Ministry of Agriculture For Development Response to Displacement Impacts Project (DRDIP) Ethiopia
1. Project Overview
Development Response to Displacement Impacts Project (DRDIP) is a multi-level and multi-sectorial investment project focusing on the impacts of the presence of ref¬ugees on the hosting communities in the five regional states of the country - Afar, Benishangul-Gumuz, Gam¬bella, Tigray and Somali. The development objective of DRDIP is to mitigate the impacts of refugee presence on the hosting communities, through expanding access to community demand-driven social and economic services, rehabilitating the environment and natural resources, and expanding economic opportunities. DRDIP promotes a Community Driven Development (CDD) approach of development linked to a Community Investment Fund (CIF)), the project funding flows through local govern¬ment structures.
DRDIP has the following four interlinked and compli¬mentary components and sub-components; Component One: Social and Economic Services and Infrastructure; Component Two: Sustainable Environmental Manage¬ment; Component Three: Livelihoods Support; and Com¬ponent Four: Project management, Monitoring¸ Evalua¬tion and Learning.
Component 3 supports the development and expansion of traditional– agriculture and allied sectors including livestock, and non-traditional – skills for jobs and en¬terprise-based livelihoods; of the beneficiary households to increase income earning opportunities. The non-tra¬ditional livelihoods sub-component supports formation or strengthening of community organizations for live¬lihoods, and provides groups’ necessary management, technical, financial, market and business development advisory support services. It also supports capacity build¬ing of Regional and the Woreda Livelihood Improvement Support Teams (LISTs) to enhance capabilities to effec¬tively and efficiently implement the non-traditional ac¬tivities.
2. Job Summary
The Senior Jobs and Non-Farm Livelihoods Specialist will be responsible for the overall coordination and im-plementation of DRDIP’s “non-traditional” livelihoods interventions in close collaboration with the Regional Livelihood Specialists. He/she will provide technical support and guidance on capacity building, planning and implementation of the non-traditional interventions, in¬cluding: i) Establishment, strengthening and promoting Common Interest Groups (CIGs), RUSACCOs/SACCOs and primary cooperatives, ii) identification and develop-ment of off-farm and non-farm Income Generating Ac¬tivities (IGAs) for rural livelihoods improvement, and iii) coordination with concerned stakeholders at all level towards complimenting traditional livelihoods through promoting non-traditional livelihoods and IGAs.

3. Conduct needs assessment and accordingly plan and facilitate capacity building supports to implementing partners and project staff towards improving the NTL interventions in attaining their Project Development Objectives (PDO) and Intermediate Results (IR)
4. Coordinate and mobilize technical supports from the con¬cerned implementing partners and ensure they prop¬erly play their roles and responsibilities as stipulated in the PIM;
5. Coordinateand technically support the monitoring and evaluation of the NTL interventions as per the project results framework, including on systematic quality data collection, documentation and reporting on all activi-ties, outputs, and results including impacts as appro¬priate an ensure consistent and quality data collection and timely submission. Coordinates and support the promotion of CIGs, RUSACCOs/SACCOs and pri¬mary cooperatives identification and development of nontraditional livelihood opportunities supported by the project;

8. Provide intensive technical support at all levels to ensure the preparation, review and timely submission of the quarter, biannual and annual progress reports on the performance of the sub-component to be submitted to senior planning, M& E specialist for compilation;
9. Develop and or review manuals related to IGAs for im¬plementation of the sub-component.
10. Lead the identification of nontraditional livelihood opportunities jointly with community consultation, market and technical analysis to identify viable IGA, business plan preparation for selected households and training households to implement nontraditional liveli¬hood activities for which business plan developed;
11. Oversee the disbursement, management and utilization of saving and grants for intended purpose by eligible CIGs and saving and credit cooperatives;
12. Facilitate Technical Assistance to Regions and woreda to conduct market and technical analysis to identify viability of nontraditional livelihood opportunities and preparation of community and household level busi¬ness plans and follow up on their implementations.;
13. Follow up loan provision and its repayment by mem¬bers, as well as facilitate timely corrective actions by concerned parties to solve any irregularities that may occur in collaboration with Concerned stakeholders (Cooperative Agency and Rural job creation);
14. Facilitate training to selected businesses to implement nontraditional livelihood opportunities for which busi-ness plan developed;
15. Ensure complementarity of the NTL interventions with the Traditional livelihoods and other component initia¬tives within the project
16. Work-in collaboration with other staff members; and.
17. Performs other duties as assigned by the project coor¬dinator.
Qualification:
•Minimum of BSc/B.A or / MSc/M.A Degree in agricultural economics, economics, Business Management, Rural de¬velopment, cooperative management.
