Overall responsibility of recording accounting transactions, field office financial management, monitoring of cash inflow and outflow, budget.
Responsibilities:
• Reviews payment requests to verify that all the necessary supporting documents have been attached and that the payments are for eligible expenditures as per the grant agreement.
• Makes sure that all payments are made after approval has been obtained from the designated official.
• To monitor checks are used sequentially, appropriately and completed accurately.
• Checks cash payment vouchers and the related documents submitted by the cashier for replenishment are accurately and reconciled with the documents and the cash count.
• Ensure that all cash operation procedures and internal controls are closely followed.
• Records all cash in office, petty cash, adjustment and bank transactions on the excel format using the accurate codes.
• At the end of the month or at any appropriate shorter interval
• Preparation of Bank and Cash Reconciliation for field office on a monthly basis
• Reconciles bank balance as per records with the balance on bank statement (Prepare Bank Reconciliation),
• Investigates and explains any difference arising from the reconciliation, if any.
• Send all original financial documents, scan document and accurate financial report prepared in excel format twice in a month.
• Provide training on IRC financial policy rules and procedures.
• Ensures that the established control systems for assets acquisition, handling and utilization are consistently applied.

The Position mainly involves undertaking detail technical WASH need assessments, preparing designs and BOQ for the hardware activities under Charity water project, monitoring and supervise the implementation of quality of hardware activities undertaking by the project. Under the direct supervision of Senior EH Officer, the EH Officer will execute the following key responsibilities
• Undertakes detail need assessments
• Conduct the feasibility study of the water options proposed through community action plan
• Prepare design & detail bills of quantities, budget estimates in response to the proposed action plan in all intervention woreda.
• In coordination with other teams the EH Officer will Prepare detail water sector physical & financial implementation plan which includes but not limited to activity plan, spending plan and procurement plan
• Make sure the construction under the projects are with the highest quality standard and free of technical defects
• Confirm the accurate completion of every executed constructions and timely prepare pay sheet as per the execution
• Source out and monitor labor required towards implementation of project interventions and make sure accurate implementation of the interpersonal norms and standards.
• Accurately Monitor the progress and implementation of subcontracted or own force project implementation as per the organization standards and work procedures
• Prepare detail specification for items to be procured and ensure its procurements are as per set specifications.
• Works closely with Region, Zone/Woreda Water and Health Offices towards efficient and effective implementation of the project by conducting regular field visits and joint monitoring with project steering committee

Knowledge and Experience
● Bachelor’s Degree in social sciences, statistics, monitoring and evaluation, or related field is required or demonstrated equivalent work experience in the field.
● At least five years work experience in implementing practical monitoring and evaluation, knowledge management or database management in pastoral and agro-pastoral systems of Ethiopia;
● Demonstrated experience in monitoring routine data collection, data analysis and reporting against indicators at all levels.
● Demonstrated experience in quantitative and qualitative survey implementation and support.
● Demonstrated skill in training and M&E capacity development of field staff.
● Proven experience in designing and implementing M&E activities and indicators, as well as analyzing the data collected.

The CARM Specialist will work under the supervision of the Collaboration, Learning and Adapting (CLA) Manager and work closely with the program and MEL teams. S/he will both develop and manage CARM processes and tools for Mercy Corps in the PARA program, and work with the CLA Manager and additional stakeholders to develop the agency’s CARM strategy more broadly in Ethiopia.
