Thanks to a question on an earlier post, I followed a hunch and, sure enough, this route between Mizen Head and Cloghastucan passes directly through Uisneach. Uisneach was the traditional centre, 'navel of all Ireland', and meeting place of the five provinces.
It makes sense that the measurement would want to pass through this centre point. This might be why Cloghastucan is used rather than the most northerly point of Ireland (Malin Head, Donegal) as that route would bypass Uisneach entirely.
