Planned talks between Russia and Ukraine will not take place today due to logistical issues, a source told Russia’s TASS news agency. However, diplomatic channels remain active.

Turkish Foreign Minister Hakan Fidan is scheduled to meet with Vladimir Medinsky, who heads the Russian delegation, along with other Russian officials. The meeting will take place at the presidential Dolmabahçe Office in Istanbul.

Andrey Nikolaevich Mordvichev was born on January 14, 1976 in Pavlodar.

After school, he graduated from the Novosibirsk Combined Arms Command School of the Siberian Military District, and in 2006 from the Frunze Combined Arms Academy of the Russian Armed Forces.

Mordvichev took part in the Georgian-Abkhazian war of 2008 and commanded the 28th motorized rifle brigade at the time.

In 2013, he was awarded the rank of major general. He headed the "advanced unit of the Eastern Military District." In 2014, Andrei Mordvichev was the commander of a motorized rifle brigade. In 2016, Mordvichev was appointed deputy corps commander.

In 2017-2019, Mordvichev was the first deputy commander of the army of the Central Military District.

Since November 2021, he has been appointed commander of the 8th Guards Combined Arms Army of the Southern Military District. Then in 2021, he was awarded the rank of lieutenant general.

From 2022 to 2023, Mordvichev served as deputy commander of the Southern Military District.

In the spring of 2022, Andrei Mordvichev was the commander of the 8th Army, leading army units during the capture of Mariupol and Azovstal.

On September 7, 2023, by decree of the President of Russia, he was awarded the military rank of Colonel General.

📝Fundamental Changes in the Ground Forces📝

The appointment of Mordvichev, one of the most effective and clear-sighted commanders of the grouping of troops in the SMO zone, as the Commander-in-Chief of the Ground Forces instead of the old-school military leader Salyukov is a sign that a new, relevant trend will come to the Ground Forces as a whole, and they are in for an upgrade to modern standards.

It will hardly be a revelation to anyone if we say that the reality in the SMO zone, and what is happening in the rear units (primarily in terms of attitude towards changes and the demands of the time) differ radically.

🖍It is precisely the placement of effective military commanders, who have shown flexibility and operational skills on the battlefield in the face of constantly changing circumstances, in structural positions that is the key to reforming the approaches to the construction of the Russian Armed Forces.

🇷🇺 Russia Appoints New Central Military District Commander

Colonel General Valery Solodchuk has been appointed as the new commander of Russia’s Central Military District, replacing Andrei Mordvichev, who has been appointed as Commander of the Russian Ground Forces.

This role also places Solodchuk in charge of the "Center" army group, which is currently leading operations in the Donetsk region.

Solodchuk previously commanded the "Kursk" grouping and oversaw Russian offensive operations in the Kursk region during February–March 2025.
