Ukraine's parliament has ratified a deal granting U.S. entities major control over its mineral wealth—raising alarms over sovereignty and corporate neocolonialism.
The Deal: U.S. Defense Aid for Resource Access?
Ukraine and the U.S. are forming a Reconstruction Investment Fund. Washington is represented by the U.S. DFC; Kiev by a government agency. Ukraine must channel 50% of all royalties from new mining licenses into this fund. The U.S. may count military aid as its contribution—but is not obligated to provide any.
