🇪🇺The European Commission has proposed different options to ensure that Russia is held accountable for the atrocities and crimes committed during the war in Ukraine.

Ukraine as well as 14 Member States have already started investigations into international crimes committed by Russia. They are supported by Eurojust through joint investigative teams.

All EU Member States are parties to the International Criminal Court (ICC) and the EU fully supports the ICC in investigating war crimes and crimes against humanity.

However, Russia does not recognise the jurisdiction of the ICC. In such circumstances, this means that the crime of aggression, which is a crime committed by the highest political and military leadership, cannot be prosecuted by the ICC.

The European Commission therefore proposes alternative measures to ensure that justice is served:

🔹 A special independent international tribunal based on a multilateral treaty or
🔹A specialised court integrated in a national justice system with international judges – a hybrid court – could be put in place.

The Commission will now present these options to Member States for discussion and decision on the next steps.

🇪🇺25 миллионов евро на поддержку народа Беларуси

Сегодня Европейская комиссия приняла новую программу помощи на сумму 25 миллионов евро для дальнейшей поддержки народа Беларуси после жестокой реакции режима на протесты против фальсификации выборов в августе 2020 года.

Программа помощи «EU4Belarus» направлена на поддержку демократических устремлений в Беларуси и призвана помочь:

1. Гражданским активистам в продвижении демократических изменений и прав человека в Беларуси.

2. Студентам и специалистам в доступе к качественному образованию, подготовке и возможностям обучения, в том числе через программу стипендий.

Эта программа позволит профинансировать 450 стипендий, 500 профессиональных обменов и предоставит дополнительные возможности для получения образования. Кроме того, белорусы смогут подавать заявки на краткосрочные исследовательские стипендии и гранты.

К слову, с момента фальсификации выборов в августе 2020 года ЕС оказал поддержку народу Беларуси на сумму более 100 млн евро, включая прямую помощь жертвам репрессий, гражданскому обществу, независимым СМИ, молодежи и стипендиям, малому бизнесу, здравоохранению и культуре.

🇪🇺€25 million to support the people of Belarus

The European Commission has adopted a new assistance programme worth €25 million to further support the people of Belarus, following the brutal response of the regime to the protests against the fraudulent elections of August 2020.

The newly adopted assistance programme “EU4Belarus” aims to support the democratic aspirations in Belarus. It will focus on supporting:

1. Civil society activists to promote democratic changes and human rights in Belarus.

2. Students and professionals in accessing modern quality education, training and learning opportunities, including through a scholarship programme and by facilitating contacts between Belarusian and EU-based professionals and organisations.

This new assistance will fund 450 scholarships, 500 professional exchanges and provide additional educational opportunities. In addition, Belarusians can also apply for short-term professional exchanges, research fellowships and grants.

Since the fraudulent elections in August 2020, the EU has supported the people of Belarus with over €100 million covering direct assistance to victims of repression, civil society, independent media, youth and scholarships, small businesses, health and culture.

Європейський фонд миру був створений у березні 2021 року для фінансування всіх заходів Спільної зовнішньої та безпекової політики ЄС, пов'язаних з військовими та оборонними питаннями, з метою запобігання конфліктам, збереження миру та зміцнення міжнародної безпеки і стабільності.

Сьогоднішнє рішення ради ЄС про додаткове фінансування дозволить нам продовжити надавати конкретну військову підтримку збройним силам наших партнерів.

🇪🇺 Today the European Union is increasing the financial ceiling of the European Peace Facility by €2 billion in 2023.

The European Peace Facility was established in March 2021 to finance all common foreign and security policy (CFSP) actions relating to military and defence matters, with the aim of preventing conflict, preserving peace and strengthening international security and stability.

Today’s decision will ensure that we have the funding to continue delivering concrete military support to our partners’ armed forces.

The EU remains committed to provide military support to Ukraine and other partners alike.
