💫የኢትዮጵያ ኮንስትራክሽን ባለስልጣን በአዲስ አበባ ዩኒቨርሲቲ የቴክኖሎጂና ቢውልት ኢንቫይሮመንት ኮሌጅ  አማካሪነት ክለሳና ማሻሻያዎች የተደረገበት የኢትዮጵያ ህንጻ ኮዶችና ስታንዳርዶች ረቂቅ ሰነዶች ላይ በከተማ ማእከል እየተካሄደ የሚገኝው  ወርክሾፕ አምስተኛ ቀን spatial design in building በሚል ርዕስ ላይ የመጀመሪያ ደረጃረቂቅ ሰነዱ ለአስተያየት ቀርቦ ውይይት ተካሄዶበታል፡፡

ኮድ ለሚከናወን ተግባር ህግ እንዲኖረውና መመዘኛ ሆኖ ትክክለኛነቱን ለመከታተል የሚያስፈልግ በመሆኑ ኮዱን ማሻሻል እና በየጊዜው ጊዜውን እንዲዋጅ መከለሱ ተገቢ መሆኑ ተገለጸ፡፡

ኮዱን ለማሻሻል ዋነኛ ምክንያቶች የግንባታ አይነቶች በየጊዜው እየተቀየሩና ቴክኖሎጂዎቹ በየጊዜው እየተሻሻሉ በመሆኑ የሚያመጡት ለውጥ ከዲዛይን ጀምሮ መገለጽ እንዳለበትና ወቅቱን የጠበቀ ዲዛይን እንዲኖር አስፈላጊ በመሆኑና ኮዱን ከማሻሻል ስራው አስቀድሞ በተደረጉ ጥናቶች እና ውይይቶች ኮዱ መከለስና መሻሻል እንዳለበት በተጨማሪ የቀደመው ኮድ አስር አመት ስለሆነው በነዚህ አመታት ብዙ የተለወጡ ጉዳዮች ያሉ በመሆኑ መከለሱ አስፈላጊነቱ የጎላ መሆኑ ተገልፆል፡፡
ኮዱን ለማሻሻል የሀገር ውስጥና የውጪ ተሞክሮዎችን በሽግግር የተጠቀሙ መሆኑንና ቀድሞ ኮዱ መሻሻል እንደሚያስፈልገው በተለያየ ደረጃ የሚመለከታቸው ሙያተኞች አስተያየት እንዲሰጡበትና በጽሁፍ መጠየቅ ሀሳብ ተሰብስቦ ማረጋገጫ በመውሰድና ክፍተቱን በመለየት የማሻሻል ስራ እንደተጀመረ ተገልጿል፡፡

በተሻሻለው ኮድ ግንባታዎች ጊዜያዊና ቋሚ ነገሮችን እንዲያካትቱ ተደርጎ መሻሻሉ የተገለጸ ሲሆን ቀድመው ከነበሩ የኮዱ ሀሳቦች መሻሻል ያለባቸውን በመለየት ዋናውን ነጥቦች በመያዝ መቀነስ ያለባቸው ነጥቦች ተቀንሰው መሻሻላቸው ተገልፆል፡፡

በኮዱ ላይ የአካል ጉዳተኞች ተደራሽነት በህንጻ በመኪና ማቆሚያዎች ጭምር ከዲዛይን እቅድ ጀምሮ እንዲሁም በግንባታ ላይ ከመሰረቱ ጀምሮ የህንጻ ኮድን ያናበበ እንዲሆን በኮዱ የተጠቀሰና ከሌሎች ኮዶች ጋር በተዛማጅነት የሚጣቀስ መሆኑ ተገልፆል፡፡
በተሻሻለው ኮድ ላይ የግሉ ዘርፍ ባለድርሻ አካላት በቀረበው የመጀመሪያ ረቂቅ ላይ አስተያየት ሰተዋል፡፡

