The newly adopted package:
▪️imposes restrictive measures on an additional 106 individuals and 88 entities responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine;
▪️adds 27 new entities to the list of those directly supporting Russia’s military and industrial complex in its war of aggression against Ukraine. Some of these entities are located in third countries (India, Sri Lanka, China, Serbia, Kazakhstan, Thailand, and Türkiye) and have been involved in the circumvention of trade restrictions, others are Russian entities involved in the development, production and supply of electronic components for Russia’s military and industrial complex;
▪️expands the list of restricted items that could contribute to the technological enhancement of Russia’s defence and security sector by adding components for the development and production of unmanned aerial vehicles (UAV);
▪️adds the United Kingdom to a list of partner countries which apply a set of restrictive measures on imports of iron and steel from Russia, and a set of import control measures that are substantially equivalent to those of the EU.

This strategy will move the EU to a more structured defence industry providing EU countries with the full range of capabilities they require.
It will:
🔸 Support collective defence demand
🔹 Secure availability of all defence products
🔸 Ensure budget support
To achieve this, we are also proposing a European Defence Investment Programme.
It will include:
🔹 €1.5 billion of financial support from 2025 to 2027
🔹 A framework to boost collaboration between EU countries
🔸 A regime to ensure availability and security of defence products
The EU has proven that it will support Ukraine for as long as it takes.
Our action is pivotal to support Ukraine in its defence against Russia’s aggression and to reinforce the EU's position as a strong and reliable security provider.

These measures include:
◼ €500 million to ramp-up ammunition production capacity to 2 million per year.
Europe is expected to reach an annual ammunition shell production capacity of 2 million by the end of 2025 with the Act in Support of Ammunition Production (ASAP). Thanks to measures already taken, European annual production capacity for 155 mm shells had already reached 1 million per year in January 2024.
◼ €310 million to incentivise EU countries to procure defence capabilities together.
The EDIRPA Work Programme will support common procurement in three areas: 1) Ammunition (e.g. small arms, artillery ammunition, mortars, rockets), 2) Air and missile defence, and 3) Platforms and replacement of legacy systems (e.g. tanks, armoured vehicles, support systems, soldier systems, drones).
◼ €1.1 billion to boost EU defence R&D projects.
The 2024 EDF work programme covering 32 call topics will fund projects in crucial defence domains, including countering hypersonic missiles, developing a range of unmanned vehicles in the air and on the ground, and ensuring secure space communication.

These tariffs, while high enough to suppress such imports into the EU in practice, would not affect exports to third countries.
The measures are designed to achieve several objectives:
▪️ to prevent EU market destabilisation,
▪️ to tackle Russian exports of illegally appropriated grain produced in the territories of Ukraine,
▪️ to prevent Russia from using revenues from exports to the EU to fund its war of aggression against Ukraine.

Russia has engaged in continuous and concerted propaganda as well as information manipulation actions targeted at civil society in the EU and neighbouring countries, gravely distorting and manipulating facts. These propaganda actions have been channelled through a number of media outlets under the permanent direct or indirect control of the leadership of the Russian Federation. Such actions constitute a significant and direct threat to the Union's public order and security.
The risk to our democratic societies – and the integrity of the upcoming European as well as national elections – has intensified. Today's measures are a forceful response to that.
The sanctions do not target freedom of opinion. They include specific safeguards for freedom of expression and journalistic activities. The measures do not prevent the sanctioned outlets and their staff from carrying out other activities in the Union other than broadcasting, such as research and interviews.
