Was Hurricane Debby's path manipulated? Is it just a coincidence that the current Hurricane Debby has just occurred almost exactly on the "45th anniversary of Hurricane Debbie seeding"? This is the exact headline from the National Oceanic and Atmospheric Administration Meteorological Laboratory.
