This city is a beautiful city in Europe. An important port city that was a part of the Austro Hungarian Empire, which can easily been seen when looking at the buildings.
It has a famous castle called Miramare Castle build by an Austrian Duke in 1856 - 1860.
And the last clue:
It is close to the border of Croatia.

Please note the farm to the right at 400 meters height above the fjord.
The only way to get there was to come by boat and then climb up.
It is so steep that some places a ladder had to be used.
The saying is that when the tax collector came, they pulled up the ladder and he had to go home empty handed.
