Ibn al-Qayyim said:
"When a woman goes out, Satan looks at her [with desire]. There is no doubt that allowing women to mix with men is the root of every affliction and evil. It is one of the greatest causes for widespread punishment, and among the reasons for the corruption of both public and private affairs. The intermingling of men and women leads to the spread of immorality and fornication, and is one of the causes of mass death and recurring plagues.
When the prostitutes mixed with the army of Moses and indecency became widespread among them, Allah sent the plague upon them, and seventy thousand died in a single day. This story is well known in the books of tafsir (Qur'anic exegesis).
Among the greatest causes of mass death is the spread of fornication, which results from allowing women to mix with men, walking among them adorned and beautified. If those in authority knew the worldly and societal harm in this — even before considering the religious aspect — they would be the most determined to prevent it."
