Geopolitical/SBU/Function overview:


The British Council has had a permanent presence in Ethiopia for over 70 years and has been engaged in delivering and managing civil society, governance and accountability programmes in Sub-Saharan Africa on behalf of major bilateral and multilateral donors. The British Council is leading a consortium for an exciting DFID-funded programme, to manage the delivery of grant support and capacity building activities to enable development of a professional civil society base, able to effectively collaborate with government to meet the needs of the most marginalised people in Ethiopia.

The Civil Society Support Programme 2 (CSSP2) is a £16.7 million capacity development programme designed to support Ethiopia’s civil society and its contribution to the country’s national development, poverty reduction and advancement of good governance in line with the government’s policies and strategies. The programme, which manages a fund of more than £9 million, has a strong emphasis on ‘hard-to-reach’ civil society and citizens, using regionally-led programming. It is managed by a consortium led by the British Council and is supported by multiple donors led by DFID. CSSP2 is delivered through a central programme office and regional hub based in Addis Ababa, and four further regional hubs at Dessie, Assossa, Hawassa, and Dire Dawa to facilitate programme implementation throughout the country.



Role purpose
Monitoring, Evaluation and Learning (MEL)Officer, CSSP2



The purpose of the role is to support the Monitoring, Evaluation, Learning (MEL) and Knowledge Management approaches, systems and activities and assure a credible impact evidence base to demonstrate programme performance to the satisfaction of DFID, British Council and external reviewers. The MEL officer will maintain and produce reports from programme datasets and will develop the capacity of the team and partners to produce consolidate and analyse robust data from across the programme’s activities.

Main opportunities/challenges for this role:
§ To build upon the successes of CSSP1, but bring fresh approaches, strategies and tools to the CSSP2 monitoring and evaluation workstream and learning and knowledge management.

§ CSSP is a sector-leading programme, and should be supplying regular and high-quality evidence and insight on Ethiopia, civil society, adaptive programming, and more.

§ With CSSP2 taking a new strategic direction, the programme requires clarity in how evidence is used to inform strategic decisions, and year-by-year how this is used to interrogate the CSSP theory of change.

§ Ensuring accurate and effective monitoring and evaluation is implemented across the programme, including in the programme hubs.

Role Requirements:

A first degree or equivalent professional experience in social science, organizational development, MEL or similar
At least three years’ experience in a similar role working in the NGO or donor funded context
Experience in programme management specifically with Monitoring and evaluation
Managing data, preparing reports and collating M & E results.
A thorough understanding of monitoring and evaluation priorities for DFID and other donors, including design and use of logframes, theory of change and experience of M&E reporting.
Experience of developing M&E frameworks.
A solid understanding of DFID’s Value for Money principles and approaches.
A demonstrable ability to build MEL capacity within the civil society / NGO sector

Job Summary
1. General functions of the Project Coordinator
• To ensure programme activities are timely completed with high quality results, an experienced Project Coordinator is needed to support the implementation and reporting of the NLRC supported emergency aid and capacity building project “Strategic plan NLRC and ERCS for Somali region – fighting chronic crises” The person will
• This includes water management and taking into account impact on environment, preventing environmental degradation as a result of our interventions.
• Be responsible for the management and reporting of the project in accordance with the approved project descriptions, contracts (Agreements and MoU), project plans, budgets and donor regulations.
• Provide technical support (in close consultation with NLRC Country Representative and Health Coordinator) and facilitate the development and implementation of the project as outlined in the programme description.
1. Specific duties and responsibilities
• Responsible for the proper implementation of the project according to approved project descriptions and budgets. It entails stakeholder’s management, organizational development / branch development, and emergency WASH response (mainly sanitation and water treatment) to internally displaced persons in Tuligulid woreda.
• Responsible for facilitating baseline and end line study
• Responsible for submitting timely and high quality narrative and financial reports (monthly progress, interim and final) according to the donor(s) requirements and formats.
• The project coordinator seeks support and feedback from NLRC and other partners for (final) reporting, baseline surveys, programme reviews and evaluation etc.
• Ensure that all documents of the projects are collected and filed correctly, this for the purpose of audits.
• Facilitate the detailed quarterly planning of the project activities in close collaboration with ERCS OD, and DPR department, the NLRC Ethiopia country office, and other partners.
• Coach the ERCS branch / regional staff and provide technical support in the improvement of tools, methods, approaches and development of SBCC materials in consultation with stakeholders (MoH, Water Bureau, UNICEF), the NLRC Health Coordinator and other Partners.
• Review and jointly assess the capacity of the branches in terms of their ability to implement the proposed project and recommend appropriate actions to address it. The focus will be in developing emergency aid plan, effective emergency response in chronic context, OD, partnering with movement partners such as ICRC
• Carryout regular (monthly) field visits to monitor and review the implementation of the project activities together with NLRC team and provide feedback.
• Identify training and facilitate the enhancement of the capacity of the headquarters, regional and branch staff through selective trainings (BOCA, PHAST, CBHFA, H/H water treatment, CEA, Preparedness for effective response etc.).
• Act as a technical focal point for the ERCS NLRC supported projects being implemented by the Somali branch where required.
• Appraise the quarterly plans of the Somali branch whether in line with the objectives and the overall project description and budget.
• Network and maintain effective working relationships with the representatives of the Red Cross Movement (Federation, Participating National Societies), and National Societies
• Follow-up decisions and correspondence in relation to the projects as delegated by the Head of DPR, and head of VMBA and DRR for each respective activity plan.
1. Duties applicable to all staff
• Comply with procedures, regulations and policies of the ERCS
• Work towards the achievement of overall goals of the programme, through effective managerial and lateral relationship, teamwork and accountabilities.
• Respect and promote Red Cross/Red Crescent principles, values and comply with ERCS security regulations, code of conducts and relevant guidelines.
• Perform other work related duties and responsibilities as may be assigned by Head of DPR.

• Establish an effective working relationship with the staff at national regional and branch levels and with the partners.

• Ensure efficient and effective programme and financial management as specified in the project descriptions and their respective budgets.
• Ensure that the NLRC and other partners are fully informed on progress of the implementation and on opportunities for possible adjustment and funding.
Qualifications and Expirences
• Second/First degree in Environmental Health/Public Health/Environmental Science/ Sanitary Science or in any other related health Sciences and 6/8 years of experience in Emergency Public Health, WASH interventions and organization development area.
Special Knowledge and Skills
Additional Skills
• Proven knowledge and experience on RDRT (IFRC) is an added value.
• Proved experience and skills in donor reporting in English.
• Experience in participatory planning and review techniques; baseline survey and evaluation
• Strong capacity building and facilitation skills is an advantage;
• Practical knowledge of computer skills;
• Ability to work in a challenging environment with a minimum supervision and meeting deadlines without compromising qualities
• Fluency in spoken and written English;
• Willing to abide by and respect Red Cross/Red Crescent Principles and Values
• Understanding of and commitment to ERCS mission, values, strategies and programming approaches.
• Willing to give voluntary service to the society with his/her own initiativ
