⚡️🇪🇺 The European Union has just adopted the 12th package of sanctions against Russia.

The new sanctions include these key elements:

🔹 additional listings
🔹 trade measures, including on Russian diamonds
🔹 stricter asset freeze obligations
🔹 energy measures
🔹 stronger anti-circumvention measures

📄 Over 140 additional individuals and entities have been added to our list of persons subject to a freezing of their assets. The list of newly designated legal persons covers, among others, actors in the Russian military and defence, including military industry companies.

💎 The new sanctions on Russian diamonds are part of a coordinated G7 effort to introduce an internationally coordinated diamond ban. It aims at depriving Russia of this important revenue stream estimated at €4 billion per year.

New measures restricting imports from Russia of certain metal goods. New export restrictions have been introduced on sensitive dual-use and advanced technologies that contribute to Russia’s military capabilities and technological enhancement. New entities are subject to tighter export restrictions for advanced technology items.

We will further hamper Russia’s capacities in its industrial sector. Restrictions in the area of services are an area where we have worked closely with our international partners, including the US and the UK.

We will ensure no one profits from EU companies with subsidiaries forcibly acquired by Russian owners/management. Neither when assets of deceased persons on the list could be used to finance the unprovoked and unjustified military aggression against Ukraine.

🛢To make it more difficult for Russia to sustain the war, we have tightened the international G7+ oil price cap, by introducing new measures to increase their effectiveness.

⛽️ The new import ban on certain types of liquified petroleum gases (LPG) will enter into force after a 12-month transition period. This represents approximately 6% of the EU’s total LPG intake from Russia in 2023.

🇪🇺 🇺🇦 🇲🇩 EU reaffirms trade support for Ukraine and Moldova

The European Commission today has proposed to renew the suspension of import duties and quotas on Ukrainian exports to the EU for another year, while reinforcing protection for sensitive EU agricultural products.

These Autonomous Trade Measures (ATMs) have been in place since June 2022 and are a key pillar of the EU's unwavering support for Ukraine and its economy.

While the main objective of the ATMs is to support Ukraine, the measures are also mindful of EU farmers' and other stakeholders' sensitivities. To this end, and considering a significant increase in imports of some agricultural products from Ukraine to the EU in 2022 and 2023, the renewed ATMs contain a reinforced safeguard mechanism. This makes sure that quick remedial action can be taken in case of significant disruptions to the EU market, or to the markets of one or more Member States.

In parallel, the Commission proposes to renew by another year the suspension of all remaining duties on Moldovan imports in force since July 2022.

The proposals will now be considered by the European Parliament and the Council of the European Union. The goal is to ensure a seamless transition from the current regime of ATMs to the new one, by the time the current regimes expires on 5 June 2024 for Ukraine and 24 July 2024 for Moldova.

🇪🇺🇺🇦 Ukraine receives over 140 000 tonnes of essential and basic supplies through the EU Civil Protection Mechanism

Last week, the Commission reached a new milestone as the amount of in-kind assistance to Ukraine exceeded 140,000 tonnes, making it the largest operation ever supported by the EU's Emergency Response Coordination Centre.

Since the activation of the EU Civil Protection Mechanism on 15 February 2022, 32 countries have provided this assistance, channelled through EU logistics centres in Poland, Romania and Slovakia.

The donations cover a wide range of items and areas, including ambulances, fire trucks, generators, transformers, demining equipment, shelters, medicines and much more. The total financial value of the aid is estimated at €796 million.
