👉Cabinet committee on Economic Affairs (CCEA) has approved a scheme called Atmosphere & Climate Research-Modelling Observing Systems & Services (ACROSS) to be continued for next five years.

👉With improved forecasts, it will be easy for predicting the timings, intensity, frequency of disasters like cyclones, heat waves, thunderstorms, excessive rainfall etc., that is progressively growing uncertain with increasing climate change.

👉Increasing programmes will drive the employment benefits and provide the much-needed opportunities to learn in a sphere that remains neglected for long.

👉It will provide an impetus to utilizing the sizable number of scientific and technical talents available therein, along with most vital administrative support for sustaining the same.

👉ACROSS scheme pertains to the atmospheric science programs of the Ministry of Earth Sciences (MoES).It is an umbrella scheme

👉It addresses different aspects of weather and climate services, which includes warnings for cyclone, storm surges, heat waves, thunderstorms etc.

👉The scheme will provide improved weather, climate and ocean forecast and services, thereby ensuring transfer of commensurate benefits to the various services.

👉It will also provide a sizable number of scientific and technical staff along with requisite administrative support, thereby generating employment.

👉To ensure last-mile connectivity of the weather based services to the end -user, a large number of agencies like the Krishi Vigyana Kendras of ICAR, Universities and local municipalities are roped in thus generating employment opportunities to many people.

👉Implemented by MoES in collaboration with the India Meteorological Department (IMD), Indian Institute of Tropical Meteorology (IITM), National Centre for Medium Range Weather Forecasting (NCMRWF) and the Indian National Centre for Ocean Information Services (INCOIS).

👉The Ministry of Women and Child Development has spent over Rs. 1,000 crores on its** Poshan or Nutrition Tracker, which records real-time data on malnourished and ‘severe acute malnourished’ children in each anganwadi**.

👉Poshan Tracker app enables real-time monitoring and tracking of all Anganwadi Centre (AWC), Anganwadi Workers (AWWs) and beneficiaries.

👉This government app provides a 360-degree view of the activities of AWC, AWWs and complete beneficiary management for pregnant women, lactating mothers, children, adolescent girls and adolescent boys.

👉It will provide a holistic view of distribution and access of nutrition services by Anganwadi centres and AWWs (Anganwadi workers) to eligible groups.

👉The software will ensure real-time updates, enhance transparency and enabling the system to identify last-mile beneficiaries.

👉The tracker carries a module that enables AWWs to identify and provide support to orphaned children [due Covid-19].

👉This real-time monitoring system is one of the key pillars of Poshan Abhiyan or Nutrition Mission approved by the Union Cabinet in November 2017 with a financial outlay of ₹9,000 crore for three years.

👉Government officials have cited privacy concerns as a reason for keeping the data under lock and key but experts say it can easily be anonymised as is the case with data for several other government schemes.

POSHAN Abhiyaan

👉The Ministry for Women and Child Development inaugurated Poshan 2.0 and urged all Aspirational Districts to establish a Poshan Vatika (nutrition garden) during the Nutrition Month (Poshan Mah)

👉It is an umbrella scheme covering the Integrated Child Development Services (ICDS) (Anganwadi Services, Poshan Abhiyan, Scheme For Adolescent Girls, National Creche Scheme).

👉Also called National Nutrition Mission, was launched by the government on the occasion of the International Women’s Day on 8th March, 2018.

👉It was announced in Union Budget 2021-22 by merging supplementary nutrition programmes and the POSHAN Abhiyaan.

👉It was launched to strengthen nutritional content, delivery, outreach and outcome, with renewed focus on developing practices that nurture health, wellness and immunity to disease and malnutrition in the country.

👉The Abhiyaan targets to reduce Stunting, undernutrition, Anemia (among young children, women and adolescent girls) and reduce low birth weight by 2%, 2%, 3% and 2% per annum respectively.

👉It also targets to bring down stunting among children in the age group 0-6 years from 38.4% to 25% by 2022.

Electronic components manufacturing

👉The government notified three schemes involving total incentives of around Rs 48,000 crore for electronics manufacturing,

✅The Production Linked Incentive Scheme (PLI) for large scale electronics manufacturing.

✅The scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS).

✅The modified Electronics Manufacturing Clusters (EMC 2.0) Scheme.

❇️Production Linked Incentive Scheme (PLI) for Large Scale Electronics Manufacturing

✔️The scheme proposes a financial incentive to boost domestic manufacturing and attract large investments in the electronics value chain including electronic components and semiconductor packaging.

✔️Under the scheme, electronic manufacturing companies will get an incentive of 4 to 6% on incremental sales (over base year) of goods manufactured in India and covered under target segments, to eligible companies over a period of next 5 years.