የአካል ጉዳተኞችን ተደራሽነት ታሳቢ ያደርጋል ሲባል ሁሉም አገልግሎትና ሁሉንም የአካል ኩዳት አይነት ያካተተ ቢሆን፣ ኮዱ ምን ያህል ከዋናው ኮድ ጋር የተናበበ ነው፣ (green building code) ለብቻው ኮድ ሆኖ ቢወጣና ከስፔሻል ኮዱ ጋር ማጣቀስ ቢቻል፣ የአስተዳደር ኮድ ለምን ከኮዱ እንዲወጣ ተደረገ ምክንያቱም የሃላፊነት ዝርዝር የተገለጸበት ስለሚሆን፣ የአየር ንብረት ተጽዕኖ ዳሰሳ ኮዱ ምን ያህል አካቷል፣ ኮዱ ላይ የሚገለጹ ሀሳቦች ከሌሎች ኮዶች ጋር እንዲሁም በባለሙያው ጭምር ተግባራዊ መደረግ እንዲችል በማያሻሙ የቋንቋ አገላለጽ ሊቀርቡ ይገባል፣ ለስፔሻል ኮድ ተግባራዊነት የከተማ ፕላን ወሳኝነት አለው ይሄ እንዴት ይታያል፣ ህንጻዎች ከተገነቡ በኋላ የመንገድ ስራ ይመጣል ይሄን ችግር መቅረፍ የሚቻለው በፕላን ነው ስለ ከተማ ፕላን ምን ታስቧል፣ ስፓሻል ዲዛይን ሲባል ሰዎች የሚኖሩበት ዙሪያ ያለውን አስፈላጊ ነገር ማሟላትን የሚዳስስ እንደመሆኑ ይሄ በኮድ ውስጥ በምን መልኩ ተገልፆል፣ የግል እና የህዝብ ህንጻዎች አይነታቸው በምን መልኩ ተለያቶ ቀርቧል የሚሉና ሌሎችም አስተያትና ጥያቄዎች ተነስተው ከኮዱ አዘጋጆች ምላሽና ሀሳቦች ተሰጥቶባቸዋል፡፡ 

የተሰጡት አስተያየቶች የመጀመሪያ ረቂቅ እንደመሆኑ እንደ ግብዓት የሚወሰዱ መሆኑንና በድጋሚ መታየት ያለባቸው እንደሚታዩ የተገለጸ ሲሆን በአካል ጉዳተኞች ተደራሽነት በዝርዝር የተነሱ ሀሳቦች በኮዱ እያንዳንዱ ተዘርዝሮ መገለጽ እንደማይቻልና ከሌሎች ኮዶች እየተጠቀሰ የሚከናወን እንጂ በተብራራ መልኩ እንዲገለጽ ከተፈለገ እራሱን የቻለ ሰፊ ጉዳይ በመሆኑ እራሱን ችሎ ኮድ መሆን እንደሚገባው ተገልፆል፡፡ እንዲሁም የአረንጓዴ ህንጻዎች ኮድም በተመሳሳይ ከሌሎች በማጣቀስ እንጂ በኮዱ እራሱን ችሎ ያልቀረበና እራሱን ችሎ ኮድ ሊሆን የሚገባ እንደሆነ ተገልጿል፡፡

የተሸሻለው ኮድ ሲጸድቅ በካሪኩለም ራሱን ችሎ መግባት ይገባዋል የሚል ሀሳብ ወሳኝና በትምህርት ስርዓቱ ሊካተት እንደሚገባ ተገልፆል፡፡ በአጠቃላይ ከኮዱ ወሰን ውጪ የሆኑ ሀሳቦችን በመቀነስ መካተት ያለባቸውን ሀሳቦች በአስተያየትነት ተይዘው በቀጣይ ተካተው እንደሚቀርቡ ተገልጿል፡፡

የኮድና ስታንዳርድ የመጀመሪያ ደረጃ ረቂቅ ላይ ከግንቦት 26/2017 ጀምሮ ለአራት ሳምንት የሚዘልቀው ወርክሾፕ  በቀጣይ ቀናትም በተለያዪ ርእሶች የሚቀጥሉ ይሆናል።
