Це обмеження доповнить повну заборону ЄС на імпорт морської нафти та нафтопродуктів до Європейського Союзу на додаток до граничної ціни на сиру нафту, що діє з грудня 2022 року.
Для російських нафтопродуктів встановлено два рівні цін: один для нафтопродуктів "преміум-класу", таких як дизельне паливо, гас і бензин, і другий для нафтопродуктів "дисконтного класу", таких як мазут і нафта, що відповідає ринковій динаміці.
Максимальна ціна на нафтопродукти "преміум-класу" становитиме 100 доларів США за барель, а максимальна ціна на нафтопродукти "дисконтного класу" - 45 доларів США за барель.
Обмеження цін на нафтопродукти почне діяти з 5 лютого 2023 року. Воно передбачає 55-денний період згортання для російських нафтопродуктів морського транспортування, придбаних вище граничної ціни, за умови, що вони будуть завантажені на судно в порту завантаження до 5 лютого 2023 року і вивантажені в кінцевому порту призначення до 1 квітня 2023 року.
Цінові обмеження на нафтопродукти та сиру нафту будуть постійно контролюватися з метою забезпечення їхньої ефективності та впливу, та за необхідності коригуватися.
Це рішення ще більше вдарить по доходах Росії та її здатністості вести війну в Україні, а також допоможе стабілізувати світові ринки енергетики.

It will complement the EU's full ban on importing seaborne crude oil and petroleum products into the European Union in addition to the price cap for crude oil in force since December 2022.
Two price levels have been set for Russian petroleum products: one for ”premium-to-crude” petroleum products, such as diesel, kerosene and gasoline, and the other for ”discount-to-crude” petroleum products, such as fuel oil and naphtha, reflecting market dynamics.
The maximum price for premium-to-crude products will be 100 USD per barrel and the maximum price for discount-to-crude will be 45 USD per barrel.
The price cap on petroleum products will be implemented from 5 February 2023. It includes a 55-day wind-down period for seaborne Russian petroleum products purchased above the price cap, provided it is loaded onto a vessel at the port of loading prior to 5 February 2023 and unloaded at the final port of destination prior to 1 April 2023.
The price caps for petroleum products and crude oil will be continually monitored to ensure their effectiveness and impact. The price caps themselves will be reviewed and adjusted as appropriate.
This decision will hit Russia's revenues even harder and reduce its ability to wage war in Ukraine. It will also help stabilise global energy markets, benefitting countries across the world.

У четвер Президентка фон дер Ляєн у супроводі 15 єврокомісарів відвідала Київ для першої в історії спільної зустрічі з українським урядом.
У п'ятницю Президентка взяла участь у 24-му саміті Україна-ЄС - першому з початку російського вторгнення, і першому для України в якості кандидата на вступ до ЄС.
Ключовими питаннями, які обговорювалися, були:
▪ Європейський шлях України та процес вступу до ЄС
ЄС визнає значний прогрес України на шляху до членства в ЄС і готовий надавати технічну допомогу українському уряду в приведенні законодавства у відповідність до стандартів ЄС.
▪ Реакція ЄС на російську війну проти України
Лідери ЄС закликали до міжнародної солідарності та дотримання санкцій ЄС проти Росії - незабаром буде запроваджено 10-й пакет санкцій.
▪ Ініціативи України щодо справедливого миру та підзвітності
ЄС підтримує мирну формулу Президента Зеленського та планує допомогти її реалізації за широкої міжнародної участі шляхом проведення Саміту щодо мирної формули. Ми домовилися продовжувати працювати разом, щоб забезпечити повну відповідальність Росії, а також усіх виконавців та співучасників злочинів.
▪ Співпраця у відновленні України
Лідери ЄС пообіцяли підтримку у відновленні України, включаючи інфраструктуру, розмінування, охорону здоров'я та реабілітацію.
Майбутнє ЄС пишеться прямо зараз, в Україні.

On Thursday, President von der Leyen, accompanied by 15 Commissioners, traveled to Kyiv for the first ever joint-meeting with the Ukrainian Government.
On Friday, the President attended the 24th EU-Ukraine summit – the first one since the start of Russia's invasion, and the first one with Ukraine as a candidate country.

EU leaders pledged support for Ukraine's recovery, including infrastructure, demining, health and psychological rehabilitation.

We mourn with the families of the victims. Our thoughts are with them and all the brave first responders working to save lives.
We have activated the EU Civil Protection Mechanism. The EU’s emergency Response Coordination Centre is monitoring the situation and is already organising the deployment of European search and rescue teams. The EU’s Copernicus satellite system has also been activated to provide emergency mapping services.
Teams from the 🇳🇱 Netherlands and 🇷🇴 Romania are on their way, while others from 🇧🇬 Bulgaria, 🇭🇷 Croatia, 🇨🇿 Czechia, 🇫🇷 France, 🇬🇷 Greece and 🇵🇱 Poland have been quickly mobilised. 🇮🇹 Italy and 🇭🇺 Hungary have offered their rescue teams to Türkiye as well.

1155 rescuers & 72 search-and-rescue dogs are heading to Türkiye, the first teams having arrived yesterday.
