Ministry of Commerce and Industry.

πSVAMITVA (Survey of villages and mapping with improvised technology in village areas) scheme is a new initiative of the Ministry of Panchayati Raj.
πIt aims to provide rural people with the right to document their residential properties so that they can use their property for economic purposes.
πThe scheme is for surveying the land parcels in rural inhabited area using Drone technology.
πThe survey shall be done across the country in a phase wise manner over the period 2020 -2025 .
πThe scheme is proposed as a Central Sector scheme with a projected outlay of Rs 79.65 crores for the pilot phase (FY 2020 -21) .
βοΈObjectives
β To bring financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.
β Creation of accurate land records for rural planning.
Determination of property tax, which would accrue to the GPs directly in States where it is devolved or else, add to the State exchequer.
β Creation of survey infrastructure and GIS maps that can be leveraged by any department for their use.
β To support the preparation of a better-quality Gram Panchayat Development Plan (GPDP) by making use of GIS maps.
β To reduce property related disputes and legal cases

πThe All India Institute of Ayurveda (AIIA) in association with Startup India has launched the βAyush Start-up Challengeβ.
πIt was launched to encourage start-ups and individuals working on innovations in the field of Ayurveda and alternative healing.
πThe winners of βAyush Start-up Challengeβ will receive both a cash prize and incubation support from the AIIA.
πThe market size of the AYUSH sector has grown by 17 % in 2014-20 to reach USD 18.1 billion.
πIn terms of global share, India has grown faster in the AYUSH market as compared to the world and accounts for about 2.8 % of the market, which is likely to hold.
πThe Ayush market is currently estimated to be around USD 10 bn and it is projected to see a 50 % increase over the course of the next five years.

Data Accessibility Policy
πThe Ministry of Electronics and Information Technology (MeitY) has come out with a draft Data Accessibility and Use policy.
πThe policy proposes to improve data availability, quality and use in line with the decadeβs current and emerging technology demands.
πAny data sharing shall happen within the legal framework of India, its national policies and legislation as well as the recognized international guidelines.
πAll data and information generated, created, collected, or stored by the central government and authorised agencies shall be covered by the policy.
πAll government data will be open and shareable unless it falls under a negative list of data sets, categorised under the negative list of datasets that wonβt be shared; and restricted access and shared only with trusted users, as defined by the respective ministry or department, under the controlled environment.
βοΈExpected policy outcomes:
β Unlocking high-value data across the economy.
β Facilitating a congruent and robust governance strategy.
β Realising an interoperable digital infrastructure.
β Data skills and data-driven culture.
