This position is has its duty station in the FAO Sub regional Office for Eastern Africa in Addis Abeba, Ethiopia.
Reporting Lines
The Legal Officer reports to the Senior Legal Officer (Branch Head, LEGN) and is under the overall guidance of the Legal Counsel.
Technical Focus
Development Law, including legal and institutional aspects of sustainable food and agriculture and natural resource management, in line with the Organization's Strategic Objectives.
Key Results
Comprehensive legal support in the planning and delivery of multi-disciplinary legal activities, services and products pertaining to the Organization's mandate, in support of the FAO Strategic Objectives, Regional Initiatives, and related Delivery Mechanisms, and in alignment with the Organization's Policy on Gender Equality.
Key Functions
Performs legal research and analysis, reviews and prepares, or assists in the preparation of, legal opinions/advice on a wide range of multidisciplinary and complex legal matters involving issues of international, public, private, and development law;
Drafts or supports or supervises drafting of recommended texts of legislation, commentaries, regulations and other legal instruments, legal opinions, briefs, reports and related correspondence at the national level;
Prepares or assists in the preparation of background papers, studies, reports and other legal texts of sub regional, regional and global scope or relevance;
Prepares or assists in the preparation of legal opinions/advice on a wide range of international and/or development law issues;
Contributes to the work of relevant Strategic Programme Teams, Technical Units at FAO Headquarters and FAO Decentralised Offices in order to ensure best synergies between legal, policy and governance related work in support of Member Countries;

Hi Members,
You might have heard us say that no country is free of corruption, even those at the top of our Corruption Perceptions Index (CPI).
To prove the point, this week New Zealand – tied for first place with Denmark on the CPI 2019 – has been facing calls for tighter campaign finance rules, following an alleged scheme in which a parliamentarian disguised political donations by breaking the contributions up into smaller chunks. Our chapter in New Zealand has previously highlighted the need to make political party finance more transparent.
In Denmark, meanwhile, a former social worker was convicted of abusing her public position to embezzle over US$17 million in welfare funds. Ironically, it was her defence that argued that safeguarding mechanisms for the funds were too lax.
Other countries that score high on the CPI – like the UK or Luxembourg – have additional issues. The Financial Secrecy Index (FSI), published this week, shows that they have high levels of secrecy in their financial sectors, enabling cross-border corruption.
Compared with our CPI, the FSI helps explain why cash stolen from one country so often winds up being stashed in a less corrupt – but just as secretive – territory. Criminals and the corrupt have a range of options to choose from, with countless loopholes to exploit depending on what they are trying to hide and who they are hiding it from.
That’s precisely why we need robust regulation covering all jurisdictions. This week, the intergovernmental organisation responsible for precisely that has been holding a major meeting in Paris.
We’re asking the Financial Action Task Force to strengthen the rules on company ownership information, so that authorities can quickly and easily find out who is behind companies implicated in white collar crime.

In Denmark, meanwhile, a former social worker was convicted of abusing her public position to embezzle over US$17 million in welfare funds. Ironically, it was her defence that argued that safeguarding mechanisms for the funds were too lax.
Other countries that score high on the CPI – like the UK or Luxembourg – have additional issues. The Financial Secrecy Index (FSI), published this week, shows that they have high levels of secrecy in their financial sectors, enabling cross-border corruption.
Compared with our CPI, the FSI helps explain why cash stolen from one country so often winds up being stashed in a less corrupt – but just as secretive – territory. Criminals and the corrupt have a range of options to choose from, with countless loopholes to exploit depending on what they are trying to hide and who they are hiding it from.
That’s precisely why we need robust regulation covering all jurisdictions. This week, the intergovernmental organisation responsible for precisely that has been holding a major meeting in Paris.
We’re asking the Financial Action Task Force to strengthen the rules on company ownership information, so that authorities can quickly and easily find out who is behind companies implicated in white collar crime.