✔️The scheme shall only be applicable for target segments namely mobile phones and specified electronic components.

✔️The government estimates that with the PLI scheme, domestic value addition for mobile phones is expected to rise to 35-40% by 2025 from the current level of 20-25% and generate additional 8 lakh jobs, both direct and indirect.

✔️The production of mobile phones in the country has surged eight-times in the last four years from around Rs 18,900 crore in 2014-15 to Rs 1.7 lakh crore in 2018-19 .

❇️Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors

✔️Under the scheme, a financial incentive of 25% of capital expenditure has been approved by the Union Cabinet for the manufacturing of goods that constitute the supply chain of an electronic product.

✔️The SPECS notified for manufacturing of electronics components and semiconductors has a budget outlay of Rs 3,285 crore spread over a period of eight years.

✔️The government estimates that the push for manufacturing of electronics components and electronic chips will create around 6 lakh direct and indirect jobs.

❇️Modified Electronics Manufacturing Clusters Scheme

✔️The EMC 2.0 has a total incentive outlay of Rs 3,762.25 crore spread over a period of 8 years with an objective to create 10 lakh direct and indirect jobs under the scheme.

✔️The EMC 2.0 scheme will provide financial assistance up to 50% of the project cost subject to a ceiling of Rs 70 crore per 100 acres of land for setting up of Electronics Manufacturing Cluster projects.

✔️Electronic manufacturing clusters to be set up under the scheme will be spread in an area of 200 acres across India and 100 acres in the North East part of the country.

Pradhan Mantri Krishi Sinchayee Yojana

👉The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi, has today approved implementation of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) for 2021-26 with an outlay of Rs.93,068 crore.

👉Launched in 2015, PMKSY is an umbrella scheme, providing central grants to the State Governments for specific activities detailed below.

👉It consists of two major components by the Department of Water Resources, River Development and Ganga Rejuvenation, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP).

👉HKKP, in turn, consists of four sub - components, being Command Area Development (CAD), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water Development.

👉In addition, the Watershed Development part is being implemented by the Department of Land Resources.

👉Another component of PMKSY, Per Drop More Crop, is being implemented by the Department of Agriculture and Farmers Welfare.

👉All the States & Union Territories including North Eastern State**s are covered under the programme.

Breastfeeding-friendly Tags for Hospitals

👉The Breastfeeding Promotion Network of India(BPNI) in collaboration with Association of Healthcare Providers of India (AHPI) has launched an accreditation programme called Baby Friendly Hospital Initiative (BFHI).

👉It is an accreditation programme that will enable hospitals to get a “breastfeeding-friendly” tag.

✅The certification process involves two stages:

✔️The first stage includes self-assessment by a hospital.

✔️Followed by an external assessment by an authorised appraiser who interviews doctors, nurses and patients as well as reviews different practices and training of staff.

👉The initiative is only for private hospitals and is based on the Ministry of Health and Family Welfare's MAA programme for government hospitals launched in 2016.

👉Initiative will help mothers identify “breastfeeding-friendly” hospitals before they give birth.

👉It is a worldwide programme of the World Health Organization and UNICEF, launched in 1992 in India.

👉It aims at improving the care of pregnant women, mothers and newborns at health facilities that provide maternity services for protecting, promoting and supporting breastfeeding.

Semiconductor Mission

👉The Union Cabinet approved a Rs 76,000-crore scheme for boosting semiconductor and display manufacturing in India.

👉This scheme was approved in order to position India as a global hub for hi-tech production, as well as to attract large chip makers.

👉It would also strengthen India’s ambitions to be self-reliant in electronics manufacturing and bring huge investments.

👉This move will generate 35,000 specialised jobs and indirect employment for one lakh people.

👉This move is significant because, in the present geopolitical scenario, trusted sources of semiconductors and displays have strategic importance.

👉These are key to the security of critical information infrastructure.

👉Furthermore, this scheme has been approved at a time when the world is witnessing a severe crunch of semiconductors, which is an important component of cars and electronic devices.

👉Supply of semiconductors have disrupted due to pandemic.
Under the scheme, government has lined up incentives for companies engaged in silicon semiconductor fabs, compound semiconductors, display fabs, sensors fabs, silicon photonics, semiconductor packaging and semiconductor design.

👉With the launch of this scheme, government expects investments of about Rs 1.7 lakh crore and 1.35 lakh jobs in upcoming four years.

👉Government will also set up an independent ‘India Semiconductor Mission (ISM)’, for driving the long-term strategies to develop a sustainable semiconductors and display ecosystem in India.

👉The programme is designed to deliver catalytic interventions to rural areas on the threshold of growth.

