Whilst Russia is not officially changing its own status of the Ukraine war there is no doubt that across all conflict zones Russia has been using heavier weapons. Also note Shoigu stating that attacks should intensify in all operational areas.

8 years ago today, MH17 which was a passenger flight from Amsterdam to Kuala Lumpur was shot down whilst flying over Eastern Ukraine. All 283 passengers and 15 crew were killed.
