The Insurrection Act of 1807 is a U.S. federal law (10 U.S.C. §§ 251–255) that empowers the president to deploy the U.S. military and federalized National Guard to suppress civil disorder, insurrection, or rebellion under specific circumstances:
At a state's request: When a state’s legislature or governor (if the legislature cannot be convened) requests federal assistance to address an insurrection against state authority (§ 251).

To enforce federal law: When unlawful obstructions, combinations, assemblages, or rebellion make it impracticable to enforce U.S. laws through ordinary judicial proceedings (§ 252).

To protect constitutional rights: When an insurrection, domestic violence, or conspiracy in a state deprives citizens of constitutional rights and the state is unable, fails, or refuses to protect those rights (§ 253).
The Act serves as an exception to the Posse Comitatus Act of 1878, which generally prohibits federal military forces from engaging in domestic law enforcement. Before deploying troops, the president must issue a proclamation ordering insurgents to disperse (10 U.S.C. § 254).

Historically, the Act was passed to address domestic unrest and potential foreign threats, such as Aaron Burr’s plot to raise a private army in 1807. It was amended in 1861 to allow federal intervention without state consent during rebellions against the U.S. government and in 1871 to protect Black Americans from Ku Klux Klan violence under the Equal Protection Clause. It has been invoked for various purposes, including labor disputes in the late 19th/early 20th centuries, desegregation enforcement in the 1950s–60s (e.g., by Presidents Eisenhower and Kennedy), and the 1992 Los Angeles riots.

FoxNews has obtained intense video showing CBP agents’ perspective inside their vehicle as it is pelted with rocks while they attempt to leave the anti-ICE protest in Paramount, CA today. You can hear & see the windows & windshield breaking w/ each hit. Federal source who sent me this video tells this attack could have killed one of the Border Patrol agents or caused a serious crash.
