የሚኒስትሮች ምክር ቤት ዛሬ በ1954ቱ የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ የወንጀል ሕግ ሥነ ሥርዓት እና የማስረጃ ሕግ ረቂቅ አዋጅ ላይ የተደረገውን ማሻሻያ፣ የግልግል ዳኝነትን እና የዕርቅ አሠራር ሥነ ሥርዓት ረቂቅ አዋጅ እንዲሁም የአክሬዲቴሽን አገልግሎት ክፍያ ረቂቅ ደንብን ጨምሮ በልዩ ልዩ ርዕሰ ጉዳዮች ላይ ዐበይት ውሳኔዎችን አሳልፏል። በተለይም የወንጀል ሕግ ሥነ ሥርዓት እና የማስረጃ ሕግ ረቂቅ አዋጁ መሻሻሉ በፌደራል ሥርዓት ውስጥ የሚና እና የኃላፊነት ክፍፍል በአግባቡ እንዲከናወን የሚረዳ ወሳኝ ርምጃ ነው።

Today the cabinet endorsed key decisions which include a critical revision to the 1954 national criminal law procedure and evidence code; a draft proclamation to provide for arbitration and dispute resolution working procedures and lastly an accreditation service fee regulation. The revision of the criminal law procedure in particular is a milestone that pays heed to the division of roles and responsibilities in a Federal system.

፩} ሃሳቦች የመለዋወጥ ሂደቱ የሚነሳው ርዕሰ ጉዳይ ላይ ብቻ ትኩረት በማድረግ፤ በመካከል የሚኖርን የሃሳብ ልዩነት ባከበረ መልኩ፤ውይይቱ ሥነ-ሥርዓት ባለው ሁኔታ በመከባበር መንፈስ ሊሆን ይገባዋል ።

፪} ለውይይት ከሚቀርቡት አጀንዳዎች ውጪ የሚነሱ ሃሳቦች የሚስተናገዱበት አግባብ የለም።

፫} የተለያዩ የግልም ሆነ የሌሎች ስብስብ(Group) እና መገናኛ አውታር(channel) ማስታወቂያዎችን ከግሩፑ አስተዳዳሪዎች(Administrators) ፈቃድ ውጪ በዚህ ስብስብ ውስጥ ማስተዋወቅ አይፈቀድም።

፬} ለውይይት የሚቀርቡ አጀንዳዎች በግሩፑ ውስጥ ያሉ የሕግ ማኅበረሰቡን የሕግ ዕውቀት፣ አተያይ እና የአስተሳሰብ አድማስ ሊያሰፉ የሚችሉ ሕግ ነክ የውይይት ጥያቄዎች፣ሃሳቦች እና ርዕሰ ጉዳዮች መሆን ይገባቸዋል ።

፭} ለሚነሱ የውይይት አጀንዳዎች የምንሰጠው አስተያየት ወይም ምላሽ ለግሩፑ ውይይት በሚሆን መልኩ አጭር፣ግልጽ ፣ተነባቢ እና ወጥነት ያለው ቢሆን የተሻለ ነዉ።

፮} ለውይይት የሚነሱ አጀንዳዎች ላይ የሚሰጡ አስተያየቶች እና ሃሳቦች ሳይጠናቀቁ፤ ከአጀንዳው ውጪ በላዩ ላይ አዲስ ሃሳብ ወይም ጥያቄ ማንሳት ክልክል ነው። የግድ ከሆነ የሚጠይቁትን ጥያቄና መረጃ ለግሩፑ አስተዳዳሪዎች ከታች በተቀመጠው አድራሻ በማቅረብ በእነሱ አማካኝነት ቅደምተከተሉን ጠብቆ ይስተናገዳል ።

፯} ሃሳብ የምንለዋወጥበትን ቋንቋ በተመለከተ(Medium of instruction) እንደነገሩ ሁኔታ በአማርኛ እና ኢንግሊዝኛ ይሆናል።

፰} በአጠቃላይ በዋናነት ከላይ የተገለፁትን ሁኔታዎች የተላላፈ የግሩፑ አባል ማስጠንቀቂያ የሚሰጠውና ከግሩፑ እስከ ማስወጣት የሚደርስ ዕርምጃ ይወሰድበታል።

፱} በሌላ በኩል ከላይ በተጠቀሰው አግባብ ደግሞ ላቅ ያለ ተሳትፎ ላላቸው አባላት ተገቢውን ዕውቅና እና ምስጋና እንሰጣለን።

#Ethiopia : በተለያዩ ምክንያቶች በሚፈጠሩ ግጭቶች ላይ የፀጥታ ኃይሎች ወይም የሕግ አስከባሪ አካላት የሚወስዱትን ዕርምጃ፣ ወይም የኃይል አጠቃቀም የሚደነግግ አዋጅ ሊዘጋጅ መሆኑ ይፋ ተደረገ፡፡አዋጁን ከሰብዓዊ መብት የድርጊት መርሐ ግብር ጽሕፈት ቤት ጋር በመተባበር በተያዘው በጀት ዓመት ተረቅቆና ተዘጋጅቶ፣ ለሚኒስትሮች ምክር ቤት እንደሚያቀርብ ያስታወቀው የኢፌዴሪ ጠቅላይ ዓቃቤ ሕግ ነው፡፡ኃይል አጠቃቀምን በሚመለከት በተለይ ከ1997 ዓ.ም. አገራዊ ምርጫ ጋር ተያይዞ ተነስቶ በነበረው፣ የሕዝብና የፀጥታ ኃይሎች ግጭት ላይ የተገደሉ በርካታ ሰዎችን በሚመለከት ለተነሳው ያልተመጣጠነ ዕርምጃ ተወስዷል አልተወሰደም የሚሉ በርካታ አሉታዊ ነገሮች መፈጠራቸው ይታወሳል፡፡

ከዚያን ጊዜ አንስቶ በተለያዩ ጊዜያትም ተመሳሳይ ዕርምጃዎች ተወስደው መንግሥት ተመጣጣኝ ዕርምጃ መውሰዱን ሲገልጽ፣ ሌላው አካል ደግሞ ‹‹ተመጣጣኝ ዕርምጃ ማለት ስንት ሰው ሲገደል ነው?›› የሚል ጥያቄ በማንሳት ሲከራከር ቆይቷል፡፡በቅርቡ ባለፈው ዓመት በጥቅምት ወርና በሰኔ ወር 2012 ዓ.ም. በተለይ በኦሮሚያ ክልል ከግጭት ጋር በተያያዘ ዕርምጃ ስለተወሰደባቸው ሰዎችም፣ ‹‹ተመጣጣኝ ዕርምጃ ነው፣ ተመጣጣኝ አይደለም›› የሚል መፍትሔ ያልተገኘለት ሙግትና ግምታዊ  ነገሮች የቀጠሉ ሲሆን፣ ዓቃቤ ሕግ ደግሞ ሕግ ለማዘጋጀት አቅዶ እየሠራ መሆኑን ተናግሯል፡፡ በመሆኑም ከባለድርሻ አካላት ጋር በመቀናጀት የኃይል አጠቃቀም አዋጅ ለማዘጋጀት እየተሠራ መሆኑን፣ በጠቅላይ ዓቃቤ ሕግ የሕግ ጉዳዮች ምክትል ጠቅላይ ዓቃቤ ሕግ የሕግ አማካሪ አቶ አሰግድ አያሌው ተናግረዋል፡፡
