We welcome the adoption by the Council of the latest package of sanctions, which targets systemically important sectors of the Russian economy, and includes the following measures:
Anti-circumvention: 153 vessels are now targeted by our measures. EU sanctions enable the EU to list vessels that support Russia’s warfare against Ukraine. And now allow the listing of those who supported the operations of unsafe oil tankers.
Individual: The new listings contain individuals and entities active in sanctions circumvention, Russian crypto assets exchanges and the maritime sector.
Trade: EU imports of aluminium have already been decreasing significantly from 16% in 2020 to 6% in 2024. By the end of 2026, no Russian aluminium can be imported into the EU.
Energy: Prohibition on temporary storage for Russian crude oil and petroleum products will inflict additional costs on the transport of Russian oil thus reducing Russian revenues. The completion of crude oil projects prohibition will impact its production capacity and revenues.
Transport: The new transport measures target those operators helping Russia mitigate the impact of EU aviation sanctions. If listed, these airlines would face a ban on flying to the EU.
Infrastructure: Russian ports and airports are used to transport drones and other combat-related goods and technology or to circumvent the Oil Price Cap by transporting Russian crude oil with shadow fleet vessels. Hence the imperative need to include a full transaction ban on them.
Finance: We are showing our ability to adapt our targets to changes in the Russian economy. The EU is targeting entities involved in cross-border payments and instrumental in circumventing our sanctions. The measures will help combat business extension to the occupied territories.
Disinformation: Russia has engaged in continuous actions targeted at civil society in the EU and neighbouring countries. The EU has extended the prohibition to broadcast to media outlets under Russian leadership's permanent control systematically spreading propaganda and misinformation.
The EU continues to ramp up pressure against Russia’s ability to finance its war of aggression.
We will keep taking decisive action to ensure the full implementation of existing sanctions and, if necessary, bring in new ones.

Security guarantees are of utmost importance for Ukraine. But we need comprehensive security guarantees.
This includes that we have to put Ukraine in a position of strength, that it has the means to fortify and protect itself from economic survival to military resilience.
It is basically turning Ukraine into a steel porcupine that is indigestible for potential invaders.
Therefore, the focus is not only on the military supply, but also, for example, securing the energy system and making sure that over time this is a strong and resilient country.
The second element I brought to the table is that we urgently have to rearm Europe. And for that I will present a comprehensive plan to the leaders on how to rearm Europe on 6 March when we have our European Council.

The European Commission is proposing to prolong the temporary protection for people fleeing Russia's aggression against Ukraine for an additional year until 4 March 2027.
This will provide legal certainty to those enjoying temporary protection and to EU countries, ensuring that the same standards of protection continue to apply across the EU. It will also reassure displaced people from Ukraine that applying for international protection is not necessary nor required.
Today, the Commission is also setting out a common European path for the future of Ukrainian refugees in the EU. To offer a more stable and lasting perspective, the Commission is proposing to EU Member States to prepare for a coordinated transition out of temporary protection.

They should have the possibility to transition into national or EU legal statuses that better reflect their new situation. These could be residence permits based on employment, education, research, or a national long-term resident status.
▪️To pave the way for a gradual return and sustainable reintegration in Ukraine taking into account the needs and capacity of Ukraine: Allowing exploratory visits to Ukraine could help those considering a return home to make informed decisions. Member States should also set upvoluntary return programmes in close coordination with the Ukrainian authorities to allow for a gradual return home when temporary protection ends.
▪️Better information about available options: The Commission supports the establishment of Unity Hubs in Member States, in collaboration with the Ukrainian authorities. Unity Hubs will serve as multipurpose information centres for both the integration of displaced people in host societies and for returns to Ukraine. They can be financed with the help of Commission funding under the Asylum, Migration and Integration fund (AMIF). To support Member States, the Commission will also appoint a Special Envoy for Ukrainians in the EU.
▪️Coordination and information exchange between Member States and Ukraine:Information exchange between Member States should continue through the Solidarity Platform, and by timely updating data in the Temporary Protection Registration Platform. The EU Migration Preparedness and Crisis Blueprint Network with a focus on Ukraine, and the Solidarity Platform Ukraine will continue to provide a common situational awareness and a coordinated response.
