በተጨማሪም ከተቋማት አደረጃጀትና አሰራር እንዲሁም፣ ከባለሙያ ብቃት ጋር የተያያዙና ሌሎችም ችግሮች በዘርፉ መስተዋላቸውን ተናግረዋል።
