🇪🇺🇺🇦Statement by the High Representative on behalf of the European Union on regional and local elections in Russia and their non-applicability on Ukrainian territory

On 8-10 September, regional and local elections were organised in Russia and illegally also in the territories of Ukraine that Russia has temporarily occupied.

The European Union strongly condemns the holding of these illegitimate so-called “elections” in the Autonomous Republic of Crimea and the City of Sevastopol and in parts of the Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine.

We strongly reject this further futile attempt by Russia to legitimise or normalize its illegal military control and attempted annexation of parts of Ukrainian territories, as condemned in the UNGA Resolution adopted on 12 October 2022. It represents yet another manifest violation of international law, including the UN Charter, and Ukraine’s independence, sovereignty and territorial integrity. The European Union does not and will not recognise either the holding of these so-called “elections” or their results. Russia’s political leadership and those involved in organising them will face consequences of these illegal actions.

These illegal so-called “elections” in Ukraine took place amidst Russia’s forced and illegal granting of passports, including to children, forced transfer and deportation, widespread and systematic violations and abuses of human rights as well as intimidation and increasing repression of Ukrainian citizens by Russia and its illegitimately appointed authorities in the temporary occupied territories of Ukraine.

The European Union commends the courage of the Ukrainian residents who opposed the sham voting and continue to resist the Russian occupation. The European Union remains firmly committed to supporting Ukraine and its independence, sovereignty and territorial integrity. Russia must immediately, completely and unconditionally withdraw all of its troops and military equipment from the entire territory of Ukraine within its internationally recognised borders.

🇪🇺🇺🇦 Europeans continue to be in favour of supporting Ukraine and Ukrainians.

The "Flash Eurobarometer" survey published today shows an overwhelming support among Europeans for the measures taken by the EU in response to Russia's invasion of Ukraine.

86% of EU citizens are in favor of humanitarian aid to the war victims,
77% accept welcoming in the EU people fleeing the war,
71% back imposing economic sanctions against Russia,
67% think that the EU should support Ukraine's path towards European integration.

Finally, 65% are in favor of supporting Ukraine financially and economically, and 57% believe that the EU should support the purchase and supply of military equipment for Ukraine and military training.

🇪🇺🇺🇦 EU-Ukraine Foreign Ministers' Meeting in Kyiv

Today, a historic meeting of all 27 Member States was convened by HR/VP Josep Borrell.

For the first time ever, the meeting took place outside the European Union, in Ukraine, a candidate country and a future member of the EU.

The ministers discussed the overarching support to Ukraine:

from security perspective
on the military side
on EU accession and reform process
on accountability
the peace formula

Ukraine’s future lies within the EU. The EU’s commitment is clear and our support continues in all dimensions.

🇪🇺 🇺🇦 Statement on the deadly attack in Kupiansk

Russia’s appalling terror against Ukraine’s civilian population shows no signs of abating and reached another grim landmark today. An attack targeted a café and a grocery store in the settlement of Hroza in Kupiansk, Kharkiv oblast, killing at least 50 people, including a child and injuring many others.

This was yet another heinous attack against innocent civilians, in addition to Russia’s continued daily indiscriminate attacks near the frontlines – just earlier today Russia attacked a hospital in Beryslav, Kherson region.

Intentional attacks against civilians are war crimes. Russia’s leadership, all commanders, perpetrators and accomplices of these atrocities will be held to account. There will be no impunity for war crimes.

The EU commends the Ukrainian people's strength, courage and resistance. The EU stands with Ukraine in firm solidarity and will continue supporting Ukraine.

It allows displaced persons from Ukraine to enjoy harmonised rights across the EU such as:

🏡 residence
💼 labour market access
🏥 medical assistance
📚 education for children

🇪🇺🇺🇦 The European Commission has dibursed another €1.5 billion in macro-financial assistance to Ukraine.

Our support to Ukraine amounts so far to almost €83 billion.

And we will continue to be at Ukraine’s side, with another €50 billion proposed until 2027.

🇪🇺 With many Ukrainian schools destroyed or damaged by Russian missiles, Ukrainian children are in dire need of school buses.

A year ago, to make their commutes easier and safer, President von der Leyen in a joint initiative with First Lady of Ukraine - called on the solidarity of EU Member States, regions and companies.

🚌 As a result of this initiative, 371 school buses are being provided to Ukraine, ready to help Ukrainian children enjoy learning and playing at schools again.

⚡️🇪🇺 The European Union has just adopted the 12th package of sanctions against Russia.

The new sanctions include these key elements:

🔹 additional listings
🔹 trade measures, including on Russian diamonds
🔹 stricter asset freeze obligations
🔹 energy measures
🔹 stronger anti-circumvention measures

📄 Over 140 additional individuals and entities have been added to our list of persons subject to a freezing of their assets. The list of newly designated legal persons covers, among others, actors in the Russian military and defence, including military industry companies.

💎 The new sanctions on Russian diamonds are part of a coordinated G7 effort to introduce an internationally coordinated diamond ban. It aims at depriving Russia of this important revenue stream estimated at €4 billion per year.

New measures restricting imports from Russia of certain metal goods. New export restrictions have been introduced on sensitive dual-use and advanced technologies that contribute to Russia’s military capabilities and technological enhancement. New entities are subject to tighter export restrictions for advanced technology items.

We will further hamper Russia’s capacities in its industrial sector. Restrictions in the area of services are an area where we have worked closely with our international partners, including the US and the UK.

We will ensure no one profits from EU companies with subsidiaries forcibly acquired by Russian owners/management. Neither when assets of deceased persons on the list could be used to finance the unprovoked and unjustified military aggression against Ukraine.

🛢To make it more difficult for Russia to sustain the war, we have tightened the international G7+ oil price cap, by introducing new measures to increase their effectiveness.

⛽️ The new import ban on certain types of liquified petroleum gases (LPG) will enter into force after a 12-month transition period. This represents approximately 6% of the EU’s total LPG intake from Russia in 2023.

🇪🇺🇺🇦 Over 3,000 Ukrainian patients transferred to European hospitals since the start of the war

The EU has been coordinating regular medical evacuations of Ukrainian patients, be they chronically ill or injured, since the beginning of Russia's full-scale invasion of Ukraine.

More than 3,000 Ukrainian patients have been transferred to receive specialised care in hospitals across Europe via the EU Civil Protection Mechanism.

The patients have been transferred for treatment to hospitals in 22 European countries: 🇦🇹, 🇧🇪, 🇭🇷, 🇨🇿, 🇩🇰, 🇪🇪, 🇫🇮, 🇫🇷, 🇩🇪, 🇭🇺, 🇮🇪, 🇮🇹, 🇱🇹, 🇱🇺, 🇳🇱, 🇳🇴, 🇵🇱, 🇵🇹, 🇷🇴, 🇸🇮, 🇪🇸, and 🇸🇪.

The evacuations are further supported by the EU Medevac Hub in Rzeszów, Poland where patients receive 24/7 nursing care, and which serves as a transfer centre for patients.