👉It is now a Centrally Sponsored Scheme.

👉Shared between the Centre and the State in a ratio of 60:40 for Plain area States and 90:10 for Himalayan and NE States.

👉Main objective of the scheme is bridging the rural-urban divide-viz: economic, technological and those related to facilities and services.

👉Under the mission, the Central government in coordination with the district administration has taken measures to bring about multi-layered phased development of the rural gram panchayats and villages on the lines of urban cities with proper civic amenities keeping the soul of villages intact.

👉A ‘Rurban cluster’, would be a cluster of geographically contiguous villages with a population of about 25000 to 50000 in plain and coastal areas and with a population of 5000 to 15000 in desert, hilly or tribal areas.

👉These clusters typically illustrate potential for growth, have economic drivers and derive locational and competitive advantages.

👉The National Green Tribunal (NGT) in its recent order has directed the constitution of a ‘Fly Ash Management and Utilisation Mission’.

👉The Main Objective of the mission is to coordinate and monitor issues relating to the handling, and disposal of fly ash and associated issues, and to ​​make the roadmaps and progress in fly ash utilisation available for all thermal power plants and their clusters.

👉The Mission is to be jointly headed by the Secretaries of the Union Ministry of Environment, Forest & Climate Change (MoEF&CC) and Union Ministry of Coal and Power.

👉There will also be Chief Secretaries of concerned states on board.

👉The secretary of MoEF&CC will be the nodal agency for coordination and compliance.

❇️Fly Ash

👉Fly ash is an unwanted unburnt residue of coal combustion in a coal thermal power plant.

👉 It is emitted along with flue gases during the burning of coal in a furnace and collected using electrostatic precipitators.

👉The fly ash collected with the help of precipitators is converted into a wet slurry to minimise fugitive dust emissions.

👉It is then transported to the scientifically designed ash ponds through slurry pipelines.

👉However, the gross under-utilisation of this by-product over the years has led to the accumulation of 1,670 million tonnes of fly ash.

👉The Ministry of Heavy Industries (MHI) has announced the Scheme on Enhancement of Competitiveness in the Indian Capital Goods Sector-Phase-II for providing assistance to the common Technology Development and Services Infrastructure.

👉The goal of Phase II of the Scheme is to expand and enlarge the impact of the Phase I pilot scheme, thereby providing more impetus through the creation of a strong and globally competitive capital goods sector that contributes at least 25% to the manufacturing sector.

👉In November 2014, the scheme on 'Enhancement of Competitiveness in the Indian Capital Goods Sector was notified to encourage technology development and infrastructure creation.

👉The scheme has budgetary support of Rs.975 crore and an industry contribution of Rs.232 crore.
Technology Innovation Portals are used to identify technologies.

👉The establishment of four new advanced centers of excellence, as well as the expansion of existing centers of excellence.

👉Skill development in the capital goods sector–a creation of qualification packages for skill levels six and above.

👉The establishment of 4Common Engineering Facility Centers (CEFCs) and the augmentation of existing CEFCs.

👉Existing Testing and Certification Centers will be augmented.

👉Ten Industry Accelerators for Technology Development will be set up.

👉The sector does not require an industrial license.

👉On the automatic route, FDI (Foreign Direct Investment) of up to 100 percent is permissible (through RBI).

👉The amount of payment to the foreign collaborator for technology transfer, design and drawing, royalty, and so on has no limit.

👉The maximum basic customs duty rate is often 7.5-10%.

👉India has signed numerous FTAs (Free Trade Agreements) at lower duty rates.

👉Lower duty rates are also possible through the Project Imports facility.

👉Exports are encouraged by allowing duty-free imports of raw materials, consumables, components, and subassemblies through various DGFT (Directorate General of Foreign Trade) schemes administered by the Ministry of Commerce and Industry.

Vigyan Jyoti Programme

👉The Vigyan Jyoti programme was extended to 100 districts in its 2nd phase. The Vigyan Jyoti Programme was launched by the Department of Science & Technology (DST), Ministry of Science and Technology.

Data Accessibility Policy

👉The Ministry of Electronics and Information Technology (MeitY) has come out with a draft Data Accessibility and Use policy.

👉The policy proposes to improve data availability, quality and use in line with the decade’s current and emerging technology demands.

👉Any data sharing shall happen within the legal framework of India, its national policies and legislation as well as the recognized international guidelines.

👉All data and information generated, created, collected, or stored by the central government and authorised agencies shall be covered by the policy.

👉All government data will be open and shareable unless it falls under a negative list of data sets, categorised under the negative list of datasets that won’t be shared; and restricted access and shared only with trusted users, as defined by the respective ministry or department, under the controlled environment.
