Sixth schedule and Ladakh
πThe Constitution, under Sixth Schedule, contains special provisions for the administration of tribal areas in the four north-eastern states of Assam, Meghalaya, Tripura and Mizoram.
πThe National Commission for Scheduled Tribes (NCST) has recommended that the Union Territory (UT) of Ladakh be included in the Sixth Schedule of the Constitution.
πNCST, a constitutional body to safeguard socio-cultural rights of Scheduled Tribes, was entrusted with the responsibility of examining the status of tribals in Ladakh, by the Centre.
πIf included, Ladakh will be the only UT in the Sixth Schedule. Also, bestowing such a status to Ladakh would require a constitutional amendment.
πIt is estimated that more than 90% of Ladakhβs population is tribal. The primary Scheduled Tribes (STs) in Ladakh are Balti Beda, Bot (or Boto), Brokpa (or Drokpa, Dard, Shin), Changpa, Garra, Mon and Purigpa.
πPrior to the creation of Union Territory of Ladakh, people in Ladakh region had certain agrarian rights including right on land which restricted people from other parts of the country to purchase or acquire land in Ladakh.
πInclusion in the sixth schedule will help in democratic devolution of powers in the region and will also enhance the transfer of funds for speedy development of the region.

Legal Age of Marriage for Women
πThe Union Cabinet has taken a decision to raise the legal age of marriage for women from 18 to 21 year bringing the age of marriage for both men and women at par.
πPersonal laws of various religions that deal with marriage have their own standards, often reflecting custom.
πThe Hindu Marriage Act, 1955 sets 18 years as the minimum age for the bride and 21 years as the minimum age for the groom.
πThe Special Marriage Act, 1954 and the Prohibition of Child Marriage Act, 2006 also prescribe 18 and 21 years as the minimum age of consent for marriage for women and men, respectively.
πIn Islam, the marriage of a minor who has attained puberty is considered valid.
πIn June 2020, the Ministry for Women and Child Development set up a task force headed by Jaya Jaitly along with other members- NITI Aayog member (Health) Dr V K Paul and secretaries of several ministries.
πThe committee was to look at the feasibility of increasing the age of marriage and its implication on women and child health, as well as how to increase access to education for women.
πThe committee has to recommend a timeline by which the government could roll out the implementation of the policy, as well as the amendments that would need to be made in existing laws.
πThe committee received feedback from young adults from 16 universities across the country.
πOver 15 NGOs were also engaged to reach out to young adults in far-flung areas and marginalised communities.
